Angle Avenue is designated as a major thoroughfare in the Rockwood Sector Plan. This facility is needed to improve access to the Northwest Campus of TCJC from the North side of the City. Improvements Angle Avenue, a narrow county-type roadway, will be improved as a double 26-foot thoroughfare (with provisions for an ultimate double 36-foot thoroughfare) by construction of major thoroughfare grade concrete pavement with superimposed concrete curb and concrete driveway approaches where required. Intersection improvements are included at Macie Avenue, 35th Street, Samson Park Drive and Old Decatur Road. Storm drain facilities include bridges over Marine Creek and six reinforced concrete culverts at two additional locations. Also included is 5,852 linear feet of concrete storm drain pipe and appurtenances. Marine Creek Parkway (a completely new street alignment) will be improved as a double 26-foot thoroughfare (with provisions for a double 36-foot thorough- fare) by construction of major thoroughfare grade concrete pavement with superimposed concrete curb. Storm drain facilities include a concrete lined drainage channel in the center of the median (the reason for the 185' road DATE REFERENCE suwEcT.. Enhancement of Abutting Property In Keeping with standard policy, an independent land appraiser was retained to assist the staff in making recommendations as to enhancement of adjacent pro- perties resulting from the proposed street improvements. The appraiser, Mr. James W. Daniels, has submitted his report indicating that, in his expert opinion as a land appraiser, no adjacent property would enhance in value by as much as the proposed assessments. His opinion is based on the fact that the area is stagnant as to sales and development and secondly, the cost of the new roadway is excessive to the adjacent property. This major thoroughfare is a benefit of the entire northside area and especially to the Northwest Campus of Tarrant County Junior College. The assessment rolls have been prepared with amounts of enhancement indicated for Council consideration. Recommendation It is recommended that an ordinance be adopted closing the benefit hearing and levying the assessments as indicated in the appraisal report and/or as the Council may determine.
