HomeMy WebLinkAbout2002/11/19-Minutes-City Council CITY COUNCIL MEETING NOVEMBER 19, 2002 Date & Time On the 19th day of November, A.D., 2002, the City Council of the City of Fort Worth, Texas, met in regular session at 10:30 a.m. in the City Council Chamber, 1000 Throckmorton, with the following members and officers present: Attendance Mayor Kenneth Barr; Mayor Pro tempore Ralph McCloud; Council Members Jim Lane, Chuck Silcox, Becky Haskin, Frank Moss, Clyde Picht, Jeff Wentworth, and Wendy Davis; City Manager Gary Jackson; City Attorney David Yett; City Secretary Gloria Pearson. With more than a quorum present, the following business was transacted: Invocation The invocation was given by Rabbi Ralph Mecklenburger, Temple Beth-El. Pledge The Pledge of Allegiance was recited. Minutes On motion of Council Member Davis, seconded by Council Member Haskin, the minutes of the regular meeting of November 12, 2002, were approved unanimously. Special Mayor Pro tempore McCloud presented a Proclamation for Public Presentations Administration Day to Anthony Snipes, President of the National Forum of Black Public Administrators, North Texas Chapter. Announcements Council Member Davis expressed appreciation to City staff, Angela Rush and Jacqueline Bender Garlington of the Neighborhood Office, and Kathy Livingston, Our City Our Children Director, for conducting a most successful Youth Town Hall meeting November 16, 2002. Withdrawn from City Manager Jackson requested that Mayor and Council Consent Communication No. G-13805 be withdrawn from the consent agenda. Agenda Consent On motion of Council Member Davis, seconded by Council Member Agenda Silcox, the consent agenda, as amended, was adopted unanimously. Appointments Council Member Davis made a motion, seconded by Mayor Pro tempore McCloud, to appoint Michelle Dippel to the Building Standards Commission effective November 19, 2002, and with a term expiring September 30, 2003. The motion carried unanimously. Council Member Haskin made a motion, seconded by Council Member Davis, to reappoint Julie Castro to Place 4 on the Parks and Community Services Advisory Board effective November 19, 2002, and with a term expiring October 1, 2004. The motion carried unanimously. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 2 of 40 Council Member Haskin made a motion, seconded by Council Member Davis, to appoint Brian Bentley to the Board of Adjustment effective November 19, 2002, and with a term expiring October 1, 2004. The motion carried unanimously. Res. #2886 There was presented Resolution No. 2886 authorizing the name Name Change change of the City facility formerly known as "The Fort Worth Art of"The Fort Center" which comprised the Modern Art Museum and the William E. Worth Art Scott Theatre at 1309 Montgomery Street, to "Fort Worth Community Center" to "Fort Arts Center." Mayor Pro tempore McCloud made a motion, seconded Worth by Council Member Wentworth, that the recommendation be Community Arts adopted. The motion carried unanimously. Center" Ord. #15333 There was presented Ordinance No. 15333 directing publication of Issue notice of intention to issue Combination Tax and Revenue Combination Certificates of Obligation (Convention Center Hotel Project; and Tax & Revenue ordaining other matters relating to the subject. Certificates of Obligation Ms. Pam Stiles, 4155 Ladera Court, appeared before Council in Pam Stiles support of the Convention Center Hotel Project. After a lengthy discussion, Council Member Davis made a motion, seconded by Council Member Wentworth, that the recommendation be adopted. The motion carried by the following vote: AYES: Mayor Barr; Mayor Pro tempore McCloud; Council Members Lane, Haskin, Moss, Wentworth, and Davis NOES: Council Members Silcox and Picht ABSENT: None OCS-1317 There was presented Mayor and Council Communication No. OCS- Claims 1317 from the Office of the City Secretary recommending that the City Council refer notices of claims regarding alleged damages and/or injuries to the Finance/Risk Management Department. It was the consensus of the City Council that the recommendation be adopted. OCS-1318 There was presented Mayor and Council Communication No. OCS- Res. No. 2887 1318 from the Office of the City Secretary recommending that the Setting Regular City Council adopt Resolution No. 2887 setting the regular zoning Zoning Hearing hearing for December 10, 2002. Council Member Davis made a motion, seconded by Council Member Wentworth, that the recommendation be adopted. The motion carried unanimously. