AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE MUNICIPAL AIRPORTS FUND IN THE AMOUNT OF
$127,200.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF EXECUTING A
PROFESSIONAL SERVICES AGREEMENT WITH GARVER, LLC, FOR A
PAVEMENT CONDITION INDEX EVALUATION FOR THE AVIATION
DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Municipal Airports Fund in the amount of $127,200.00, from available funds, for the purpose of executing a
professional services agreement with Garver, LLC, for a Pavement Condition Index Evaluation for the
Aviation Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

SUBJECT:
Authorize Execution of a Professional Services Agreement with Garver, LLC, in the Amount of $127,200.00
for a Pavement Condition Index Evaluation for the Aviation Department, Authorize Use of Gas Lease
Revenue and Adopt Appropriation Ordinances (COUNCIL DISTRICTS 2 and 8)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the use of gas lease revenue in the amount of $127,200.00 for the pavement condition index
evaluation;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airports Gas Lease Project Fund in the amount of $127,200.00 from available funds;
3. Authorize the transfer of funds from the Airports Gas Lease Project Fund to the Municipal Airports Fund
in the amount of $127,200.00;
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Municipal Airports Fund in the amount of $127,200.00 from available funds; and
5. Authorize the execution of a Professional Services Agreement with Garver, LLC, in the amount of
$127,200.00 for a Pavement Condition Index Evaluation for the Aviation Department.
DISCUSSION:
City of Fort Worth Meacham International Airport (Meacham Airport) requires professional services for
small engineering projects on an as needed basis. In January 2010, the Aviation Department selected
Garver, LLC (Garver), from among six qualified respondents to a request for proposals for the purpose of
providing engineering services for Meacham Airport.
For this project, Garver will conduct Airfield Pavement mapping, site evaluation and various related
engineering services to complete a Pavement Condition Index evaluation for the pavement at Meacham
Airport and at Fort Worth Spinks Airport.
Garver will also provide a Pavement Management System for Meacham Airport.
Garver is in compliance with the City's M /WBE Ordinance by committing to 13 percent M /WBE
participation. The City's goal on this project is 13 percent.

FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the current operating
budget, as appropriated, of the Municipal Airports Fund.
