HomeMy WebLinkAboutOrdinance 20245-06-2012Ordinance No. 20245 -06 -2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORT GAS LEASE PROJECT FUND IN THE AMOUNT OF $28,900.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF AIRFIELD ELECTRICAL IMPROVEMENTS AT FORT WORTH MEACHAM AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airport Gas Lease Project Fund in the amount of $28,900.00, from available funds, for the purpose of Airfield Electrical Improvements at Fort Worth Meacham Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the use of gas lease revenue in the amount of $28,900.00 for the airfield electrical improvements; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airport Gas Lease Project Fund in the amount of $28,900.00 from available funds; 3. Authorize the transfer of funds from the Airports Gas Lease Project Fund to the Municipal Airports Fund in the amount of $28,900.00; 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airports Fund in the amount of $28,900.00 from available funds; and 5. Authorize execution of a Professional Services Agreement with Garver, LLC, in the amount of $28,900.00 for a Airfield Electrical Improvements at Fort Worth Meacham Airport. DISCUSSION: In January 2011, the Aviation Department selected Garver, LLC, for the purpose of providing engineering services for the City of Fort Worth Meacham International Airport. In 2011, the Aviation Department requested scope and fee for airfield electrical improvements at Meacham Airport. The project design scope includes project management, preliminary documents and final documents. The existing airfield electrical system at Meacham Airport has been in place for over 20 years. Multiple airfield improvement projects have resulted in changes to the airfield that have affected the electrical system and airfield lighting. Presently, there is no comprehensive electrical plan nor is there a complete and all inclusive diagram depicting the present electrical system. The current system is inefficient and can be better utilized to maximize equipment and electricity cost savings to the City. The Aviation Department recognizes that improvements are needed to proactively maintain a safe airport Logname: 55FTW AIRFIELD ELECTRICAL IMPROVEMENTS Page I of 2 and also to better utilize City resources and electricity. Necessary improvements and their probable cost will be outlined in the documents provided by Garver, LLC, upon implementation of this proposed engineering Agreement. The proposed project will be funded by revenue derived from natural gas well leases on city owned airport properties. Meacham International Airport is located in COUNCIL DISTRICT 2. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the current operating budget, as appropriated, of the Municipal Airports Fund.