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 3 of 40 G-13730 There was presented Mayor and Council Communication No. G- Amended 13730 Amended, dated September 10, 2002, from the City Manager Ord. #15334 recommending that the City Council adopt Ordinance No. 15334 Amend Ord. amending Ordinance No. 13543, as previously amended by #13543, as Ordinance Nos. 13672, 13673, 13674, and 13842 codified as Chapter Amended by 2, Article VI, Division 1 entitled "Employees' Retirement Fund," of the Ord. #s 13672, Code of the City of Fort Worth (1986), as amended, which ordinances 13673, 13674, & establish a retirement system, retirement plan and benefits 13842 Codified thereunder for employees of the City of Fort Worth; establishing a as Chapter 2, deferred retirement option program under the retirement ordinance; Article VI, and providing members with an opportunity to purchase credited Division 1, service by paying the actuarial cost of such service. Council "Employees' Member Davis made a motion, seconded by Council Member Lane, Retirement that the recommendation be adopted with the revised ordinance Fund" of Code provided to Council in the Pre-Council Chamber, with the maximum number of years changed from ten years to five years and provide for an actuarial study of the impact upon the General Fund. The motion carried unanimously. G-13802 There was presented Mayor and Council Communication No. G- Ord. #15335 13802 from the City Manager recommending that the City Council Additional authorize the City Manager to accept additional funds from the Texas Funds for Department of Housing and Community Affairs in the amount of Weatherization $103,123.00 for the period April 1, 2001, through March 31, 2003; and Assistance adopt Appropriation Ordinance No. 15335 increasing estimated Program Grant receipts and appropriations in the Grants Fund in the amount of $103,123.00, subject to receipt of the grant, for the purpose of funding the Weatherization Assistance Program. It was the consensus of the City Council that the recommendation be adopted. G-13803 There was presented Mayor and Council Communication No. G- Res. #2888 13803 from the City Manager recommending that the City Council Employ Outside authorize the City Manager to retain the law firm of Hawkins, Council Perform Delafield & Wood and designate Ronald C. Grosser as outside Review & Final counsel pursuant to Chapter VI, Section 3 of the City Charter to Negotiations assist the City Attorney with review and final negotiations with Allied For FW Waste Services, Inc. of the primary and ancillary documents of the Southeast Fort Worth Southeast Landfill lease; and adopt Resolution No. 2888 Landfill fixing in advance, as far as practicable, the compensation to be paid to Hawkins, Delafield & Wood in an amount not to exceed $35,000.00. It was the consensus of the City Council that the recommendation be adopted. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 4 of 40 G-13804 There was presented Mayor and Council Communication No. G- Ord. #15336 13804 from the City Manager recommending that the City Council Amend Chapter adopt Ordinance No. 15336 amending Chapter 2, Article VIII, 2, Article VIII, "Records Management" of the Code of the City of Fort Worth, "Records updating the terms and phrases; reflecting the current records Management" of management procedures; simplifying the records management City Code process. It was the consensus of the City Council that the recommendation be adopted. G-13805 There was presented Mayor and Council Communication No. G- Safe Routes to 13805 from the City Manager recommending that the City Council School Program authorize the City Manager to submit five projects to the Texas Department of Transportation for the Safe Routes to School grant program. Mr. Joe Ternus, representing the Transportation/Public Works Department, appeared before Council and provided an overview of the grant application. Mayor Pro tempore McCloud requested that the construction schedule be coordinated in such a manner as to not disrupt schools while they were in session. Council Member Picht inquired if it would be possible to add funds to the grant for construction of sidewalks along busy streets. Mr. Ternus responded that the City would have a better chance of grant approval if the main focus remained on the inner City. He did advise the Council of other funding sources that were being used for sidewalk construction in other areas of the City. Council Member Davis made a motion, seconded by Mayor Pro tempore McCloud, that Mayor and Council Communication No. G- 13805 be adopted. The motion carried unanimously. Public Hearing It appeared that the City Council set today as the date for a public hearing to designate the Evans and Rosedale area as Reinvestment Zone No. 4. Mayor Barr asked if there was anyone present desiring to be heard. Mr. Elizee Michel, representing the Housing Department, appeared before Council, gave a staff report, and called attention to Mayor and Council Communication No. G-13806, as follows: CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 5 of 40 G-13806 There was