COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and TranSystems Corporation Consultants
(Engineer) made and entered into City Secretary Contract No. 36654 (the Contract) which was
authorized by the City Council by M&C C-22627 on the 22nd day of January, 2008; and
WHEREAS,the Contract involves engineering services for the following project:
Engineering Services Related to the Bridge Maintenance Program.
WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to
include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the Contract:
1.
Article I of the Contract is amended to include the additional engineering services
specified in a proposal letter dated August 28, 2008, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional services to be performed by Engineer
total $84,230.00.
2.
Article II of the Contract is amended to provide for an increase in the maximum fee to be
paid to Engineer for all work and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not exceed the sum of$234,230.00.
3.
All other provisions of the contract, which are not expressly amended herein, shall
remain in full force and effect.

RE: Request for Additional Fees-Fort Worth Bridge Maintenance Contract
Mr.Fares:
Per our previous discussions TranSystems Corporation Consultants is requesting a contract amendment for
the consulting fees associated with the additional scope of work for the Fort Worth Bridge Maintenance
Contract. These fees are in addition to our previous bridge maintenance contract amount of$150,000.00.
The original contract amount was based on our scope of work for the inspection, recommendations and the
preparation of a single bid document for work related to the rehabilitation of two(2) bridges;at W. Lancaster
Avenue and W. Seventh Street(at Forest Park).This request is for services associated with changes to the
original scope of work and the preparation of two(2) additional bid packages for the rehabilitation of nine(9)
additional bridges.All work shall be in accordance with the existing contract and provisions.
The following summarizes the scope and fees for each Bid Package:
Bridge Maintenance Services Contract Addendum:
A. Bid Package 1 (2008-17): W.Lancaster Avenue Bridge Rehabilitation:
Changes to the scope of work included providing separate bid documents for the W. Lancaster
Avenue Bridge project and the W. 7h Street Bridge project. Additional design includes revisions to
bridge estimates; additional coordination meetings and design time and preparation of details
(plans &specifications)for the rehabilitation of 42 truss members. While the fees for the design of
the revised rehabilitation work increased,the estimated construction cost was significantly reduced
by changing the scope of the project from full replacement of 42 existing rocker bearings (with pot
bearings), to the rehabilitation of 42 existing bearings (cleaning, greasing and painting) and
strengthening of the existing vertical truss bearing members at the same locations (2 separate
designs).These fees are in addition to the proposed$75,000 previously submitted for this project.
Additional Labor: $10,500.00
Additional Reimbursables: $300.00
Total Additional Fees Bid Package 1 (2008-17): $10,800.00
B. Bid Package 2(2008-16): Bridge Repair and Repainting at Various Locations:
W.7th St, (original scope) E. Fourth St
Riverside Drive S. University Dr(North Bound)
N.University Dr(North Bound) S. University Dr(South Bound)
Engineering services for the W. Seventh Street Bridge rehabilitation project was expanded to
include rehabilitation of five (5) additional bridges. Notice to proceed was provided by email.
Additional design included detailed site investigations (including bridge component measurements
and photos), coordination meetings, preparation of plans, specifications and estimates and
construction administration services for each bridge. These fees are in addition to the proposed

Additional Labor: $50,000.00
Additional reimbursables: $500.00

(including measurements and photos), coordination meetings, and preparation of plans,
specifications and estimates for the bid package and construction administration services.
Labor: $22,430.00
Reimbursables: 500.00
Total Fees Bid Package 3(2008-18): $22,930.00

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 in the
amount of$84,230.00 to City Secretary Contract No. 36654 with TranSystems Corporation, d/b/a
TranSystems Corporation Consultants of Fort Worth, Texas for additional engineering services related to
the Bridge Maintenance Program. This amendment will bring the total contract cost to $234,230.00.
DISCUSSION:
On January 22, 2008, (M&C C-22627), the City Council authorized an engineering agreement with
TranSystems Corporation Consultants for engineering services related to bridge maintenance
program.
The proposed amendment will cover engineering services for rehabilitation of additional bridges as listed
below:

TranSystems Corporation Consultants is in compliance with the City's M/WBE Ordinance by committing to
an additional 10 percent M/WBE participation on this Amendment No.1. The City's goal on this
amendment is 10 percent.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budgets, as appropriated, of the Contract Street Maintenance Fund and the Specially Funded Capital
Projects Fund.
