AN ORDINANCE APPROPRIATING REVENUE OF THE
CITY OF THE SUM OF $22,581 NECESSARY TO
FINANCE EXPANSION OF THE RECRUITMENT
PROGRAM IN THE PERSONNEL DEPARTMENT FOR
THE REMAINDER OF THE 1977/78 FISCAL YEAR;
PROVIDING A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR APPRO-
PRIATION ORDINANCES; REPEALING ORDINANCES
IN CONFLICT HEREWITH; AND APPROVING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the City Manager of the City of Fort Worth
shall be provided with such revenue as may be secured from
various sources included in Ordinance No. 7598 and in the
Budget of the City Manager; and in addition thereto there
is hereby appropriated a sum of $22,581 from the General
Fund balance for the purpose of financing expansion of the
recruitment program in the Personnel Department for the
remainder of the 1977/78 Fiscal Year, which said appropriated
sum the City Manager shall be authorized to transfer to the
Personnel Department Account No. 14-10.
SECTION 2.
Should any part, portion, section or part of a
section of this ordinance be declared invalid or inoperative or
void for any reason by a court of competent jurisdiction, such
decision, opinion or judgment shall in no way affect the
remaining portions, parts, sections or parts of sections of
this ordinance, which provisions shall be, remain and continue
to be in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of
Ordinance No. 7598, but all other ordinances and appropriations
for which provision has been heretofore made are hereby expressly
repealed if in conflict with the provisions of this ordinance.
SECTION 4.
That this ordinance shall take effect and be in
full force and effect from and after the date of its passage,
and it is so ordained.

IVORY. With City Council adoption of the City of Fort Worth Affirmative Action Plan,
certain specific duties and responsibilities were assigned to the Personnel
Department. Consistent with the concept of a centralized Personnel Department,
virtually all employees who are ultimately hired are referred from eligibility
lists established by the Personnel Department. The time, comprehensiveness and
cost of recruitment efforts are dictated by the type of job and/or necessity to
fill the position rapidly because of staffing problems.
Currently the Personnel Department has one full—time professional and one
full—time clerical position assigned to recruitment activities. As needed,
additional support is provided by personnel assigned to other activities. It
should be noted that with existing resources the Personnel Department has taken
a passive rather than a positive recruitment posture.
While this posture has proven to be acceptable prior to adoption of the City's
Affirmative Action Plan, it currently has manifested itself in a difficult prob—
lem of recruiting qualified minorities and women. While the City of Fort Worth
is generally meeting its Affirmative Action goals relative to numerical objec—
tives, it is experiencing particular problems in recruiting qualified applicants
for executive, technical , professional, fire and police positions. Annual
analysis of wages and fringe benefits indicate that the City of Fort Worth, as a
potential employer, is competitive in the labor market. However, if we are to
attract and retain qualified minorities and women, the City must allocate suffi—
cient staff and financial resources to develop a meaningful and comprehensive
recruitment program.
At the present time the City' s recruitment program is deficient in two vital
areas. The first deficiency is the inability to maintain an ongoing field
recruitment effort which would include, but not necessarily be limited to:
1. Regular visits to colleges, universities and organizations in Texas
and neighboring states to present information and programs about the
City and its benefits to prospective applicants as well as placement
personnel.
2. Development and distribution of brochures and pamphlets explaining the
benefits and advantages of employment with the City of Fort Worth.
3. Development of spot advertising via public service announcements on
radio and TV; development of newspaper and magazine advertising; and
implementation of new types of advertising such as portable signs.
4. Attendance at local, state and national meetings and conferences of
minority and female organizations and use of their information
networks to distribute recruitment information.
5. Regular visits to high schools and business establishments in the
local area.

6. Communication and follow—up on applicants that did not show up for
examinations, polygraphs, physical agility test, interviews, and
processing.. Encouraging and motivating applicants to continue.
To actively pursue these areas will require the addition of two Personnel Admin—
istrator I's.
The second area of deficiency is that of coordinating recruitment efforts with
departments, monitoring selection/rejection reasons, and adequately counseling
people as they apply. An Administrative Aide position is requested for the pur—
pose of assisting the Recruitment Division Head in performing *these functions,
in order to allow the Division Head time to direct the field recruitment effort.
The cost for the remainder of this fiscal year for the field recruitment program
and the administrative assistance would be $22,581, which includes $9,531 for
personnel expenses; $5,280 for travel; and $7,770 to purchase supplies and
office equipment for the additional staff. The annual on—going cost of this
program will approximate $67,900.
Recommendations:
1. That the Field Recruitment Program be funded at the level designated
above for the remainder of this fiscal year;
2. And that the attached supplemental appropriation ordinance be adopted,
appropriating $22,581 from the .General Fund Unappropriated Fund
Balance to the Personnel Department, Account Number 14-10-00.
