HomeMy WebLinkAboutOrdinance 20237-06-2012Ordinance No. 20237 -06 -2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $10,250.00, SUBJECT TO RECEIPT OF A GRANT FROM KEEP AMERICA BEAUTIFUL 2012 KAB /WASTE MANAGEMENT THINK GREEN® GRANT, FOR THE PURPOSE OF SUPPORTING PROGRAMS THAT INCREASE RECYCLING IN THEIR COMMUNITIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $10,250.00, subject to receipt of Keep America Beautiful 2012 KAB/Waste Management THINK GREEN® Grant, for the purpose of supporting programs that increase recycling in their communities. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and execution of a grant contract, if awarded, from Keep America Beautiful for a 2012 KAB /Waste Management THINK GREEN® Grant in the amount of $10,000.00 for the purpose of encouraging Multi - Family housing complexes in Fort Worth to participate in recycling; 2. Authorize the use of anticipated interest in the amount of $250.00; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $10,250.00, upon receipt of the grant. DISCUSSION: Keep America Beautiful (KAB) will select 10 Keep America Beautiful affiliates each to receive a $10,000.00 2012 KAB /Waste Management Think Green® Grant to support programs that increase recycling in their communities. The program is sponsored by the Waste Management Charitable Foundation. Keep Fort Worth Beautiful, the City sponsored local KAB affiliate, desires to apply for this program and to work with Multi - Family housing complexes in Fort Worth to encourage them to recycle. Multi - Family housing complexes make up approximately 26 percent of the housing units in Fort Worth, according to the North Central Texas Council of Governments. The percentage of Fort Worth residents living in multi - family housing is approximately 20 percent according to the 2010 American Community Survey for Fort Worth. While multi - family housing residents may use any of the three drop off stations in Fort Worth and a handful of the approximately 500 multi - family housing complexes have on site recycling, the City of Fort Worth is taking steps to improve on -site recycling for multi - family residents by recently passing an ordinance requiring complexes with eight or more units to implement a recycling plan by January 2014. Keep Fort Worth Beautiful desires to help managers and owners transition to onsite recycling by offering managers recycling bins for their residents as an incentive for completing successful recycling plans.
