FOR ARCHITECTURAL DESIGN SERVICES

COUNTY OF TARRANT
WHEREAS, The City of Fort Worth and GRW Engineers, Inc. (Architect) made and entered into City
Secretary Contract No. 35474 (The Contract) which was authorized by the City Council by M&C C-22190,
the 19th day of June, 2007; and
WHEREAS, further amendment is necessary to reimburse the Architect's for additional design services
relative to the new Police Air Support Helicopter Facility; and
NOW THEREFORE, City and Architect, acting herein by and through their duly authorized
representatives, enter into the following agreement which amends the Contract:
1.
Article 1.1, SECTION I —SERVICES OF THE ARCHITECT, a new paragraph is added to read as follows:
"Provide additional design services to evaluate and prepare a draft report with conceptual
drawings for the adaptive re-use of one Phazar Hangar located at Meacham Airport as an
alternate location for the proposed new Police Air Support Helicopter Facility at Meacham Airport.
The cost of this additional service is $7,068.00 plus up to $2,000.00 in reimbursable expenses.
The scope of services is described more fully in the GRW Engineers, Inc.'s letter dated February
8, 2010, subject: Additional Services for Preliminary Feasibility Analysis Phazar Hangar
Modifications for Fort Worth Police Department, Project No. 03480-02 which is attached hereto as
Attachment"A" and made a part of this Agreement."

Paragraph 1 of SECTION V- COMPENSATION TO ARCHITECT, is amended as follows:
"The total compensation for all of the assignments to be performed by Architect as described in
CHARACTER of ARCHITECT'S SERVICES (Section III hereof) shall be $138,393.00, hereinafter
referred to as the"total fee", plus up to $5,200.00 in reimbursable expenses."

All other provisions of this Contract which are not expressly amended herein shall remain in full force and
effect.

RE: Additional Services
Preliminary Feasibility Analysis Phazar Hangar Modifications for Fort Worth Police
Department
Dear Dalton,
We have measured the Phazar Hangar buildings and have looked at a couple of
options for conversion to FWPD use. We will require about 15 working days to prepare
a draft report with conceptual drawings. We will include at least two schematics of
possible hangar/office/shop layouts. Existing mechanical and electrical systems will be
considered in terms of adequacy for future use by the Police Department, but new
systems will not be designed.
We will also consider:
— Security of facilities,equipment,public and police parking etc.
— Operational security,including day and night helicopter operations,aircraft parking,hot
fueling etc.
— Apron/taxiway/airfield functions,including helipad location,approach surfaces etc.
— We will evaluate basic physical characteristics of the buildings,hardening requirements,
hangar door configurations,etc.
— We will prepare order of magnitude costs for basic improvements such as shop and
office space,overhead crane and other known program requirements. We will assume
that space for four(4) Bell 407 Helicopters and one(1)Cessna 182 aircraft will be the
long term development requirement.

Our proposal for a preliminary development study and order of magnitude cost
estimate is as follows:

Reimbursable Expenses are expenses not included in compensation for Basic Services
and Additional Services and include the following expense incurred in the performance
of the Services:
Expense of transportation in connection with the Project;expense in connection with
authorized out-of-town travel;long-distance communications;and fees paid for
securing approval of authorities having jurisdiction over the project, beyond those
contemplated and included in Basic Services.
Expense of reproductions,postage and handling of Drawings,Specification and other
documents beyond those included in Basic Services.
— If authorized in advance by the OWNER,expense of overtime work requiring rates in
excess of those stated in the table above.
Expense of renderings, models and mock-ups requested by the OWNER.
Reimbursable Expenses paid as a part of this Agreement shall be billed by the
CONSULTANT as a separate line item on monthly invoices for Basic Services.
If the OWNER and the CONSULTANT agree that the scope of the Project or of the
CONSULTANT's Services is changed materially,the amounts of compensation shall be
renegotiated. Any change in the amount of the compensation shall be subject to
approval by the OWNER and the CONSULTANT.
Amount not to exceed$2,000.00 without authorization by the OWNER.