presented Mayor and Council Communication No. G- Res. #2889 13806 from the City Manager recommending that the City Council: Ord. #15337 Designate 1. Adopt Resolution No. 2889 to designate the Evans and Evans & Rosedale area as a Neighborhood Empowerment Zone (NEZ); Rosedale Area and as N EZ & FWNERZ #4 2. Hold a public hearing concerning the designation of the Evans and Rosedale area as Fort Worth Neighborhood Empowerment Reinvestment Zone (FWNERZ) No. 4; and 3. Adopt Ordinance No. 15337 designating a certain area in the City of Fort Worth as "Neighborhood Empowerment Reinvestment Zone No. 4, City of Fort Worth, Texas"; providing the effective and expiration dates for the Zone and a mechanism for renewal of the Zone; and containing other matters related to the Zone. There being no one else present desiring to be heard in connection with the public hearing to designate the Evans and Rosedale area as Reinvestment Zone No. 4, Mayor Pro tempore McCloud made a motion, seconded by Council Member Moss, that the public hearing be closed and that Mayor and Council Communication No. G-13806 be adopted. The motion carried unanimously. G-13807 There was presented Mayor and Council Communication No. G- Res. #2890 13807 from the City Manager recommending that the City Council: Employ Outside Counsel for 1. Retain the law firm of Kelly, Hart & Hallman, P.C. (Kelly, Hart) Negotiation & as outside counsel, pursuant to Chapter VI, Section 3 of the Production of City Charter, to assist the City Attorney in the negotiation and Documents production of documents related to the construction, Related to a development and operation of a Convention Center Convention Headquarters Hotel; and Center Headquarters 2. Adopt Resolution No. 2890 fixing in advance, as far as Hotel practicable, that the aggregate amount to be paid to Kelly, Hart for such services shall not exceed $100,000.00; and 3. Authorize the City Manager to execute a related Professional Services Agreement with Kelly, Hart. Council Member Lane made a motion, seconded by Council Member Davis, that the recommendation be adopted. The motion carried unanimously. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 6 of 40 G-13808 There was presented Mayor and Council Communication No. G- Raise Salaries 13808 from the City Manager recommending that the City Council of Municipal adopt the recommendation of the Public Safety Committee to Court Judges approve a four percent salary increase for Municipal Court Judge Simon G. Simon G. Gonzalez and Municipal Court Judge Brian W. Salvant. Gonzalez and Council Member Lane made a motion, seconded by Council Member Brian W. Silcox, that the recommendation be adopted. The motion carried Salvant unanimously. P-9704 There was presented Mayor and Council Communication No. P-9704, Film & Film dated November 5, 2002, from the City Manager recommending that Processing the City Council authorize a purchase agreement for film and film processing with multiple vendors based on the low bid meeting specifications in each category with payment due 30 days after receipt of invoices and freight included in unit prices; and authorize this agreement to begin November 12, 2002, and expire November 11, 2003, with options to renew for two additional one-year periods. Council Member Haskin made a motion, seconded by Council Member Lane, that the recommendation be adopted. The motion carried unanimously. P-9711 There was presented Mayor and Council Communication No. P-9711 Amend M&C from the City Manager recommending that the City Council authorize P-9471 to Add the City Manager to amend Mayor and Council Communication No. Vendors, P-9471 to add Dell Government Leasing, BVC, Inc., Horizon Services & Micrographics, Venturi Technology Partners, Insource Group, AIC Authorization Systems, Fiske Technologies, Romanoff Technologies, Telecom for IT Remarketing Corporation, Affiliated Telephone Equipment Company, Equipment & Future Com, Ltd., Media Recovery, Inc., Idex Global Services, Idea Staffing Integration, Qnet Information Services and J/P Installations as Services additional vendors; and authorize an increase in the agreement by $2.5 million to procure technology equipment, services and staffing/professional services using the State of Texas Cooperative Purchasing Program, raising the total authorization level to $11,575,000.00. It was the consensus of the City Council that the recommendation be adopted. P-9712 There was presented Mayor and Council Communication No. P-9712 Ord. #15338 from the City Manager recommending that the City Council authorize Contract personal services agreements with various individuals to provide Instruction contract instruction for the Parks and Community Services Department; and authorize this agreement to begin November 19, 2002, and expire November 18, 2003; and authorize the Parks and