Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:05 p.m. on Tuesday, January 14, 2020, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda City Manager David Cooke announced a revised copy of Resolution 20-0633 pertaining to "Cesar Chdvez Avenue and Dolores Huerta Avenue" is at the council places for review: Three Tax Abatement Agreements M&C 20-0012, 20-0013, and 20-0014 will be continued to February 18,'2020, in order to meet the state law requirement City of Fort Worth page I Printed on 111612020 CITY OF FORT WORTH,TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY,JANUARY 14,2020 Page 2 of 5 on Tax Abatement Agreements to not be acted on for at least 30 days after the initial posting. b. Upcoming and Recent Events Monday, January 20, 2020, most city offices, including City Hall will be closed in observance of the Dr. Martin Luther King, Jr. Holiday. Emergency services will be available as usual. Garbage, recycling, yard and bulk collections will be made as nonnal. The city's four drop-off stations and the Environmental Collection Center will be closed Monday, January 20th. City Manager David Cooke called on Cannon Henry, Chair of the MLK, Jr./Juneteenth Employee Committee ad Christina Brooks, Director of Diversity and Inclusion to share the upcoming Martin Luther King, Jr. celebration activities. c. Organizational Updates and Employee Recognition(s) City Manager Cooke called on Assistant City Manager Valerie Washington to introduce William Rumley as the Interim Director of Municipal Court City Manager Cooke called on Assistant City Manager Jay Chapa to introduce Mike Crum as the new Director of Public Events; and to recognize Public Events Staff who stepped in on short notice and assisted the OMNI hotel with a scheduling event. d. Current Agenda Items - City Council Members Council Member Bivens requested an overview of the Curfew Ordinance. Captain Stockton provided the update. Council Member Bivens asked for an update on M&C 20-0037. Water Director Chris Harder provided the update. Council Member Moon asked about M&C 20-0007 for equipment rentals. Cynthia Garcia noted that this M&C was to increase contract authority. 3. Responses to Items Continued from a Previous Meeting M&C 19-0395 Conduct Public Hearing on the Need to Continue the Curfew Ordinance for Minors, Review the City's Curfew Ordinance for Minors and Its Effects on the Community and on Problems the Ordinance was Intended to Remedy and Adopt Ordinance Amending Section 23-19 of City Code, Curfew Hours for Minors, to Extend the Curfew for an Additional Three Years (ALL COUNCIL DISTRICTS)(Continued from Previous Meeting) (PUBLIC HEARING - a. Overview of Significant Zoning Cases -Arty Wheaton-Rodriguez, Planning and Development Mr. Arty Wheaton-Rodriguez, Planning and Development Department, provided an overvie, of significant zoning cases. 5. Briefing on Selection of 2020 Target Area for Neighborhood Improvement Strategy -Victor Turner, Neighborhood Services Victor Turner with Neighborhood Services provided background on the selection of the 2020 Target Neighborhood Improvement Area. The area proposed is Rosemont and there will be an action item on the Council's January 28, 2020, agenda for action. 6. Presentation on Establishing a Design Review Committee for the Fort Worth Convention Center Expansion Project - Jay Chapa, City Manager's Office Assistant City Manager Jay Chapa provided the details on the proposed Convention Center Design Review Committee and the strategy for phasing and financing the convention facilities expansion. There is a Resolution on the Council agenda tonight for action. 7. Presentation on Park Reservation Fees—David Creek, Park and Recreation Interim Director of Park and Recreation, David Creek provided a presentation on Park Reservation Fees. He provided an overview of the purpose, history, process for Park Reservation Fees. He also provided the fees currently being charged and noted that the policy is being updated. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan - upkeep of competition fields and asked that the procurement capacity presentation presented at ITC be brought to the full council. Council Member Bivens - update on the NEZ process and the Staff ACtin Tracking process. Council Member Bivens and Mayor Price - an update on pools and drowning prevention. Council Member Flores - Report on the HUD annual homelessness report, % change in homelessness. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) - SEE ATTACHMENT A There being no further business to come before the City Council Mayor Price adjourned the meeting at 5:06 pm.
