Work under this attachment includes the preparation of a drainage study for the project area described below and shown graphically in Attachment E: There is evidence that the existing 2 barrel — 8' X 7' concrete box Forest Park — Parkview Strom Drain is failing in the segment that extends southeast from the Trinity River across Parkview Drive and private property to Forest Park Boulevard. Refer to Attachments E-2, E-3 and E-4 for the location of the storm drain. This storm drain was constructed in segments, with most of the system constructed prior to the mid-1960s. The storm drain extends across the area of a former landfill. Unstable soils below the box culvert are the likely cause of the failing structure. In addition, the size of the existing 2 barrel — 8' X 7' concrete box storm drain is probably inadequate for the design discharges from the large upstream drainage basin (approximately 1024 acres). Since the time of the construction of these boxes, considerable development (and redevelopment) has occurred in the upstream drainage basin. The City has also updated its drainage design criteria to require that the storm drain/culvert be designed for Q100 discharges for ultimate development conditions. The scope of this study will include two major phases. The first phase will be the study of the upstream drainage basin (approximately 1024 acres) and determination of the Q100 design discharges to the upstream end of the existing 2 barrel — 8' X 7' box storm drain (and at other important points downstream along the storm drain to the Trinity River). The determination of design discharges at points upstream of the existing 2 barrel — 8' X 7' box storm drain (south of W. Vickery Boulevard) are not included in this study. The existing 2 barrel —8'X 7' box storm drain includes two segments. One segment begins at the Trinity River and extends across Parkview Drive, private property, Forest Park Boulevard, the West Freeway (Interstate 30) to a point on the south side of the freeway (shown as "Segment #1 on Attachment E-3). The other segment begins at a point near where the first segment ends and extends across a vacant lot and W. Vickery Boulevard to a point on the south side of the street (shown as "Segment #2 on Attachment E-3). The proposed realignment of the 2 barrel — 8'X 7' box storm drain within the right-of-way of Interstate 30 and Southwest Parkway (tollway) will be considered in the analysis. A unit hydrograph analysis utilizing the SCS Hydrologic Method will be used to determine the Q100 discharge (and other design storm discharges) for ultimate development conditions. The existing storm drain/culvert hydraulic capacity will be analyzed to determine its adequacy to carry EAM 01/19/07 P06069TFW Scope of Services(#1) the Q100 design discharge. The results will be verified by a HEC-RAS analysis of the storm drain/culvert. If additional boxes are required to enable the storm drain to convey the Q100 discharge, as expected, the number and size of additional boxes will be determined. The HEC-RAS analysis of the existing storm drain in the 1024 acre drainage basin is limited to the two segments of the existing 2 barrel — 8' X 7' box storm drain extending from the Trinity River to the south side of W. Vickery Boulevard. The second phase of the study will be to determine the cause of the failure of the section of the existing 2 barrel— 8' X 7' box storm drain and to make recommendations for its rehabilitation or replacement. A geotechnical engineer will be secured by subcontract to provide professional services to study the cause of the failing section and to make recommendations to prevent the problem from reoccurring. The geotechnical study will include soil borings at the site, laboratory testing and conclusions concerning the cause of the section of the failing storm drain. The study area for the geotechnical report is limited to the section of the 2 barrel — 8' X 7' box storm drain extending from the Trinity River to just south of the south curb of Forest Park Boulevard. The scope of the drainage and geotechnical study also includes proposing alternatives for rehabilitation and expansion of the existing 2 barrel — 8' x 7' box storm drain. The alternatives to be considered are limited to the section of the existing 2 barrel — 8' x 7' box storm drain extending from the Trinity River to just south of the south curb of Forest Park Boulevard. Three alternatives will be considered for rehabilitation of the failing concrete boxes. Alternatives to be considered for rehabilitation of the failing storm drain include: (1) removal of the —-- - - - - -poor----soil--under--the--failing-sect-ion-and--replacement of--the-failing--section-of-concr--ete - -- ----- boxes, (2) replacing the failing section with a special structural design for the boxes (possibly on piers) to bridge the poor soil area, or (3) relocation of the storm drain to Forest Park Blvd and Parkview Drive to clear the area crossing private property. The last alternative would avoid the area of poor soil, vacate the existing drainage easement and make the area more desirable for future redevelopment. Three alternatives will be considered for expanding the capacity of the existing storm drain. Alternatives for expanding the storm drain (adding additional boxes) include (1) installing additional parallel boxes next to the existing 2 barrel — 8' X 7' boxes, (2) locating the additional boxes in Forest Park Boulevard and Parkview Drive and (3) locating the entire storm drain in Forest Park Boulevard and Parkview Drive and vacating the existing drainage easement. For each alternative, the Engineer will prepare a preliminary plan and profile showing the approximate location for the storm drain. And for each alternative, the Engineer will include a preliminary opinion of construction cost for the Ciity's use in selection of the desired alternative for final design and construction. A drainage report will be prepared summarizing the results of the study including input/output data for hydrologic/hydraulic analysis, conclusions of the study, and recommendations for improvements, including cost opinions for the alternatives considered. The scope of this study will also include necessary site'surveying to provide basic data for the hydrologic/hydraulic analysis and preliminary design. The site survey will also locate the area of failing storm drain for use in the geotechnical study and for EA]-2 01/19/07 P06069.FW Scope of Services(#1) evaluation of the various alternatives for rehabilitating the storm drain. A surveyor will be secured by a subcontract to provide professional surveying services on this project. The Forest Park- Parkview Storm Drain is not located within a FEMA studied drainage basin. Therefore, the preparation of a LOMR or CLOMR is not included in this project. Preparation of a Floodplain Development Permit is not included in this project. If the drainage study indicates that expansion of the Forest Park - Parkview Storm Drain is needed, the Permit will be prepared later with the final design of the improvements for the selected alternative. Upon receipt of notice to proceed, the ENGINEER will perform the following tasks: PART A- Data Acquisition,Collection and Inventory The data collected for this project includes existing information possessed by the CITY in the form of studies, maps, construction plans, and digital files as well as information generated in the field specifically for this project. 1. Authorize the transfer of $130,646.00 from the Storm Water Utility Fund to the Storm Water Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Storm Water Capital Projects Fund in the amount of$130,646.00; and 3. Authorize the City Manager to execute an engineering agreement with LopezGarcia Group, in the amount of$113,605.00 for Forest Park-Parkview Storm Drain Study. DISCUSSION: The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve streams, minimize water pollution and to operate the storm water system in a more effective manner to fully comply with state and federal regulatory requirements. This will be accomplished by infrastructure reconstruction and system maintenance, master planning, enhanced development review, and increased public education and outreach. The scope of work for this project includes the preparation of a drainage study that will provide recommendations for the necessary improvements to the Forest Park-Parkview Storm Drain culvert which has experienced structual damage. LopezGarcia Group, proposes to perform the necessary study work for a lump sum fee of $113,605.00. City Staff considers this to be fair and reasonable for the scope of services proposed. In addition to the contract amount, $17,041.00 is required by the Engineering Department for project management. LopezGarcia Group, is in compliance with the City's M/WBE Ordinance by committing to 22 percent M/WBE participation. The City's goal on this project is 19 percent. This project is located in COUNCIL DISTRICT 9. Logname: 30FORESTPARK674 Page 1 of 2 FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Storm Water Capital Projects Fund.