Community Services Department to add additional vendors as needed; and adopt Appropriation Ordinance No. 15338 increasing CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 7 of 40 estimated receipts in the amount of $118,870.00 and appropriations in the General Fund in the amount of $106,673.00 from available funds, for the purpose of funding personal services agreements with various individuals to provide contract instruction for the Parks and Community Services Department. It was the consensus of the City Council that the recommendation be adopted. P-9713 There was presented Mayor and Council Communication No. P-9713 Mail Room from the City Manager recommending that the City Council authorize Equipment a three year lease agreement with Pitney-Bowes for mail processing equipment for the Mailroom in the Reprographics Division at $31,824.00 per year, with payments due 30 days after receipt of the invoices, for a three-year cost of $95,472.00; and authorize this agreement to begin January 1, 2003, and expire December 31, 2005. It was the consensus of the City Council that the recommendation be adopted. P-9714 There was presented Mayor and Council Communication No. P-9714 GIS Software, from the City Manager recommending that the City Council authorize Software a purchase agreement with Environmental Systems Research Maintenance Institute, Inc. for Geographic Information Systems (GIS) software Services & maintenance, services and training using State of Texas catalogue Training purchasing procedures at a cost not to exceed $83,229.52; and authorize this agreement to begin November 19, 2002, and expire November 18, 2003, with options to renew for two additional one-year periods. It was the consensus of the City Council that the recommendation be adopted. L-13449 There was presented Mayor and Council Communication No. L-13449 Pipeline License from the City Manager recommending that the City Council authorize Agreement for the City Manager to enter into a pipeline license agreement (25 year Sanitary Sewer term) with the Burlington Northern and Santa Fe Railway Company Line Installation (BNSF) for the installation of a 10-inch sanitary sewer line at Milepost 1.55, Line Segment 0485, under the BNSF tracks at Cold Springs in north Fort Worth for a cost of $3,500.00, which includes a $1,000.00 charge for participation in the licensor's blanket insurance policy. It was the consensus of the City Council that the recommendation be adopted. L-13450 There was presented Mayor and Council Communication No. L-13450 Permanent from the City Manager recommending that the City Council authorize Sanitary Sewer the acceptance of two permanent sanitary sewer easements Easements described as part of the J. N. Reed Survey, Abstract No. 1362, Tarrant County, Texas, from Chapel Hill Venture, Limited Liability Limited Partnership, for Chapel Hill Addition Offsite Sewer Main CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 8 of 40 located along Dozier Creek north of Boat Club Road to Bonds Ranch in Northwest Tarrant County for a total cost of $2.00. It was the consensus of the City Council that the recommendation be adopted. L-13451 There was presented Mayor and Council Communication No. L-13451 Amend Pipeline from the City Manager recommending that the City Council authorize License the City Manager to execute an amendment to a pipeline license Agreement for agreement with the Fort Worth & Western Railroad that allows the Maintenance of continued use of railroad right-of-way for the maintenance of a 42- Concrete Water inch concrete water pipeline for a 20-year period for a lump sum Pipeline payment of $12,500.00. It was the consensus of the City Council that the recommendation be adopted. L-13452 There was presented Mayor and Council Communication No. L-13452 Avigation from the City Manager recommending that the City Council authorize Easements the acceptance of avigation easements described as Lot 1, Block 77 and Lot 26, Block 92, M.G. Ellis Addition, from the Pado Corporation over property located at 3001 Lee Avenue and 3100 Ross Avenue for the Fort Worth Meacham International Airport Noise Mitigation Program for a total cost of $2.00; and authorize the acceptance and recording of the appropriate instruments. It was the consensus of the City Council that the recommendation be adopted. L-13453 There was presented Mayor and Council Communication No. L-13453 Pipeline License from the City Manager recommending that the City Council authorize Agreement for the City Manager to enter into a pipeline license agreement (25 year Sanitary Sewer term) with the Burlington Northern and Santa Fe Railway Company Line Installation (BNSF) for the installation of an eight-inch sanitary sewer line at Milepost 349.78, Line Segment 7500, under the BNSF tracks near the intersection of Pecan Street