WHEREAS, the City of Fort Worth (City) and Alan Plummer
Associates, Inc. , (Engineer) made and entered into City Secretary
Contract No. 27615, (the Contract) which was authorized by the
City Council by M&C C-19022 on the 26th day of March 2002; and
WHEREAS, the Contract involves engineering services for the
following project:
Design of the Wastewater Diversion from the Eagle Mountain Lake Drainage
Basin to the Big Fossil Creek Drainage Basin and the Lake Worth South
Shore Sewer, Project No. 1309
WHEREAS, it has become necessary to execute Amendment No. 8
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I of the Contract is amended to include the
additional engineering services specified in M&C C-24751,adopted
by the City Council on the 1st day of March 2011 and further
amplified in a proposal letter dated November 10, 2010, copies of
which are attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by
Engineer total $63,512 . 00 .
2.
Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the

total fee paid by the City for all work and services shall not
exceed the sum of $1 ,599,226. 78 .

Contract Amendment No. 8 Proposal
Dear Ms. Rafalko:
This letter describes our proposal to perform additional design work, as an amendment
to the above referenced project.
As discussed at the January 14, 2009 meeting, specifically Alan Plummer Associates,
Inc. (APAI) proposes the following:
1. Revisions: This project was on hold from mid-2003 until last year while
possible re-alignment was being addressed between the City and developers in
the area. In addition to "dusting off' the project after being on hold for so long;
APAI has been requested to re-address certain items related to the design of the
pipelines differently from when the project was put on hold in 2003, including:
a. Re-location of the transition manhole between the force main and gravity
sections — this involved additional meetings, preparation of a
memorandum, and required re-work on several sheets that were
previously at 90% complete.
b. Re-alignment in area of new school —development of a new school along
the alignment that was not previously known in 2003 forced some re-
work.
c. Further consideration of alternate pipe materials —APAI re-considered the
appropriate piping material at the City's request; during the project re-
start period this past year.

d.Further consideration of pipeline sizing and flows —APAI re-evaluated the
pipeline size and flows at the City's request, during the project re-start
period this past year.
e. Check of options in potentially connecting the gravity pipeline
downstream end into multiple locations of the Big Fossil interceptor.
This evaluation was requested by the City to insure some flexibility in
the alignment if the proposed ROW of Heritage Trace Parkway was
revised. A memorandum was prepared.
f. 2„d 90% QC review — the force main segment had previously been
reviewed at the 90% complete level in 2003, prior to the project being
put on hold.
2. Additional survey work: Also due to the length of time this project was on hold,
property ownership changes have occurred, and new easements are needed to
obtain right-of-way.
The Amendment is related specifically to the Wastewater Diversion portion of the
above-referenced contract. APAI will perform all of the work associated with this
proposal in house, except for the survey work, which will be performed by Spooner &
Associates, Inc., as a subcontract.
As discussed with Andy Cronberg at a meeting November 9, the Pre-Construction
Assistance and Construction Assistance components of the original contract scope of
work are no longer needed, due to the delay in construction. Therefore the budget
allotted for those tasks can be utilized to help fund the additional work described here.
The amendment should therefore reflect that these construction related tasks have been
deleted from the scope of work. It is envisioned that a new contract will be enacted to
cover construction related tasks, when the project is slated for construction.
The Amendment includes the following:

The addition of this Amendment would revise the total contract amount to
$1,599,226.78.

The total above includes the subconsultant's portion of the work. The table below
provides a breakdown of their sub-contract amounts.

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 8 in the
amount of$63,512.00 with Alan Plummer Associates, Inc.,for services related to the Wastewater
Diversion from the Eagle Mountain Lake Drainage Basin to the Big Fossil Creek Basin increasing the
contract cost to $1,599,226.78.
DISCUSSION:
On March 26, 2002, (M&C C-19022), the City Council authorized the City Manager to execute an
Engineering Agreement with Alan Plummer Associates, Inc.,for the Wastewater Diversion from the Eagle
Mountain Lake Drainage Basin to the Big Fossil Creek Basin and the Lake Worth South Shore Sewer for a
fee not to exceed$958,152.00. Subsequent amendments increased the contract amount to
$1,535,714.78.
The design of the Wastewater Diversion from the Eagle Mountain Lake Drainage Basin to the Big Fossil
Creek Basin was 90 percent complete, and then put on hold due to a lack of construction funding. During
this time, development in the area occurred and therefore changes to the construction plans and
specifications are necessary.
The proposed Engineering Amendment No. 8 will compensate the engineer for additional survey,
geotechnical engineering and testing services necessary to modify the alignment from the original routing
due to recent development activity in the area and to update the plans to reflect current conditions.
M/WBE -Alan Plummer Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing
to an additional 24 percent participation on this Amendment No. 8. The City's goal on this Amendment is
10 percent.
This project is located in COUNCIL DISTRICTS 2 and 7 and the ETJ.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Sewer Capital Projects Fund.
