ORDINANCE .NO. 6372
AN ORDINANCE PROVIDING MINIMUM STANDARDS FOR RECREATIONAL VEHICLE PARKS;
ESTABLISHING REQUIREMENTS FOR THE DESIGN, CONSTRUCTION, ALTERATION, EXTENSION
AND MAINTENANCE OF RECREATIONAL VEHICLE PARKS AND RELATED UTILITIES AND FACIL-
ITIES; AUTHORIZING THE ISSUANCE OF PERMITS FOR CONSTRUCTION, ALTERATION AND
EXTENSION OF RECREATIONAL VEHICLE PARKS; AUTHORIZING THE LICENSING OF OPERATORS
OF RECREATIONAL VEHICLE PARKS; AUTHORIZING THE INSPECTION OF RECREATIONAL
VEHICLE PARKS; FIXING PENALTIES FOR VIOLATIONS; PROVIDING AN EFFECTIVE DATE;
AND DIRECTING THE CITY SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPY-
ING THE CAPTION OF SAME IN THE MINUTE BOOKS OF THE CITY COUNCIL AND BY FILING
THE COMPLETE ORDINANCE IN THE APPROPRIATE ORDINANCE RECORDS OF THIS CITY.
BE IT ORDAINED BY THE CITY COUNCIL OF FORT WORTH, TEXAS:
ARTICLE I. DEFINITIONS
For the purpose of this Ordinance, certain terms, words and phrases shall have
the meaning hereinafter ascribed thereto.
Par. 1 .01 —A9en-t: Any person authorized by the licensee of a recreational
vehicle park to operate or maintain such park under the provisions
of this Ordinance.
Par. 1 .02 Buil�din Official : The legally designated inspection authority of
tieBui i'(a ng�i vi s i on of the City Public Works Department, or his
authorized representative.
Par. 1 .03 Certificate of Occupancy: A certificate issued by the Building
Official for the use of a building, structure, and/or land, when
it is determined by him that the building, structure, and/or land
complies with the provisions of all applicable City Codes,
Ordinances, and Regulations.
Par. 1 .04 City Health Director: The legally designated head of the City
Health Department or his authorized representative.
Par. 1 .05 Cit Official : The legally designated head of a City Department or
authorized representative when acting in an official capacity.
Par. 1 .06 Fire Chief: The legally designated Chief of the Fire Department of
the City Public Safety Agency, or his authorized representative.
Par. 1 .07 Internal Street: A private way which affords the principal means
access to individual recreational vehicle spaces or auxiliary
buildings.
Par. 1 .08 License: A written license issued by the City Health Director
permitting a person to operate and maintain a recreational
vehicle park under the provisions of this Ordinance and regula-
tions issued hereunder.

Par. 1 .09 Licensee: Any p-e rson licensed to operate and maintain a
recreational vehicle park under the provisions of
this Ordinance,
Par. 1 .10 Permit: A written permit or certificate issued by the
Building Official permitting the construction ,
alteration, or extension of a recreational vehicle
park, under the provisions of this Ordinance and
regulations issued hereunder,
Par. 1 . 11 Person: Any natural individual , firm, trust, partnership,
association or corporation.
Par. 1 .12 Pickup Coach: A structure designed to be mounted on a
pickup or truck chassis with sufficient equipment
to render it suitable for use as a temporary
dwellinq for travel , recreational and vacation
uses.
Par. 1 .13 Plot Plan: Graphic representation, drawn to scale , in a
horizontal plane, delineating the outlines of the
land included in the plan and all proposed use
locations , accurately dimensioned, the dimensions
also indicating the relation of each use to that
adjoining and to the boundary of the property.
Par. 1 .14 Police Chief: The legally designated chief of the Police
Department of the City Public Safety Agency, or
his authorized representative.
Par. 1 . 15 Recreational Vehicle: A vehicular, portable structure built
on a chassis , designed to be used as a temporary
dwelling, self_propelled or to be towed behind a
motor vehicle, without special permit,
Par. 1 .16 Recreational Vehicle Park: A unified develooment under one
ownership designed primarily for transient service,
on which recreational vehicles , pickup coaches , self-
propelled motorized vehicles , tent trailers , or travel
trailers are parked or situated and used for the purpose
of supplying to the public a parking space for such
vehicles , meeting all of the requirements of this
Ordinance.
Par. 1 .17 Screening Device: A solid masonry or wooden wall or fence,
a woven wire or chain link fence with metal strips
woven thru the mesh to form a solid screen, a woven
wire or chain link fence with evergreen shrubs
forming asight screen, or a solid evergreen hedge form-
ing a sight screen,
Par. 1 .18 Service Building: A structure housing toilet, lavatory, and
such other facilities a-s may be required by this
Ordinance.

