HomeMy WebLinkAboutOrdinance 18579-04-2009Ordinance No. 18579-44-2009 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CULTURE AND TOURISM FUND IN THE AMOUNT OF 568,645.00 ANE} DECREASING UNAUDITED, UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF AUTHORIZING AN AGREEMENT WITH THE NORTH TEXAS CUTTING CHAMPIONS CLUB TO PROMOTE EOUESTRlAN EVENTS AT WILL RGGERS MEMORIAL COMPLEX; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORD4NANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINEC} BY THE CETY COUNCIL OF THE CITY OF FORT WORTH: TEXAS: SECTION 1 That in addition to those amounts alfacated to the various City departments for Fiscal Year 2048- 2009 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Culture and Tourism Fund in the amount of $68,845.04 and decreasing unaudited, unreserved, undesignated Fund Balance by the same amount, for the purpose of authorizing an agreement with the North Texas Cutting Champions Club to promote equestrian events at W ill Rogers Memorial Complex. SECTION 2. That should any portion, section ar part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction; such decision, opinion or judgment shalt in no way impair the remaining portions, sections; or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and aII other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations.. in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached supplementai appropriation ordinance increasing estimated receipts and appropriations by $68,605.00 in the Culture and Tourism Fund from unaudited, unreserved, undesignated funds; and 2. Authorize a payment of $68,645.00 to the North Texas Cutting Champions Club to promote Equestrian Events at Will Rogers Memorial Complex. DISCUSSION: Dr. Gerald Grotto produced a study in July 2447 that outlined the economic impact that is created by the National Cutting Horse Association Triple Crown events that are held at the Will Rogers Memorial Center. The report indicates that the National Gutting Horse Association (NCHA} events produce approximately $45,453,564.00 of direct spending on taxable purchases during the 62 days of events. In 1999, an agreement was reached between the City of Fort Worth, Fort Worth Convention and Visitors Bureau (FWCVB}, the Fort Worth Chamber of Commerce (FWCOC) and the NCHA to provide annual cash incentives in return for the NCHA's commitment to hold the Futurity, fhe Super Stakes and the Summer Cutting Spectacular at the Will Rogers Memorial Complex and Equestrian Center. The agreement was for an initial term of five years and 'nos been extended for an additionalfive years through 2049.
