STATE OF TEXAS S CITY SECRETARY CONTRACT NO.31696 (M&C Required) COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (City) and TranSystems Corporation, (Engineer) made and entered into City Secretary Contract No. 31696, (the Contract) which was authorized by the City Council by M&C C-20631 on the St" day of April, 2005 and subsequently revised by one previous amendment and WHEREAS, the Contract involves engineering services' for the following project: Water and Sanitary Sewer Replacement for SH-121T (Southwest Parkway) , Part 2 from Hulen Street to Summit Avenue. WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I, of the Contract is amended to include the addition- al engineering services specified in M&C C-21855, adopted by the City Council on the 28th day of Novembery 2006, and further amplified in a proposal letter dated July' 31, 2006, copies of which are both attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $91,089.00. 2. Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $798,544 .00. DISCUSSION: On April 5, 2005, (M&C C-20631) the City Council authorized the City Manager to execute an engineering agreement with TranSystems Corporation in the amount of $658,405.00 for water and sanitary sewer relocations for SH-121T (Southwest Parkway), Part 1 from Hulen Street to Summit Avenue. The agreement was subsequently revised by one previous amendment in the amount of $49,050.00 (M&C C-21176, December 6, 2005) that provided for the design of sanitary sewer main M-13. Amendment No. 2 will provide for the following. • Additional survey and design for the redesign of water and sanitary sewer lines in close proximity to the SH-121T plans due to recent modifications of the parkway plans. • Topographic survey of Parkview(Forest Park Boulevard to IH 30 Frontage Road) and IH30 (south frontage road curb to north right-of-way line). • Right-of-way and property ownership survey at University Drive. • Study and design for water line improvements to connect the east and west end of the water main located on Parkview Drive. • Additional meetings beyond the original project scope with all stakeholders involved with the design of SH-121T. TranSystems Corporation proposes to perform the necessary design work for a lump sum fee of $91,089.00. City staff considers this fee to be fair and reasonable for the scope of services proposed. TranSystems Corporation is in compliance with the City's M/WBE Ordinance by committing to 10 percent M/WBE participation on this Amendment No. 2. Parkview and University Surveys(see attachment) Lump Sum $13,100 • Topographic survey of Park View Drive from Forest Park Blvd to the IH 30 frontage road.(18001t) • Topographic survey IH 30 Frontage Road from the southerly frontage road curb to the northerly ROW line.(500 It) • Surveying property ownership and right-okmy at University Drive.(5W It) 2. Parkview,Route Study(see attachment) Lump Sum $2,500 • Determination of existing water meters. • Research of existing plans and environmental issues in proposed route. • Preparation of exhibits.(Water and environmental) 3. Parkview Waterline • Plans and specifications for water line Improvements in Parkview Avenue. Lump Sum $5,500 Connecting the east end of Parkview to the west end of Pada*w. (approx.130011). 4. Additional Meetings(see attachment) Lump Sum $43,082 Numerous meetings have been and will be required for this project due to the utility relocation project preceding the final plan development of SH121T. As segment engineers, landscape architects,toll booth architects are hired by NTTA, meetings are required. In addition, meetings are also being required with the segment engineers as they progress through benchmark levels of design. Additional meetings are also being required with various stakeholders (i.e. Edwards property, TRWD, UPRR, TRE, FWWR) These additional meeting require advance preparation,review of plans,preparation of exhibits,meeting agendas and meetings notes. 5. Additional Design and Survey Work(see attachment) Lump Sum $14,970 The preliminary nature of the SH 121T plans and modifications to those plans as they have become more detailed has created changes to utility relocation plans.
