The word ",journeyman", as used in thi's ordinance, shall be deemed to mean one who personally does any gasfitting, or any work in connection there- with, whioh would be subject to inspection under the provi:.i..n of _this ordinance. Section -A— APPLICATION AND EXANIN TION REQUI. .Every person, firm or corporation, desiring to 4w the business of gasfitting in the City. of Fort worth, shall make applicat- ion to the inspector of plumbing or the board of plumbing • exa-iners of said city for examination therefor; provided, however, that in case of a firm or corporation, only one member of the firm or the manager of the corporation shallt be required to take such examination. Section 1EXAMINATION; CERTIFICATE; FEES;POWER OF BQ#PD. Said board of plumbing examiners shall, at its regular meetings or at any special meetirrg call`_ oy._the president of said board examine all applicants desiring to work at the business of gasfitting in the City of Fort Worth as to their particular knowledge of gasfitting. Such board shall submit the applicants to some satisfactory form of practical test, and, if satisfied as to the competence of said applicant to ��he business of gasfitting, shall thereupon issue a certificate to each such applicant authoriz- ing him to ow work at, the _usiness of gasfitting in such city. The fee for -toe certificate of any employing gasfitter shall be three dc011ars, and for a journeyman gasfitter it shall be two dollars. Such certificate shall con- tinue in force one year, but shall not be transferable. All fees received from said certificates shall be paid into the treasury of the City of Fort Worth, Said board shall have power and is "directed, to suspend, for a definite time, ortoo cancel at the discretion of the board any certificate of authority granted thereunder, if after notice and opportunity to -be heard, the party named therein is found guilty by said board of violating the terms and conditions of this ordinance or the rules and regulations established by the Board of Commissioners under the authority of the charter or ordinances of the City of Fort worth; provided, however, that, no person holding a certificate as a journeyman or master L: plumber from the board of plumbing examiners of the City of Fort Worth shall be required to take the examination for , gaefitting herein provided; but such plumbing certificate shall be accepted by such board in lieu of the gasfitting certificate required by the provisions of this ordinance. Section ,-2#- I.NSPECTOR OF PLULLBIJG; DUTY. The inspector -44 of plumbing, or his duty authorized shall inspect all the new work or altering work relating to gasfitting in new and in old buildings, the connections and use of such work, and shall report all violations, of this ordinance to the proper officers and shall also perform such other appropriate duties as may be required by the plumbing board. Section cr LICE.NSE Ifu .8H DISPLAYED. Every licensed gasfitter shall display hie license number conspicuously- at his place of business. Section__k P.FRTu1IT; APPLICATION; REGULATION No building shall be piped or fitted for gas nor shall any repairs be made in such piping or fittings or fixtures be placed, unless a permit shall be granted therefor by the inspector of plumb- ing. Every lieersed gasfitter, desiring to perform any work ti* relating to piping or fitting a building for gas or to f : repair gas piping or fittings or to place fiwxtures therein, shall file an application therefor at the office of the inspebtor of plumbing,gWi.ng the correct location, naive and address of the owner, of such building, the intented use thereof and a full end complete statement of the work proposed and material to be used and shall, if reouired by said inspector of plumbing furnish a plan therefor, which shall be subject to the approval of such inspector. All material used and work performed under the provisions of this ordinance shall be subject to such regulations as shall be made by the board of plumbing examiners and board of health of the City of Fort Worth. Section GAS PIPE; LOCATION. GAS DYER; REMOVAL. No gas pipe shall be placed in the timbers, beams or girders of any building, unless the same is placed within thirty-six inches of the end of said timber, beam or girder, and ' no building shall the said pipe be placed in the timbers, beams or girders, more than two inches in depth and no person r shall disconnect or remove any gas meter,,except the plumb- ing inspector or the duly authorized representative of the gas company owning such meter. Section—AL GAS BRACKETS; LOCATION. All gas brackets shall maA#kxz laced at least two and one-half feet below any ceiling or wood work unless the same is properly protect- ed by a shield, in which case the distance shall not be less than eighteen inches from such ceiling or woodwork. Nothing in this ordinance shall to construed as affecting the operation of any gas company upon its own premises or upon its mains and suface pipes. Section„$_.NIppLES,BRUSHING,GUAGE TEST,I3RACKET,ELLS,ECT. On all piping for natural or artfficial gas in buildings in the city of Fort Worth, nipples and reducing couplings must be used in no case will bushings be allowed. All work must be proved or, cau ed, to be t4sted by the inspector of plumbing with a mercur' augx not less than six-inch column of mercury 5! -4- ' will be allowed. All drops om branch lines dLnd openings for side brackets must be of bracket ells or square bends where practicable,. No nipples will be alloyed on said bracket lights. • In order+-to avoid trapping, all pipes must be graded to risers or drops. Section Za GASFITTER;DUTY. INSPECTION OF WORK;CHARGE. It f shall be the dujy of the gaefitter, installing or altering N gaspiping in any building in the City of Fort Worth, to