Par. 1 . 19 Sewer Connection: The connection consisting of all pipes , fittings ,
and appurtenances from the drain outlet of a recreational
vehicle to the inlet of the corresponding sewer service
riser pipe of the sewage system serving the recreational
park.
Par. 1 .20 Sewer Service Riser Pipe: That portion of a sewer service which
extends verticarly to the ground elevation and terminates
at a recreational vehicle space.
Par. 1 .21 Site Plan: Same as plot plan.
Par. 1 .22 Space: A plot of ground within a recreational vehicle park
designed for the accommodation of one recreational
vehicle unit, together with such open space as required
by this ordinance. This term also shall include the
terms "lot" , "stand" , and "site" .
Par. 1 .23 Tax Assessor-Collector: The legally designated Tax Assessor-
Collector of the Tax Division of the City Finance Depart-
ment, or his authorized representative.
Par. 1 .24 Water Connection: The connection consisting of all pipes ,
fittings , and appurtenances from the water riser pipe to
the water inlet pipe of the distribution system within a
recreational vehicle.
Par. 1 .25 Water Riser Pi��e: That portion of the private water service system
serving a recreational vehicle park, which extends verti-
cally to the ground elevation and terminates at a designated
point at a recreational vehicle space.
Par. 1 .26 Zoning Ordinance: The Comprehensive Zoning Ordinance of the City
of Fort Worth.

ARTICLE 2. PERMITS
Par. 2.00 No permit shall be issued for the construction or occupancy of
a permanent residential structure in any recreational vehicle
park, with the following exceptions:
a. One existing residential structure may be retained or one
new residential structure may be constructed for the
occupancy of the owner or operator of the park.
b. An existing residence may be converted to a clubhouse,
community center or service building for use by the
residents of the recreational vehicle park.
Par. 2.01 Permit Required: It shall be unlawful for any person to con-
struct, after or extend any recreational vehicle park within
the limits of the City of Fort Worth unless he holds a valid
permit issued by the Building Official in the name of such
person for the specific construction, alteration or extension
proposed.
Par. 2.02 Application Requirements : All applications for permits shall
be made upon standard orms provided by the Building Official
and shall contain the following:
1 . .Name and address of the app.l i cant.
2. Location and legal description of the recreational
vehicle park.
To this application shall be attached ten (10) copies of a
site plan, at a minimum scale of 1" = 100' for sites under
30 acres , and a minimum scale of 1" = 200' for sizes of
30 acres or more. The site plan shall include all data
required under Article 6 hereof.
One print of the plot plan is to be circulated by the
Building Official to each of the City Departments or
Divisions designated in Article 6 of this Ordinance for
approval prior to issuing the permit. This plot plan does
not replace nor supersede the subdivision plat of the
property required by State Law to be recorded in the Plat
Records of the County in which it is located, after review
and approval of the Fort Worth Plan Commission.
Par. 2.03 Permit Fee: All applications to the Building Official shall
e accompanied by a fee of Fifty ($50.00) Dollars.
Par. 2.04 Issuance of Permit: When upon review of the application, the
ui ingfic'—ia�is satisfied that the proposed plan meets
the requirements of this Ordinance, a permit shall be issued.

Par. 2.05 Denial of Permit; Hearing_: Any person whose application for
a permit unJe— this Or finance has been denied, may request
a hearing on the matter under the procedure provided by
Article 5 of this Ordinance.

ARTICLE 3. LICENSES
Par. 3.01 License Required: It shall be unlawful for any person to operate
any recreation.l vehicle park within the limits of the City of
Fort Worth unless he holds a valid license issued annually by the
City Health Director in the name of such person for the specific
park. All applications for licenses shall be made in writing on
forms furnished by him, to the City Health Director, who shall
issue a license upon compliance by the applicant with provisions
of this Ordinance. The City Health Director shall not issue a
license unless the applicant is a valid holder of a Certificate
of Occupancy. When a Certificate of Occupancy is revoked, the
license is automatically void.
Par. 3.02 Aeplication for Original License: Application for the original
license shall he in writing signed by the applicant, accompanied
by an affidavit of the applicant as to the truth of the applica-
tion and by the deposit of the license fee hereinafter provided,
and shall contain:
a. The name and address of the applicant.
b. The location and legal description of the park.
c. A site plan of the parking showing all recreational
vehicle spaces , structures , roads , walkways , and other
service facilities.
d. Before the original license or renewal license is issued,
the City Health Director shall obtain the approval of the
Fire Chief on the fire fighting applicances , water supply,
accessways , or other applicable conditions as meeting fire
safety requirements.
Par. 3.03 Application for License Renewal : Application for renewal of
a icense shalt- be made in writing by the licensee on forms
furnished by the City Health Director, on or before September
20th of each year. Such application shall contain any change
in the information occurring after the original license was
issued or the latest renewal granted.
Par. 3.04 License Fee: All original license applications or renewals
there sFa-11 be accompanied by a fee of Fifty ($50.00)
Dollars , plus One ($1 .00) Dollar for each recreational
vehicle space in the recreational vehicle park. The original
fee shall be prorated on the nearest quarterly basis between
the date of the original license and October 1st of that
fiscal year. All renewal fees shall be due on October 1st of
each year.
Par. 3.05 Transfer of License: Every person holding a license shall
giv otice inwriting to the City Health Director within
seventy-two (72) hours after hav ing aold, transferred, given
away, or otherwise disposed of interest in or control of any
recreational vehicle park. Upon application by the new
prospective licensee, in writing, to the City Health Director
for transfer of the license, the City Health Director