and 30th Street in north Fort Worth for a cost of $3,500.00, which includes a $1,000.00 charge for participation in the licensor's blanket insurance policy. It was the consensus of the City Council that the recommendation be adopted. L-13454 There was presented Mayor and Council Communication No. L-13454 Pipeline License from the City Manager recommending that the City Council authorize Agreement for the City Manager to enter into a pipeline license agreement (25 year Sanitary Sewer term) with the Burlington Northern and Santa Fe Railway Company Line Installation (BNSF) for the installation of a 36-inch sanitary sewer line at Milepost 362.31, Line Segment 7500, under and adjacent to BNSF tracks approximately '/2 mile south of the intersection with Keller-Haslet Road in north Tarrant County (DOE 3751) for a cost of $3,500.00, which includes a $1,000.00 charge for participation in the licensor's blanket insurance policy. It was the consensus of the City Council that the recommendation be adopted. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 9 of 40 C-19349 There was presented Mayor and Council Communication No. C- Cancer Care 19349 from the City Manager recommending that the City Council Services, Inc. authorize the City Manager to enter into a standard consent agreement with Cancer Care Services, Inc. authorizing use of the right-of-way for installation of a ramp/stoop landing in the right-of- way of Cannon Street at 2623 South Henderson Street. It is further recommended that any future contractual assignments (to a third party) be approved by the City Manager or designated Assistant City Manager. It was the consensus of the City Council that the recommendation be adopted. C-19350 There was presented Mayor and Council Communication No. C- Change Order 19350 from the City Manager recommending that the City Council #1 to CSC authorize the City Manager to execute Change Order No. 1 to City #27810 — Secretary Contract No. 27810 with William J. Schultz d/b/a Circle "C" William J. Construction Company for Sanitary Sewer Main M-452 Extension Schultz, Inc. from south of Basswood Boulevard to Park Glen Boulevard in the d/b/a Circle "C" amount of $41,014.00, thereby increasing the contract amount to Construction $1,375,551.50. It was the consensus of the City Council that the Company recommendation be adopted. C-19351 There was presented Mayor and Council Communication No. C- Change Order 19351 from the City Manager recommending that the City Council #4 to CSC authorize Change Order No. 4 to City Secretary Contract No. 27204 #27204 —AU with AUI Contractors, L.P. in the amount of $74,749.83 and 32 Contractors, calendar days for revisions and additions to Western Heritage L.P. Center, Phase 4, Gendy Street Paving Improvements. It was the consensus of the City Council that the recommendation be adopted. C-19352 There was presented Mayor and Council Communication No. C- Jackson 19352 from the City Manager recommending that the City Council Construction, authorize the City Manager to execute a contract with Jackson Ltd. Construction, Ltd. in the amount of $2,411,649.50 for Northside II, 48- inch Water Transmission Main, Phase I, from Heritage Trace Parkway to Blue Mound Road. It was the consensus of the City Council that the recommendation be adopted. C-19353 There was presented Mayor and Council Communication No. C- S. J. Louis 19353 from the City Manager recommending that the City Council Construction of authorize the City Manager to execute a contract with S. J. Louis Texas, Ltd., LLP Construction of Texas, Ltd., LLP, in the amount of $2,095,775.21, for Northside II 48-inch Water Transmission Main, Phase II, from Blue Mound Road to Westport Parkway. It was the consensus of the City Council that the recommendation be adopted. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 10 of 40 C-19354 There was presented Mayor and Council Communication No. C- Mike Albert, Inc. 19354 from the City Manager recommending that the City Council authorize the City Manager to execute a contract with Mike Albert, Inc. in the amount of $1,983,530.00 for construction of drainage improvements to Dry Branch Creek (East Belknap Street to Aster Court). It was the consensus of the City Council that the recommendation be adopted. C-19355 There was presented Mayor and Council Communication No. C- William J. 19355 from the City Manager recommending that the City Council Schultz, Inc. authorize the City Manager to execute a contract with William J. d/b/a Circle "C" Schultz, Inc. d/b/a Circle "C" Construction Company, in the amount Construction of $1,692,860.25 and 240 calendar days, for construction of the Company Southside II (S2-6) Contract No. 3, Water Transmission Main, Phase III. It was the consensus of the City Council that the recommendation be adopted. C-19356 There was presented Mayor