HomeMy WebLinkAbout1999/09/17-Minutes-City Council-Special Called `-' `PECIAL CITY COUNCIL MEETIN SEPTEMBER 17, 1999 Date & Time On the 17th day of September, A.D., 1999, the City Council of the City of Fort Worth, Texas, met in special session at 3:15 p.m. in a portable tent structure located at the northwest corner of Robertson Road and Boat Club Road, Tarrant County, Texas, with the following members and officers present: Attendance Mayor Kenneth Barr; Council Members Jim Lane, Chuck Silcox, Becky Haskin, Frank Moss, Clyde Picht, Jeff Wentworth and Wendy Davis; City Manager Bob Terrell; City Attorney Wade Adkins; City Secretary Gloria Pearson. Mayor Pro tempore Ralph McCloud was absent. With more than a quorum present, the following business was transacted: Mayor Barr informed the audience that Mayor Pro tempore Ralph McCloud was out of the City. Attention of the City Council was called to a call of the Mayor for a special meeting of the City Council, as follows: NOTICE OF SPECIAL MEETING Notice is hereby given that the City Council of the City of Fort Worth will hold a special meeting in a portable tent structure located at the northwest corner of Robertson Road and Boat Club Road, Tarrant County, Texas, at 3:00 p.m. on Friday, September 17, 1999, to consider the following matters: I. Call To Order II. Public Hearing 1. Second Public Hearing for Annexation Case No. A-99- 07: Annexation of 1559.1 Acres of Land out of the D.C. Pace Survey, Abstract No. 1245, the T. Freeman Survey, Abstract No. 546, the G.S. Rail Survey, Abstract Nos. 1869 and 1985, the William Robinson Survey, Abstract No. 1310, the B.B.B. & C. RR Company Survey, Abstract No. 221, the E.G. Barnett Survey, Abstract No. 245, the A.C.H. & B. Survey, Abstract Nos. 55 and 56, the J.H. Simmons Survey, Abstract No. 1486, the J.N. Reed Survey, Abstract No. 1314, and S.M. Gann Survey, Abstract No. 575, Tarrant County, Texas. This public hearing is being held within the area proposed to be annexed. Adjourn In accordance with Chapter III, Section 5 of the Fort Worth City Charter, I hereby call a special meeting of the Fort Worth City Council to be held at the time and place stated above. The purpose of the meeting is to consider and vote on the matters listed above and no business shall be transacted at such meeting other than to consider and vote on such matters. Kenneth Barr Mayor Ms. Ann Kovich, Director of the Development Department, appeared before the City Council and presented a staff report and advised Council that this was the required second public hearing concerning the proposed annexation and that upon conclusion of the hearing staff should be directed to prepare an annexation ordinance and final service plan and set October 8, 1999, as the date for consideration of the adoption of the ordinance and service plan. Bullock 7805 Driftwood Court Ramser Ms. Vickie Hundemer 9301 Mountain Lake Mr. Mark Pachares 9140 Timber Oaks Mr. Chuck Stone 7816 Charter Oak Mr. Ricardo Schulz 8221 Mountain Lake Mr. Richard Ramser 8225 Mountain Lake Ms. Ann Kovich, Director of the Development Department again appeared before the City Council and advised Council that the hearing should be closed and that staff should be directed to prepare a final service plan and the ordinance should be placed on the agenda for consideration at a Special Meeting on October 8, 1999. Mr. Dennis Shingleton, 8600 Crosswind Drive, appeared before the Council and advised Council that only the preliminary discussion had taken place to begin the process. He stated that now the specifics for this annexation must occur and should involve discussions with the Fire Personnel, EMS, Police, etc. City Attorney Adkins explained the options of the Council stating that at the October 8 meeting they could adopt the ordinance and service plan or they could defer the vote until no later than January 5, 2000. Council Member Davis made a motion, seconded by Council Member Wentworth, that the second public hearing for Annexation Case No. A-99-07: Annexation of 1559.1 Acres of Land out of the D.C. Pace Survey, Abstract No. 1245, the T. Freeman Survey, Abstract No. 546, the G.S. Rall Survey, Abstract Nos. 1869 and 1985, the William Robinson Survey, Abstract No. 1310, the B.B.B. & C. RR Company Survey, Abstract No. 221, the E.G. Barnett Survey, Abstract No. 245, the A.C.H. & B. Survey, Abstract Nos. 55 and 56, the J.H. SPECIAL CITY CO SCIL MEETING FORT WORTH , TEXAS SEPTEMBER 17, 1999 PAGE 4OF4 Simmons Survey, Abstract No. 1486, the J.N. Reed Survey, Abstract No. 1314, and S.M. Gann Survey, Abstract No. 575, Tarrant County, Texas, be closed, directed staff to prepare a final service plan, directed staff to prepare an ordinance for Council consideration, and to set October 8, 1999 as the date of a Council meeting for consideration of the adoption of a final service plan and annexation ordinance. The motion carried by the following vote: AYES: Mayor Barr; Council Members Lane, Haskin, Moss, Wentworth, and Davis NOES: Council Member Silcox and Picht ABSENT: Mayor Pro tempore McCloud Adjournment There being no further business, the meeting was adjourned at 5:22 p.m. LL- CITY SEC ETARY MAYOR