shall determine that the park is in compliance with all
applicable provisions of this Ordinance before transferring
the license. Such applications for transfer of license
shall be made within seven (7) calendar days after notifi-
cation of change covered in sentence one of this paragraph.
Within fifteen calendar days thereafter, the City shall a'ct
on the application for license transfer and it shall be
approved if the park is in compliance with the provisions
of this Ordinance.
Par. 3.06 Transfer of License Fee: All applications for license transfer
s a e accomp�ed Fy a fee of Twenty-Five ($25.00) Dollars.
Par. 3.07 Violations ; Notice; Suspension of License: Whenever, upon
inspection of any recreational vehicle park, the City Health
Director, after consultation with the City Official or
Officials he deems competent to judge, finds that conditions
or practises exist which are in violation of any provisions
of this Ordinance, he shall give notice in writing in
accordance with Section 5.01 of this Ordinance, to the
licensee that unless such conditions or practices are
corrected within a reasonable period of time specified in
such notice, the license shall be suspended. At the end of
such period of time, the City Health Director shall rein-
spect such park, requesting assistance from other City
Departments as may be required, and if such conditions or
practices have not been corrected, he shall suspend the
license and give notice in writing of such suspension
to the licensee. Upon receipt of notice of such suspension,
licensee shall cease operation of such park, except as pro-
vided in Article 5 hereof.

ARTICLE 4. INSPECTION
Par. 4.01 Inspections Required: The Building Official , the City Health
Director, the Fire ief, the Police Chief, and the Tax
Assessor-Collector are hereby authorized and directed to
make such inspections as are necessary to determine compliance
with this Ordinance.
Par. 4.02 Entry on Premises: The Building Official , the City Health
tor, t�re Chief, the Police Chief, and the Tax
Assessor-Collector shall have the power to enter at reason-
able times upon any private or public property for the
purpose of inspecting and investigating conditions relating
to the enforcement of this Ordinance.
Par. 4.03 Inspection of Register: The Building Official , the City
Health Director, the Fire Chief, the Police Chief and the
Tax Assessor-Collector shall have the power and authority
in discharging their official duties to inspect the register
containing a record of all residents of the recreational
vehicle park.
Par. 4.04 Dut of Occu ants : It shall be the duty of every occupant
recreational vehicle park to give the licensee, his
agent, or authorized employee access to any part of such
park at reasonable times for the purpose of making such
repairs or alterations as are necessary to effect compliance
with this Ordinance.

ARTICLE 5. NOTICES, HEARINGS, AND ORDERS
Art. 5.01 Notice of Violations ; Requirements of Notice: Whenever it is
eotermined that there are grounds to believe that there has
been a violation of any provision of this Ordinance, the City
Health Director shall give notice of such alleged violation
to the licensee or agent, as hereinafter provided. Such notice
shall (a) be in writing; (b) include a statement of the reasons
for its issuance; (c) allow a reasonable time for the perfor-
mance of the act it requires.; (d) be served upon the licensee
or his agent; provided that such notice or order shall be deemed
to have been properly served upon such licensee or agent when a
copy thereof has been sent by mail to his last known address ,
or when he has been served with such notice by any method
authorized or required by the laws of this State; and (e) contain
an outline of remedial action which, if taken, will effect com-
pliance with the provisions of this Ordinance.
Par. 5.02 Appeal from Denial of Permit by the Building Official : Any

issue a permit under the provisions of this Ordinance as
set out in Article 2 hereof, may request and shall be granted
a hearing on the matter before the Fort Worth City Council
provided that such person shall file within ten ( 10) days
after the day the permit was refused, in the office of the
Building Official , a written petition requesting such hearing
and setting forth a brief statement of the grounds therefor.
Upon receipt of such petition , the Building Official shall
forward it to the City Secretary who shall request the City
Council to set a time and place for such hearing and shall
give the petitioner written notice thereof. At such hearing
the petitioner shall be given an opportunity to be heard
and to show why such refusal should be modified or withdrawn.
Par. 5.03 Appeal from Notice Issued a the City Health Director: Any
person affected by any notice wF ch bias i ssue�ic i n
connection with the enforcement of any provision of this
Ordinance applicable to such park, by the City Health Director,
may request and shall be granted a hearing on the matter before
the Fort Worth City Council ; provided that such person shall
file within ten (10) days after the day the notice was served,
in the office of the City Health Director, a written petition
requesting such hearing and setting forth a brief statement
of the grounds therefore The filing of the request for a hearing
shall operate as a stay of the notice and of the suspension,
except in the case of an order issued under Section 5.05 of this
Ordinance. Upon receipt of such petition, the City Health
Director shall forward such petition to the City Secretary who
shall request the City Council to set a time and place for such
hearing and shall give the petitioner written notice thereof.
At such hearing, the petitioner shall be given an opportunity
to be heard and to show why the conditions set out in such
notice should be modified or withdrawn.