and Council Communication No. C- U.S. Geological 19356 from the City Manager recommending that the City Council Survey authorize the City Manager to execute a joint funding agreement for water resources investigations with the U.S. Geological Survey; and authorize the payment of the City's share of the cost, in the amount of $21,760.00, for 2002-2003 U.S. Geological Survey monitoring and monitors in the Upper Trinity River. It was the consensus of the City Council that the recommendation be adopted. C-19357 There was presented Mayor and Council Communication No. C- Res. #2891 19357 from the City Manager recommending that the City Council Casa Mariana adopt Resolution No. 2891 relating to a public hearing and approving Theater a financing by the Manvel Cultural Education Facilities Finance Corporation for the benefit of Casa Mariana Musicals, Inc.; and authorize the City Manager to execute the Landlord's Consent and Estoppel Agreement. Sandy Hoffman Ms. Sandy Hoffman, 6311 Camp Bowie, appeared before Council in opposition of this issue. She stated that citizens were not informed of the renovation plans and requested Council delay action until residents had an opportunity to comment on the proposed plans. She requested that the organ donated by the Walsh family not be damaged should the renovation project proceed. Mayor Barr stated that Council had been briefed on this project a few weeks ago, after completion of a study by the Casa Mariana Board. He added that the board presented a substantial case and that an opportunity for public input had been provided. CITY COUNCIL MEETING FORT WORTH, TEXAS NOVEMBER 19, 2002 PAGE 11 of 40 Council Member Wentworth informed Council that he had filed a Conflict of Interest Affidavit with the City Secretary, and would abstain from voting. Council Member Haskin made a motion, seconded by Mayor Pro tempore McCloud, that the recommendation be adopted. The motion carried by the following vote: AYES: Mayor Barr; Mayor Pro tempore McCloud; Council Members Lane, Silcox, Haskin, Moss, Picht, and Davis NOES: None ABSENT: None NOT VOTING: Council Member Wentworth C-19358 There was presented Mayor and Council Communication No. C- Allied Waste 19358 from the City Manager recommending that the City Council Systems, Inc. authorize the City Manager to negotiate and execute an agreement d/b/a Trinity with Allied Waste Systems, Inc. d/b/a Trinity Waste Services for the Waste Services lease and operation of the City's Southeast Landfill and to provide disposal services for the City's municipal solid waste; and authorize the agreement to begin March 1, 2003, and expire February 28, 2023, or for the life of the site if site-life is less than 20 years. An option has been included to extend the contract for up to ten years in the life of the site allows for such an extension. The estimated cost for FY2002-2003 is $665,405.00. The estimated revenue for FY2002-2003 is $9,909,618.00, which includes a lump sum payment of $9,617,951.00 on March 1, 2003, and $291,667.00 in landfill lease payments. The net present value of this contract, when taking both revenue and expenditures into account, is estimated to be $77,820,580.00 in net revenue over the 20-year term of the contract. Council Member Lane made a motion, seconded by Mayor Pro tempore McCloud, that the recommendation be adopted by amending paragraph 1 of the Recommendation to read: "Authorize the City Manager to negotiate and prepare a contract to be executed after each Council Member had five days to review and comment on the agreement with Allied Waste Systems, Inc...." The motion carried unanimously Council Member Silcox excused himself from the Council table. She stated that there would be no bus service available on holidays and requested that a person who utilizes bus service be considered for appointment to the "T" Board. Mayor Barr stated that he would send a letter to the Fort Worth Transportation Authority Executive Committee and ask they review their decision on bus service changes in the City. Council Member Silcox assumed his chair at this time. Edward Briscoe, Mr. Edward Briscoe, Jr., 2240 Briardale Road, appeared before Jr. Council relative to illegal landfills and industrialized housing. He requested that he or a member of his community be appointed to the City committee charged with reviewing these issues. Al Hawkins Mr. Al Hawkins, 805 Kings Gate Road, appeared before Council and asked for their assistance to clarify lease surveys on Lake Worth. Mayor Barr asked him to meet with Dale Fisseler, Water Department Director, to resolve his concerns and asked Mr. Fisseler to provide a report back to Council on his findings. Steve Hatcher Mr. Steve Hatcher, 9205 Ivy Way Court, appeared before Council and asked for their assistance with the litter, grass and weed problems in his community.
