AN ORDINANCE AMENDING ARTICLE VII OF CHAPTER 2
OF THE FORT WORTH CITY CODE (1964) BY ADDING
THERETO SECTIONS PROVIDING FOR THE APPOINTMENT
OF EMPLOYEES BY THE FORT WORTH COMMUNITY RELA-
TIONS COMMISSION AND PROVIDING FOR LIMITATIONS
ON THE EXPENDITURE OF FUNDS; PROVIDING AN INITIAL
APPROPRIATION THEREFOR; PROVIDING A SEVERABILITY
CLAUSE; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
SECTION 1.
That Article VII of the Fort Worth City Code (1964)
is hereby amended by adding thereto new sections designated
as Section 2-58 and Section 2-59, reading as follows:
Sec 2-58 Appointment of employees by the
Fort Worth Community Relations
Commission,
The Fort Worth Community Relations Com-
mission shall have the power to appoint and
discharge an Executive Director, whose
appointment shall be subject to the approval
of the City Manager and the City Council and
at a salary subject to the approval of the
City Council. The Fort Worth Community
Relations Commission shall al o _-iave the
power to appoint, employ and discharge such
other personnel as it may deem necessary
for the efficient administration of the
affairs of the Fort Worth Community Relations
Commission and to prescribe and fix their
duties, scope of authority and qualifications.
All officers and employees of the Fort Worth
Community Relations Commission shall be
employees of the City, and as such shall be
governed by the personnel rules of the City
and the classific4.ation and compensation
plan for City employees,
Sec, 2-59. Source of funds for expenditures.
The Fort Worth Community Relations
Commission shall not make any expenditure
of any money nor incur any liability during
any current year beyond the amount of money
appropriated or set apart in the Annual
Budget of the Fort Worth Community Relations
Commission as authorized and approved by the
City Council for such purpose.
SECTION 2.
That the sum of $9,049 s hereby appropriated to
Account 1-10100, Community Relations Commission,
SECTION 3.
That if any section, part of a section or provision
of any section of this ordinance shall be held to be void,
ineffective or unconstitutional by a court of competent
jurisdiction, the holding of such section, part of a
section or provision of any section to be void, ineffective
or unconstitutional for any cause whatsoever shall in no
way affect the validity of the remaining sections and
provisions of this ordinance, which ,;hall remain in full
force and effect, The city council would not have passed
any sections, parts of sections or provisions of any
section of this ordinance that were unconstitutional,
void or ineffective if it had known that they were
unconstitutional, void or ineffective at the time of
adopting this ordinance.

SECTION 4.
That this ordinance shall repeal every prior
ordinance and provisions of the Fort Worth City Code in
conflict herewith, but only insofar as the portion of
such prior ordinance or provision shall be in conflict,
and as to all other ordinances or provisions of the
Fort Worth City Code not in conflict herewith, this
ordinance shall be and is hereby made cumulative,
SECTION 5.
That this ordinance shall be in full force and
effect from and after date of its passage, and it is
so ordained,

On May 21, 1968, the Community Relations Commission recommended adoption of a
budget in the amount of $9,049 for the remainder of the current fiscal year.
Personnel includes an Executive Director and a Clerk-Stenographer II. The
budget also includes related supplies, contractual services and capital outlay
expenses from June through September, 1968. The Community Relations Commission
requests that the Executive Director position be created at grade 35 ($1,030-
$1,310) and be responsible directly to the Commission. A job description is
attached which explains the responsibilities of this position. The Director
will maintain frequent contacts with the City Manager to coordinate the activ-
ities of the City administration and the Community Relations Commission. The
$20,000 annual allocation from the United Fund will finance approximately two-
thirds of the estimated annual budget of the Community Relations Commission.
It is estimated that approximately $6,000 will be received during the balance
of the current year.
City Council approval of the recommended Community Relations Budget is requested
and it is recommended that $3,049 be transferred from the General Fund Unappro-
priated Fund Balance.Revenues from the United Fund be estimated at $6,000 and
that $9,049 be appropriated to Account 1-10100-Community Relations Commission
as follows:

Total $ 9,049