Par. 5.04 Hearing; Order: After such hearing, the Building Official if
the appeal is made under Par. 5.02 of this Ordinance, or the
City Health Director if the appeal is made under Par, 5.03 of
this Ordinance, shall issue an order in writing sustaining,
modifying or withdrawing the refusal , which order shall be
served as provided in Par. 5.01 (d) hereof. Upon failure to
comply with an order by the Building Official or the City
Health Director sustaining or modifying a decision thereof,
the pccupancy permit and the license of the park affected by
the order shall be revoked._
Par. 5.05 Order Without Notice: Whenever the City Health Director finds
t an emergency exists which requires immediate action to
protect the public health or safety, he may without notice or
hearing issue an order reciting the existence of such an
emergency and requiring that action be taken as he may deem
necessary to meet the emergency. Notwithstanding any other
provisions of this Ordinance, such order shall be effective
immediately. Any person to whom such an order is directed
shall comply therewith immediately, but upon written petition
to the City Health Director shall be afforded a hearing as
soon as possible. The provisions of Section 5.04 of this
Ordinance shall be applicable to such hearing and the order
issued thereafter.

ARTICLE 6. RECREATIONAL VEHICLE PARKS
Par. 6.00 Site Plan: The site plan shall be filed as required by Article 2
of this Ordinance, and shall show the following:
a. The area and dimensions of the tract of land, with identification
of the location and boundaries ;
b. The number, location and size of all recreational vehicle spaces ;
c. The location, width, and specifications of driveways , roadways ,
and walkways;
d. The location and details of lighting, electrical and gas systems ,
and public telephone locations;
e. The location and specifications of water and sewer lines and
sewer service riser pipes ;
f. The location and specifications of all buildings constructed or
to be constructed within the park;
g. Existing and proposed topography of the recreational vehicle
park;
h. The location of fire mains including the size of the main, fire
hydrants , fire extinguishment equipment, etc; and
f. Such other information as municipal reviewing officials may
reasonably require,
A print of the site or plot plan shall be circulated to the following
City Departments by the Building Official , and approval obtained from
them prior to issuance of a permit: Fire Department; Health Depart-
ment, Planning Department; Police Department, Public Works Department,
Tax Division of the Finance Department, Traffic Engineering Department,
and the Water Department.
Par. 6.01 Site Requirements: Any development, redevelopment, alteration, or
expansion of a recreational vehicle park in the City shall be done
in compliance with the following site requirements:
a. Location: A recreational vehicle park shall be located adjacent
to a major thoroughfare or freeway, only in areas ha dng a
zoning classification of "E" Commercial thru "G" Commercial ,
as defined in Fort Worth"s Comprehensive Zoning Ordinance,
until such time as the Zoning Ordinance may be amended to include
a specific recreational vehicle zoning classification adopted by
City Council and, at such time, a recreational vehicle park
shall be located only in those areas with a recreational vehicle
park zoning classification. Nothing in the foregoing shall
preclude an MH Park from dedicating a portion of that park to
overnight or short term RV use, provided this section of the
park is clearly delineated, and all articles of this RV Ordinance
are met, and with the additional exception that no minimum space
requirement shall apply.

b. Basic Recreational Vehicle Site Requirements :
to Area Requirements: The minimum area which may be developed
or used for recreational vehicle purposes shall be that re-
quired for a minimum of seventy-five (75) recreational vehicle
spaces with the necessary streets and other facilities required
under this ordinance
20 Space Requirements: The recreational vehicle park shall not
exceed a density of 25 recreational vehicle spaces per acre of
gross site area. Recreational vehicles shall be separated from
each other or from any structures by at least ten (10' ) feet,
but no recreational vehicle space shall have an area of less
than one thousand (1000) square feet, Any accessory to a recre-
ational vehicle such as an awning or individual storage facility
shall for the purposes of this requirement, be considered a
part of the recreational vehicle.
3o Recreation Area: Recreation areas are encouraged as a part of
any recreational vehicle park, Such areas , if provided, shall
be located to be free of traffic hazards , easily accessible to
all park residents , and centrally located where topography permits.
4. Soil and Ground Cover: Exposed ground surfaces in all parts of
every recreational vehicle park shall be paved, covered with stone
screenings or other solid material , or protected with a vegetative
growth that is capable of preventing soil erosion and of elimina-
ting dust,
5. Drainage: The ground surface in all parts of a park shall be
graded and equipped to drain all surface water in a safe,
efficient manner.
6. Design and Location of Storage Facilities : If storage facilities
and service buildings are provided, such facilities shall be
designed in a manner that will enhance the appearance of the park
and shall be constructed of suitable weather resistant materials
appropriate under the use and maintenance contemplated.
7. Recreational Vehicle Stand: The area of the recreational
vehicle stand or space shall provide adequate support and
drainage for the placemen-t of the recreational vehicle.
8. Open Space Requirements ; No recreational vehicle shall be
closer than twenty 20') fe-et to the property line adjoining
a public street; and fifteen (15' ) feet to any property line
on which the abutting property. its zoned "A" One-Family

