COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and Pricewaterhouse Coopers, LLP
(Consultant) made and entered into City Secretary Contract No. 36788, (the Contract) which was
authorized by the City Council by M&C 22706 on the March 4, 2008; and
WHEREAS, the Contract involves professional training services for the following
project:
Fort Worth Reliability Centered Maintenance Pilot Projects for the Water Department
WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to
include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract;

Article I of the Contract is amended to include additional facilitator training
services specified in the proposal letter dated October 14, 2008, a copy of which is
attached hereto and incorporated herein. The cost for the additional professional services
to be performed by the Engineer is $86,040.00.
2.
Article II of the Contract is amended to provide for an increase in the maximum fee to be
paid the Consultant for all work and services under the Contract, as amended, so that the total fee
paid by the City for all work and services shall not exceed $211,040.00.
All other provisions of the Contract which are not expressly amended herein shall remain
in full force and effect.

Agreement with PricewaterhouseCoopers, LLP, for the Fort Worth Reliability Centered
Maintenance Pilot Projects
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 2 in
the amount of$86,040.00, to City Secretary Contract No. 36788, a professional services agreement
with PricewaterhouseCoopers, LLP, for the Fort Worth Reliability Centered Maintenance Pilot
Projects thereby increasing the contract amount to $211,040.00,
DISCUSSION:
On March 4, 2008, (M&C C-22706) the City Council authorized the City Manager to execute a
Professional Services Agreement (Agreement) with New Dimension Solutions, Inc., in the amount of
$125,000.00 for the Fort Worth Reliability Centered Maintenance Pilot Projects for the Water
Department.
Reliability Centered Maintenance (RCM) is an analysis technique which investigates failure modes,
risks and consequences to determine the optimum fixed interval and preventive maintenance
activities necessary to ensure superior performance of equipment and processes at the least possible
cost. As part of this project, 120 employees in the Water Production and Pollution Control divisions
were trained in the fundamentals of RCM. In addition, two cross functional employee teams worked
with the consultant to develop preventive maintenance programs for the service water pumping
system at the Village Creek Wastewater Plant and the chlorine system at the Rolling Hills Water
Plant.
The Agreement was subsequently revised by one previous no-cost amendment evidencing the
assignment of the Agreement from New Dimension Solutions, Inc., to PricewaterhouseCoopers, LLP.
Amendment No. 2 provides for training of six employees as staff facilitators of the RCM process.
Facilitator training is a ten day on-site course where staff is trained on how to conduct and prepare
RCM evaluations, analysis and reports. Upon the completion of the RCM facilitator training, staff
facilitators will conduct four separate projects, leading staff cross-functional teams, with coaching and
direction provided by the consultant. Upon completion of these four projects, staff facilitators should
have the confidence and expertise to continue RCM projects in the future without the need for outside
assistance.
An MIWBE waiver was approved because the purchase of goods or services from sources where
subcontracting or supplier opportunities are negligible.
