HomeMy WebLinkAboutOrdinance 20240-06-2012Ordinance No. 20240 -06 -2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $827,073.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING CONCRETE RESTORATION AT CHAPEL CREEK BOULEVARD FROM WHITE SETTLEMENT ROAD TO OLD WEATHERFORD ROAD, WHITE SETTLEMENT ROAD FROM W LOOP 820 FREEWAY TO NORTH CHAPEL CREEK BOULEVARD, NORTH BRYANT IRVIN ROAD FROM WELLESLEY AVE TO WEST VICKERY BOULEVARD, CLIFFORD STREET FROM W LOOP 820 FREEWAY TO WHITE SETTLEMENT ROAD AND RAILHEAD ROAD FROM GOLDSPIKE DRIVE TO BLUE MOUND ROAD; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $827,073.00, from available funds, for the purpose of funding concrete restoration at Chapel Creek Boulevard from White Settlement Road to Old Weatherford Road, White Settlement Road from W Loop 820 Freeway to North Chapel Creek Boulevard, North Bryant Irvin Road from Wellesley Ave to West Vickery Boulevard, Clifford Street from West Loop 820 Freeway to White Settlement Road, and Railhead Road from Goldspike Drive to Blue Mound Road SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.1 991 1 -09 -201 1 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of $827,073.00 from the Contract Street Maintenance Fund to the General Fund; 2. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and appropriations in the General Fund in the amount of $827,073.00 from available funds; and 3. Authorize execution of a contract with Vendigm Construction, LLC., in the amount of $827,073.00 for Concrete Restoration 2012 -10 at five locations. DISCUSSION: On February 21, 2012, (M &C G- 17525) the City Council approved the transfer of funds from the General Fund to the Contract Street Maintenance Fund for the purpose of tracking annual capital contracts. Since this concrete repair contract is strictly of a maintenance nature, funds are being transferred back to the General Fund. The Concrete Restoration 2012 -10 contract provides for the repair and reconstruction of failed concrete pavement at the following locations: 1. Chapel Creek Boulevard from White Settlement Road to Old Weatherford Road; 2. White Settlement Road from West Loop 820 Freeway to North Chapel Creek Boulevard; 3. North Bryant Irvin Road from Wellesley Avenue to West Vickery Boulevard; 4. Clifford Street from West Loop 820 Freeway to White Settlement Road; and 5. Railhead Road from Goldspike Drive to Blue Mound Road. This project was advertised for bid on February 23, 2012 and March 1, 2012 in the Fort Worth Star - Telegram. On March 22, 2012, the following bids were received: BIDDERS AMOUNT Vendigm Construction, LLC. $ 827,073.00 Estrada Concrete Company, LLC $ 848,994.00 Jet Underground Utilities, Inc. $ 915,770.50 Logname: 2000NCRETE RESTORATION 2012 -10 Page 1 oft Ed A. Wilson, Inc. $1,536,645.00 Vendigm Construction, LLC., is in compliance with the City's M /WBE Ordinance by committing to 27 percent M /WBE participation. The City's goal on this project is 22 percent. Additionally, Vendigm Construction, LLC., is a certified M/WBE firm. The City reserves the right to increase or decrease quantities of individual pay items within the contract provided that the total contract amount remains within plus or minus 25 percent of the contract award. This project is located in COUNCIL DISTRICTS 2, 3 and 7.