Par. 6.02 Access and Traffic Circulation: All recreational vehicle parks shall
provide access and means of motor, vehicle and pedestrian traffic
circulation as follows :
a. Access: Motor vehicle entrances and exits shall be designed for

safe and convenient traffic movement from adjacent public streets
and onto internal streets leading to each space. No entrance or
exit from a recreational vehicle park shall be through a residen-
tially-zoned district, nor require movement of traffic from the
park through a residentially-zoned district.
b. Internal Streets : Tnternal streets shall be privately owned,
built and maintained, and shall be designed for safe and
convenient access to all spaces and facilities for common use
of park occupants . Where any portions of parks are intended
for overnight occupancy only, it is preferred that internal
streets be arranged to accommodate drive-through spaces .
Internal streets shall comply with the following minimum
requirements :
1 . Minor Streets : Streets less than 500 feet in length and
serving:
(a) With drive-through spaces , 50 spaces or less if
street is one-way, or 100 spaces or less if street
is two-way; or
(b) Where it is necessary to back into or out of spaces ,
25 spaces or less if street is one-way, or 50 spaces
or less if two-way;
shall have minimum widths as follows :
Qne-way, no parking 20 feet
one-way, parking one side only 28 feet
One-way, parking both sides 36 feet
Two-way, no parking 20 feet
Two-way, parking one side only 28 feet
Two-way, parking both sides 36 feet
2. Collector Streets - Streets other than minor streets
serving up to 200 spaces , without limitation on length ,
shall have minimum widths as follows :
One- or two-way, no parking 24 feet
One- or two-way, parking one side only 29 feet
One- or two-way, parking both sides 36 feet
3. Arterial Streets - Streets serving more than 200 spaces ,
without limitation on length , shall have the same
minimum width as collector streets ; provided that
sidewalks shall be provided as necessary to eliminate
use of arterial roadway surface for pedestrian move-
ment.
4. Dead-end Streets - Dead-end streets shall be limited
in length to 500 feet, and shall be provided at the
closed end with a turn-around having a diameter of not
less than 95 feet.

c. Street Specifications: All internal streets shall be
constructed to specifications established by the City Council
and shall be maintained by the owner or agent free of cracks ,
holes and other hazards. Internal streets shall be designed
by a licensed professional engineer in accordance with good
engineering design and shall be approved by the City Public
Works Director prior to issuance of a construction permit for
the park.
d. Parking Prohibited: On all- sections of internal streets on
which parking is prohibited under this Ordinance, the owner
or agent shall erect metal signs stating that parking is
prohibited. The sign type, size, height, and location shall
be approved by the City Traffic Engineer prior to installation.
e. Enforcement: Internal streets shall be kept open and free of
obstruction in order that police and fire vehicles may have
access to any areas of the recreational vehicle park. The Police
Department shall be authorized to issue citations for the viola-
tion of the provisions hereof and to remove and impound offending
vehicles.
Par. 6.03 Street Lighting: Street lighting shall be provided along all internal
streets. Light standards shall have a height and spacing to insure
that an average illumination level of not less than 0.2 foot candles
shall be maintained.
Par. 6.04 Public Telephone: All telephone lines shall be installed underground.
The park licensee shall provide a public telephone in a well-lighted
area, accessible to tenants of the park 24 hours a day, 7 days a week.
Par. 6.05 Fire Safety Standards:
a. Stora a and Handling of Liquefied Petroleum Gases :
In parks where liquefied petroleum gases are stored and dispensed,
their handling and storage shall comply with the requirements of
the Fire Code of the'City of Fort Worth.
b. Stora e and Handling of Flammable Liquids : In recreational vehicle
parks in which gasoline, fuel oil , or other flammable liquids are
stored and/or dispensed, their handling and storage shall comply
with the Fire Code of the City.
c. Access to recreational vehicles for fire fighting: Approaches to
all recreational vehicle spaces shall be kept clear for fire
fighting.
d. Fire fighting instruction: The recreational vehicle park
licensee or agent shall be responsible for the instruction
of his staff in the use of the park fire protection equipment
and in their specific duties in the event of fire.
e. Fire safety program for tenants : The City Fire Department
will make printed instructions available to park licensees

adequate for domestic requirements and for fire fighting
requirements established by the City . The adequacy of the
water supply for fire fighting requirements shall be
determined by the Fire Ch'�'ef, The parK owner shall provide
standard City of Fort Worth hydrants located within five
hundred (500 ' ) feet, measured along drives or streets , of
each trailer parking site. F7, re hydrants will be subject
to periodic inspections by the Fort Worth Fire Department
It shall be the responsibility of the licensee to insure
that fire hydrants in need of immediate repair shall be
repaired in a satisfactory manner w-,thi n twenty-four (24)
hours ; and non-emergency repairs. shall be made within
fourteen (14) days. Upon request, the Water Department
will make such repairs at the expense of the owner.
Par. 6.06 S aces .for Occupancy; Uses and Permitted Length of Stay.
Spaces in Recreational Vehicle Barks may be used by recreational
vehicles such as pick-up coaches as covered in "Definitions
Spaces shall be rented by the day or week only, and the occupant
of any space shall remain in the same recreational vehicle park
not more than sixty (60) consecutive days
Par. 6.07 Water Supply:

If a private water system is utilized, it shalt be adequate

b� Water Distribution System.
1 . The water service system of the park shall be connected
by pipes to all buildings , water service outlets, and
other facilities requiring water.
2. All water piping, fixtures and other equipment shall be
constructed and maintained in accordance with City and
State regulations and requirements and shall be of a
type and in locations approved by the Building Official ,

c. Individual Water Riser Pipes and Connections: Individual
water riser pipes shall be in accordance with Chapter 29
of the Code of the City of Fort Worth (1964) , as amended,
Plumbing. Adequate provision shall be made to protect
service lines , valves and riser pipes from freezinq.
Par. 6.08 Sewage Disposal :
a. General Requirements: An adequate and safe sewerage system
shall be provided in all recreational vehicle parks for
conveying and disposing of all sewage. The sewer system
for a recreational vehicle park shall be constructed in
accordance with the Code of the City of Fort Worth, Chapter
29 (1964) , as amended, Plumbing. All proposed sewage disposal
facilities shall be approved by the City Health Director prior
to construction except that the use of septic tanks for the
disposal of sewage shall not be approved. Effluents from
sewage treatment facilities shall not be discharged into any
waters of the State except with prior approval of the City
Health Director and the appropriate regulatory agency of the
State.
b. Sewer Lines: All sewer lines shall be constructed and of
materials in accordance with Chapter 29 of the Code of the
City of Fort Worth (1964) , as amended, Plumbing.
c. Individual Sewer Connections :
1 . If individual sewer connections are provided, they shall
consist of at least a four (4") inch diameter sewer riser
pipe. The sewer riser pipe shall be so located at each
space that the sewer connection to the unit drain outlet
will be functional and meet the requirements of the City
Health Code.
2. All sewer connection installations and all materials used
for sewer connections shall be in accordance with Chapter
29 of the Code of the City of Fort Worth (1964) as amended,
Plumbing.
3. The sewer riser pipe shall be plugged when a recreational
vehicle does not occupy the space. Surface drainage shall
be diverted away from the riser pipe.
Par. 6.09 Electrical Distribution System:
a. All electrical wiring in the mobile home park shall be under-
ground and installed in accordance with Chapter 26 of the Code
of the City of Fart Worth k.1964),, -a_s amendeb., El?:ctr.i.ci ty.

b. General Requirements: Every park shall contain an electrical
wiring system consisting of wiring, fixtures , equipment and
appurtenances which shall be installed and maintained in
accordance with applicable codes and regulations governing
such systems.
c. Power Distribution Lines: Main power distribution lines
sFaTT be located un ec?rground. Otherwise, all power distri-
bution lines , individual electrical connections , and
grounding of the recreational vehicle shall comply with
Chapter 28 of the Code of the City of Fort Worth (1964)
as amended, Electricity.
d. Individual Electrical Connections:
Where individual electrical connections are provided at
recreational vehicle spaces , they shall include an
approved disconnecting device and over-current protective
equipment. The minimum service per outlet shall be 120
volts AC, 30 amperes .
Par. 6.10 Service and Auxiliary Buildings :
a. General : The requirements of this Section shall apply to
servic buildings , recreation buildings and other auxiliary
facilities , such as management offices , repair shops and
storage area, sanitary and laundry facilities , and
commercial uses supplying essential goods or services for
the exclusive use of park occupants .
b. Location and Maintenance: All service buildings shall be
content to the units which they serve, and shall be
maintained in a clean condition.
c. Construction: All service buildings shall be of permanent
construction built in compliance with applicable ordinances
of the City.
d. Sanitary facilities : Every park shall contain one or more
service bui in s of permanent construction, containing for
each twenty (2R recreational vehicle spaces or fraction
thereof, the following minimum sanitary fixtures:

e. Structural Requirements for Buildings:
1 . All portions of the structure shall be properly pro-
tected from damage by ordinary uses and by decay,
corrosion, termites , and tither destructive elements.
Exterior portions shall be of such materials and be
so constructed and protected as to prevent entrance or
penetration of moisture and weather.
2. All rooms containing sanitary or laundry facilities shall :
(a) Have sound resistant walls extending from floor to
ceiling between male and female sanitary facilities
Walls and partitions around showers, bathtubs, lava-
tories and other plumbing fixtures shall be construc-
ted of dense, nonabsorbent, waterproof material or
covered with moisture resistant material
(b) Have at least one window or, skylightfacing directly
to the outdoors,, The mini mum aggregate gross area
of windows for each required room shall be not less
than ten (10) percent of the floor area served by
them.
(c) Have at least one window which can be opened easily,
or mechanical device which will adequately ventilate
the room,
3. Toilets shall be located in separate compartments equipped
with self-closing doors , Shower stalls shall be of the
individual type. The rooms shall be :screened to prevent
direct view of the interior when; the exterior doors are
open,
4. Continuous hot and cold water shall be furnished to
every lavatory, sink, bathtub, shower and laundry
fixture, and cold water shall be furnished to every
water closet and urinal .
5. Illumination levels shall be maintained as follows:

room work area - forty footcandles; (3) toilet room, in
front of mirrors - forty footcandles .
6. Shower Facilities. Shower facilities shall be of the
indiv='dual type and screened from view, Dressing
compartments shall be provided for women, each compart-
ment to be screened from view and equipped with a stool
or bench .

f. Sanitary Stations:
1 . Sufficient facilities shall be provided at sanitary
stations for the sole purpose of removing and disposing
of wastes from all holding tanks, in a clean, efficient
and convenient manner.
2. Each sanitary station shall consist of a drainage basin
constructed of impervious material , containing a disposal
hatch and self-closing cover, and related washing facili-
ties. Such units shall be provided on the basis of one
for every one hundred (100) spaces or fractional part
thereof,
3. Sanitary stations shall be located not less than fifty
(50' ) feet from any space. Such facilities shall be
screened from other activities by visual barriers such
as fences , walls or natural growth.
4. The disposal hatch of sanitary station units shall be
connected to the park sewage disposal system, Related
facilities required to wash holding tanks and the general
area of the sanitary station shall be connected to the
park water supply system,
5. Sanitary stations shall be approved by the City Health
Director prior to construction and again prior to service,
Par. 6.11 Barbecue Pits , Fireplaces , Stoves and Incinerators: If provided,
cooking s elters , barbecue plits, fireplaces=� woodburning stoves and
incinerators shall be so located, constructed, maintained and used
so as to minimize fire hazards and smoke nuisance, No open fire
shall be left unattended. No fuel shall be used and no material
burned which emits dense smoke or objectiorable odors
Par. 6. 12 Refuse and Garbage Handling:
a. The storage, collection and disposal of refuse in the recrea-
tional vehicle park shall be so conducted as to create no
health hazards, rodent harborage, insect breeding areas,
accident or fire hazards or air pollution, One or both of
the refuse storage, collection and disposal systems described
in the following paragraphs "b" and "c" shall be used in every
park. Refuse and garbage shall be removed from the park at
least twice each week.
b. If refuse is collected at the individual sites, it shall be

stored in flytight, watertight, rodentproof containers ,
which shall be located at each recreational vehicle site.
Containers shall be provided in sufficient number and
capacity to store properly all refuse.
c. Centrally-located refuse containers each having a capacity
of three cubic yards or larger may be provided. If provided
such containers shall be so designed as to facilitate
emptying or removing from the park, prevent spillage,
facilitate cleaning around them, and prevent container
deterioration.
d. The licensee or agent shall insure that containers at
recreational vehicle spaces are emptied regularly and
maintained in a usable, sanitary condition.
Par. 6.13. Insect and Rodent Control :
a. Grounds , buildings and structures shall be maintained free
of insect and rodent harborage and infestation. Extermina-
tion methods and other measures to control insects and
rodents shall conform with the requirements of the City
Health Director.
b. Parks shall be maintained free of accumulations of debris
which may provide rodent harborage or breeding places for
flies, mosquitoes and other pests.
c. The growth of brush, weeds and grass shall be controlled to
prevent harborage of noxious insects or other pests. Parks
shall be so maintained as to prevent the growth of noxious
weeds detrimental to health. Open areas shall be maintained
free of heavy undergrowth of any description.
Par. 6.14 Fuel Supply and Storage:
a. Natural Gas System:
Natural gas piping systems if utilized shall be installed
and maintained in accordance with applicable codes and
regulations governing such systems.
Each recreational vehicle space, if provided with piped gas ,
shall have an approved manual shutoff valve installed upstream
of the gas outlet. The outlet shall be equipped with an
approved cap to prevent accidental discharge of gas when the
outlet is not in use.
b. Liquefied Petroleum Gas Systems :
Liquefied petroleum gas systems for recreational vehicles

shall be maintained in accordance with .applicable City
Codes governing such systems and with the regulations of
the Texas Railroad Commission pertaining thereto.
Par. 6.15 Miscellaneous Requirements :
a. Responsibilities of the Park Management:
1 . The licensee or his agent shall operate the park in
compliance with this and other applicable ordinances
and shall provide adequate supervision to maintain the
park, its facilities and equipment in good repair and
in a clean and sanitary condition.
2. The licensee or agent shall notify park occupants of
said occupants ' duties and responsibilities under this
ordinance.
3. The licensee or agent shall maintain a register of park
occupancy which shall contain the following information:
(a) Name and address of park occupants.
(b) Registration of the towing vehicle.
(c) Dates of arrival and departure.