notify the inspector of plumbing when the work is ready for inspection, and said gaefitter shall Arepare the whole system of gaspiping in said building for the inspector of plumbing to make a proper test of the same. The inspector of plumbing can require twenty-four hours' notice after the gaspiping is made tight and ready for inspection. For, each inspection of new gaspiping or of alteration of work in any building the inspector of plumbing shall charge and collect from the person or corporation applying for such " - napes on ,the sum of for each inspection up to fifteen and ren cents for each additional ope4ng. Section _,U_ INSPECTION BY THE BOARD OF HEALTH. The board of health of said city and the inspector of plumbing, or his duly authorized agent, shall, from time to time,as they deem proper inspect the gas fixtures and appliances in any building, and shall make such requirements relating thereto as they may tkaX deem the public health and safety require, and the owner of such building shall comply with such requirements. Section It REPAIR OF LEAKS; NOTICE. PIPES, HOW LAID. In all cases of repairs of leaks, a notice giving the location and extent of work performed, shall be filed with the i.nopecto r of plumbing immediately upon completion of the same. No pipe or fitting shall be covered or concealed from view until inspected and approved by the inspector of plumbing or his duly authorized agent. No pipes shall be laid so as to support any weight e:nept fixtures or be subject to any strain. All outlets shall be securely fastened'•to the satisfaction of the inspector of plumbing, All outlets, not covered by fixtures, shalh be left capped. All pipes laid in cold or -5- 6EChp plames shall be properly dripped or covered. No split pipes or broken fitings riphired with cement will be premitted out all sucli-wur1r--shall be removed and replaced by new material. Section,_ RULES FOR PIPING. SECOND HAND PIPES. All buildings shall be piped or fitted according to the rules and regulations therefor of the company furnishing gas in -• the City of Fort Worth, such rules shall be filed with the inspector of plumbing and cannot be changed after once being filed without the consent of the said inspector. All pipes in buildings shali be laid above timbers instead of beneath them, where possible do so. Fastening boards shall be cut away to accomodate electric wires. lvo pipes shall be baid in cement unless properly protected or covered. NO second hand gas pipe or fittings, shal.. be put into use in any building without the written permit of the inspector of I�4 plumbing. Section CAST IRON FITTINGS;SIZE. METERS; LOCATION.No cast iron fittings smaller than tyre=i.neh shall oe used in. gasfittings. No gas meters shall be located under stoops, sidewalks, show windows or near any furnace or oven or lockdd up in any compartment, or placed in any other situation where they will be inaccessible or liable to injury. SECTION - f STOVES;GAS HOSE; FLUES. It shall be unlawful for any person, firm or corporation or gasfitter to connect any gas stove or heater, for any purpose, with a gas hose or any other flexible' connection. All connections must be of iron pipe. All gas stoves must have a vent connection to flue. All gas heaters for range boilers must have an indep- endent vent connection to flue.---) And in no case shall a meter be set unless all pipe has been inspected and passed on by the inspector. All corporations or firms must file with the City Plumb - er on the 1st, of each month a full list of names of comsizmners number of house and name of street where meters have been removed " set, also all mteres that were Set &uring month. 6- Section_a :►VSPICTOR: RIGHT TO ENTER PREMISES. The inspector of plumbing, or his duly authorized agent, shall haves the right to enter upon any premises containing gasfitt- ing at all reasonable hours, for the purpose of ascertain- . � ing whether the provisions of this ordinance have been or are being complied with. ' Section INSPECTOR OF PLUMBING, DUTIES. It is hereby made the duty of the inspector of plumbing of the City of Fort Worth, in addition to his duties as specified in other ordinances of said City, to inspect all piping for natural or artificial gas that may hereafter be installed' or altered in any building in the City of Fort Worth. Said . inspect- or of plumbing shall give general information and advise as to the meaning and requirements of this ordinance, and the rules and regulations governing gasfitting, to persons, desiring the same. He shall investigate all cases of violation or attempted violation of .this ordinance and of the rules and regulations relating thereto on the part of the gaefitter, builder, owner or agent and shall cause the offend- ing parties to be prosecuted. He shall issue all certificates of registration, keep a record of all inspections of gas- fitting made by him and when the gaspiping in any building shall be satisfactorily completed and inspected and t4sted as ashereinbefore provided, he shall issue to the party doing the work a certificate stating that the same is lawfully and properly done. Section„ PLACE OF BUSINEESS; CERTIFICATE; REPORTS. Any person, firm or corporation, desiring to engage in the business of gasfitting in the City of Fort Worth 1Aust have an established place of business and a certificate of examination from the Board of plumbing examiners as here- inbefore provided. A11 persons, firms and corporations, engaged in or conducting a gaefftting business in the City of Fort forth, shall make and file semi-annual reports with the board of plumbing examiners on blank forms to be furnished by such board. Said peports shall be filed with such board on or within ten days before the first days of January and duly of each year and `shall contain the names of all gasfitters x3 and apprentices and all other panties engaged in gasfitting work in the employ of such persons, firms or corporations, the length of time served by such employees and all other information required by such board necessary to the securing { and keeping of complete records oC all persons engaged and employed in the gasfitting business in the city of Fort Worth. Section_ BOND REgUIRED; CONDITIONS; EXCEPTIONS. Before engaging in the business of gasfitting every person, firm or corporation �11 ' o the City of Fort Worth a bond in �pthe sum of (1 ,aO.00) dollars to be approved by the Mayor and Board of Commissioners, conditioned, that such party will fai&hfully comply with the terms and provisions of this ordinance and all the rules and regulations made in pursuance thereof, and will indemnify and hold said city harmless against all costs expenses, damages axed in,,uries sustained by said city by reason of the carelessness or neglect of -said gasfitter in operating under this ordinance and the mules and regulations made in pursuance thereof; such bond shall be executed to ao•1er a period of two years and shall remain iu full force and effect as to each piece of work done for two years after the same has been completed; provided, however, that any party having given the bond as a plumber under and pursuant to the ordinances of said city regulating the business of . plumbing, shall not be required to give the bond herein provided for. Section „ / UNLAWFUL NOT TO HAVE INSPECTION AND PAY FRES. It shall be unlawful for any person, firm or corporation xxxazxax owning or controlling any building , in the City of Fort Worth, in which new gas-piping may hereafter be install- ed, or existing gas-piping altered, or any gasfitter or any other person to allow or permit gas to flow through such piping, until the same has been inspected and tested by the inspector of plumbing as hereinbefore provided, and it shall be unlawful for any such person, firm or corporation to fail, refuse or neglect to pay the said inspector of plumbing the inspection fees hereinbefore 40provided foe inspecting and testing such gas-piping. Section_04 PENALTY. Every owner, agent, architect, gas- fitter, superintendent, contractor or an_r other person failing, t neglecting, omiting, resisting or refusing to comply with any of the conditions or requirements of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall, be fined in any sum not less than five dollars nor more than fifty dollars for each offense and each days failure, neglect or refusal to comply with the conditions of tYas ordinance shall be deemed a distinct offense and punishable as such. . e - - low-- �' 4g ..c the Ordinary dwe 1 ngs must be ped with the following size pipe, and a, talle giving 'he greatest length of pipe of various sizes, both for fuel and illuminating purposes, will e found below. All pipes must be securly -strapped to the bottom of joists or other secure places with iron straps or gas hooka. No valves or unions will be permitted to be placed between ceiling and floor or located in such a position that stuffing box of valve cannot be re-packed or union gasket replaced. All wheel and angle valves must be placed on line with f;as pressure under valve, and not on stuffing box when valve is closed. ivo "Soft Seat", valves will 'us allowed and all valve stems should be repacked, as factory packing is not suffic- ient. Use as few elbows as possible; elbows not absolutely necessary will be condemned. When impossible to get through an obstruction, such as a beam, offset the pipe, rather than use elbows. All lines must start from, and the right distance to, the right of the meter location or end of service, as "T' •. � indicated by the 4 1 Y inspeZ66r: Air mixers must not be placed in airtight ash boxes, but where a free flow of air can reach them at all times. Ream all pipe after shop cuts are made, especially nippy near burner and mixers. Place a damper in all vent pipes leading from gas appliances and carefully adjust same, explaining to the consumer how to operate a damper. Do not consider a damper -3- working perfectly until the flue has become thoroughly heated and a circulation of air started. Instruct consumer to always. open damper before lighting the fire; in a few moments adjust duper to meet requirements caused by atma#pUric conditions. If unburned gas fumes are detected in a roem, the trouble will be found to be caused by either the damps being closed too tight, bottom of chimney filed with soot or imperfectly constructed appliances. If a gas range oveA bakes too fast on the bottom, open the damper in pipe or0"--, f a cook stove with a burner set in it bakes too fast on top and not on bottom, open the damper in pipe to flue. If the gas flame is purplish blue and floats over burner, lengthen the distance between top of bi3"*and lid of stove. After a meter has been set and additional work is done, the plumber or gas fitter should report such change or extension to the Goequppy. * � �'z�V '►� " The meter is the property of the Consumers Light & Heating Company, and must not be disconnected for any cause; if change is desired, notify the Company. If meter stop is closed, do not open under any circumstances. Application must be made to tee Company for gas to be turned on. The passage way to meter location must not be blocked. Lead pipe must riot be used under any cireumstance. In running a line through a flue, .mat- rare must be taken that the pipe and fittings are free from defects. F All lines must 'be tested to a pressure of 10 pounds for 15 minutes; a mercury gauge can be used. When old lines have been tied into new work, all fixtures must be removed and drops capped. Do not try to test against valves of any kind.
