CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular
session of the Fort Worth City Council to order at 7:08 p.m. on Tuesday, January 28,
2020, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.
INVOCATION- Pastor Calvin Williams from Kingdom Advancement Ministries
The invocation was provided by Pastor Calvin Williams, Kingdom Advancement
Ministries.

Motion: Mayor Pro tern Jordan made a motion, seconded by Council Member Byrd, that
the minutes of the City Council Work Session and Regular Meeting of January 14,
2020, be approved. Motion passed 9-0.

Amount not to Exceed of $98,042.00 for a Total Revised Contract Amount of
$482,667.00 for Additional Engineering Services in the Six Points Urban Village

2. M&C 20-0043 Adopt Ordinances Increasing Appropriations in the Risk
Management Fund by $1,305,000,00, with $1,275,000.00 for a Transfer to
Capital for Implementation of the Cancer Prevention Program and $30,000.00 for
Continued Implementation of the Active Shooter Program, and in the General
Capital Projects Fund by $1,275,000.00 from Transferred Funds (ALL
COUNCIL DISTRICTS)
Mr. Michael Glynn, 3805 Lankford Trail, appeared before Council in support of
M&C 20-0043.
Motion: Mayor Pro tem Jordan made a motion, seconded by Council Member
Byrd, that M&C 20-0043 be approved with appreciation and
Appropriation Ordinance Nos. 24024-01-2020 and 24025-01-2020 be
adopted. Motion passed 9-0.

1. Presentation of Proclamation to Joe Pothoff for his Service on the Tarrant Appraisal
District Board
Mayor Price presented a proclamation to Mr. Joe Pothoff for his service on the
Tarrant Appraisal Board, and she introduced Mr. Jeff Law, County Chief Appraiser,
Tarrant Appraisal District.
2. Presentation of Recognition for Kendyll Locke, Crowley Independent School
District
Mayor Pro tem Jordan and Council Member Allen Gray presented a Certificate of
Recognition to Mr. Kendyll Locke, Crowley Independent School District (ISD) for his
academic achievements and as being one of two delegates to represent Texas in
Washington for their Senator Youth Program. The delegates will work directly with
Senators Cornyn and Cruz. Dr. Michael D. McFarland, Superintendent for Crowley
ISD was also there to congratulate Mr. Locke.

1. 20-0642 A Resolution Designating the Rosemont Neighborhood as the Neighborhood
Improvement Program Target Area for Fiscal Year 2020 and Supporting the Use of
$3,100,000.00 in Capital Funds for the Program
Mr. Stephen Hayes, representing Seminary Hills Neighborhood Association, Fort
Worth, appeared before Council in opposition to the resolution and provided a
handout.

2. 20-0643 A Resolution Supporting Efforts to Eliminate the Use of e-Cigarettes, Vaping
and Other Tobacco Products by Teens
The following individuals appeared before Council in support of the resolution:
Dr. Sreenivas Gudimelta,representing the American Heart Association,6621 Cherry Hills Drive
Ms.Melinda Johnson,Chair,American Heart Association,Fort Worth
Ms. Lasondra Huggins, 8504 Ohara Lane, completed a speaker card in opposition
to the resolution and was recognized by Mayor Price but was not present in the
Council Chamber.
Motion: Council Member Byrd made a motion, seconded by Council Member
Moon, that Resolution No. 5182-01-2020 be adopted. Motion passed 9-0.

1. M&C 20-0042 Authorize the Execution of an Agreement in the Amount of
$4,464,308.00 with Bell Textron Inc. for the Purchase of a Bell 505 Helicopter for
the Police Department using existing CCPD Capital Projects Fund Appropriations
and Adopt Appropriation Ordinance in the General Capital Projects Fund in the
Amount of$876,808.00 (ALL COUNCIL DISTRICTS)

undecided relative to M&C 20-0042.
Mr. Matt Zavadsky, 2900 Alta Mere Drive, completed a comment card in

1. M&C 20-0039 Conduct a Public Hearing and Approve Amendment to the Fiscal Year
2020 Crime Control and Prevention District Budget to Increase the Budget in the
Recruiting and Training Initiative by a Total of $962,986.00 for a Police Recruit
Class, Decrease the Fund Balance by the Same Amount, and Adopt Ordinance
Amending the City's Fiscal Year 2020 Budget to Reflect these Changes (ALL
COUNCIL DISTRICTS)