ARTICLE 7. EXISTING FACILITIES FOR RECREATIONAL VEHICLES
This ordinance shall apply to all recreational vehicle parks which are wholly or
partly within the oundaries of the City of Fort Worth, except those which have
been duly licensed and approved by the appropriate authorities of the City prior
to the effective date of this ordinance; provided, that this ordinance shall
apply to any extension of such excepted park; and further provided, that any such
excepted park shall comply with the requirements of this ordinance set out in
Par. 6.01 . a. dealing with the segregation of mobile homes and recreational
vehicle units.

ARTICLE 8. CONFLICT OF' ORDINANCES
That this ordinance shall repeal every prior ordinance and provision
of the Fort Worth City Codes in conflict herewith but only insofar as the
portion of such prior ordinance or provision shall be in conflict, and as to
all other ordinances or provisions of the Fort Worth City Codes not in
direct conflict herewith, this ordinance shall be and is hereby made cumulative.
ARTICLE 9. EFFECT OF PARTIAL INVALIDITY
That if any section , part of a section or provision of any section
of this ordinance shall be held to be void, ineffective or unconstitutional
by a court of competent jurisdiction, the holding of such section , part of a
section or provision of any section to be void, ineffective or unconstitutional
for any cause whatsoever shall in no way affect the validity of the remaining
sections and provisions of this ordinance, which shall remain in full force
and effect. The City Council would not have passed any sections , parts of
sections or provisions of any section of this ordinance that were unconstitu-
tional , void or ineffective if it had known that they were unconstitutional ,
void or ineffective at the time of adopting this ordinance.
ARTICLE 10. PENALTIES
That the violation of any provision of this ordinance or of any
provision of the Fort Worth City Code relating to recreational vehicle parks shall
be deemed an offense and shall be punishable by a fine not exceeding TWO
HUNDRED DOLLARS ($200000) , and each violation thereof and each day that there
is a failure to comply with the terms of this ordinance shall be and is
hereby deemed to be a distinct and separate offense and punishable as such.
ARTICLE 11 . CITY SECRETARY TO ENGROSS AND ENROLL
The City Secretary is hereby directed to engross and enroll this
ordinance by copying the caption of same in the Minute Book of the City
Council and by filing the complete ordinance in the appropriate Ordinance
Records of the City.
ARTICLE 12. EFFECTIVE DATE
The effective date of this Ordinance shall be October 12, 1970

Attached are copies of.the following:
Recommended Recreational Vehicle Park Ordinance prepared by the
Mobile Home Study Committee;
Mobile Home Study Committee Letter of Transmittal;
Report on suggested revisions received in July from the Tarrant
County Section of the Texas Mobile Home and Travel Trailer Associa-
tion; and
Report on revisions suggested at the August 25, 1970 Public Meeting
of the Mobile Home Study Committee.
On May 18, 1970, the City Council adopted Ordinance No. 6293 covering mobile
home parks. At the same time, on recommendation by the Mobile Home Study
Committee after a request by the Tarrant County Section of the Texas Mobile
Home and Travel Trailer Association, it postponed action on a section per-
taining to recreational vehicle parks. The postponement was .to permit
people interested in Recreational Vehicle Parks , and the industry in gen-
eral, to study and prepare an alternate ordinance.
A committee was formed `by the Tarrant County Section of the Texas Mobile
Home and Travel Trailer Association to prepare the alternate ordinance.
Early in July, that committee submitted its suggestions in the form of re-
visions to the ordinance prepared by the Mobile Home Study Committee.
The Study ,Committee reviewed-,'the suggested revisions, incorporating some but
not all in a new draft ordinance. A public meeting was held on August 25th,
for interested citizens to appear and comment on suggested changes in. the
ordinance. Some written comments were received from City Departments and
citizens and reviewed at that time also. After the public meeting, the
Committee made final revisions in the ordinance to be recommended to City
Council.
Unlike mobile home parks, actual construction of recreational vehicle parks
in Fort Worth has not preceded this study. There are no recreational ve-
hicle parks at present, however a few mobile home parks which existed prior
to adoption of the Mobile Home Park Ordinance, permit recreation vehicles
to use some of their spaces. Movement of recreational vehicles on the
nation's highways is increasing. The number of inquiries received by
various local agencies regarding recreational vehicle accommodations in
Fort Worth is .increasing. The Committee is advised that in parts of Texas,
and in other States, some gasoline service stations permit recreational

vehicles to park overnight adjacent to the station. It seems advisable to
adopt an ordinance now for Fort Worth, establishing guide lines for develop-
ment of these parks prior to their moving into the City. This will insure
good development which will invite recreational vehicle users to stop
in Fort Worth and use it as a base of operations while visiting attrac-
tions in the area.
The Committee has expressed its willingness to discuss with the Council any
questions it may have on the recommended ordinance.
It is suggested the City Council set a time to discuss the prepared ordi-
nance with Committee members and a date when the matter will be formally
considered so that interested parties may be notified.
