HomeMy WebLinkAboutOrdinance 463 ORDINANCE NL1NEER, _ AN ORDINANCE, Amending Sections 11 and 12 of Title VII, Chapter II, page 416 of the Revised Ordinances of the City of Fort worth, relating to moving picture films, defing a kind and character of picture films that shall be prohibited from being ex- hibted and displayed within the City Qf Fort Worth, and 1=eating-a- Censor Board, providing for the appointment thereof, defining their duties etc., so that said sections 11 and 12 shall hereafter read as follows: $a3Kx :0 IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF FORT 'FORTH: Sec. 11. It shall be unlawful for any person, firm or corporation, or the agent of any such person, firm or corporation to keep, maintain, exhibit, display, or to be concerned in the Maintaining, keeping , exhibition or display of any moving picture show, picture or film, which is of a low, indecent or vulgar na- ture, or of such archaracter as may be .reasonably calculated to corrupt the morals of youth, or such as will likely create disorder, or excite racial prejudice, or such as will reasonably provoke a b.� breach of the peace; and the words "person" "firm" or "corporation" to include as used herein shall be construed Ie��sors of buildings where such !ram- pictures imiXfilms may be exhibited or displayed , Lessees, agents operators and employees. Sec. 12. For the purpose of aiding and assisting the of- ficers of the City of Fort Worth in detecting and suppressing the exhibition or display of the character of moving pictures or moving pictures films prohibited in the foregoing section, there is hereby created what shall be termed a " Board of Moving Picture Cen-sore For the City of Fort Worth." The Board of Censors hereby created shall consist of Five Resident Citizens of the City of Fort Worth, to be appointed by the Mayor and confirmed by the Board of Com- missioners, who shall serve without compen- sation and shall hold office for a period of two years and until the end of the administration making the appointment and until their successors shall have been appointed and qualified. .MU...t The members of said Board shall make and subscribe to the oath prescribed by the constitution of the state of Texas before assuming their duties; Said Censor Board shall be dili-gent in their ef- f ,rts to see that prohibted pictures and films such as described in section 11 are detected and prohibited; said Board or any member thereof shall have the right at all reasonable times to enter any picture show or theater wherexuwk moving pictures are being shown or displayed for the pl4rpose of inspecting same; all films or a syn- opsis thereof, before being shown or displayed in the City of Fort Worth shall be first submitted to said Censor Board for approva;, and any three of said Board shall constitute a quorum theeof and authorized to give a certificate permitting the exhibition of said pictures or films` It shall be the duty Censor Board or any member thereof to make immediate report to the Mayor, Commis— sioner of Police and Fire, the Chief of Police, the prosecuting At- torney or any other executive officer of the .City of Fort Worth of any picture or moving picture film that is being displayed, or about to be shown or displayed within the limits of the City of Fort Worth prohibted under the terms of this ordianance; failure or refusal of a majority of said Censor Board to act, or failurey or refusal of said Board to perform faithfully their duty as herein provided, in any case, shall not be construed as in any man- ner preventing the proper officeers of the City of Fort -Worth from enforcing the provisions of section 11 hereof.
