S$CT ION I. All ordinances and parts of ordinances in conflict herewith be and they are hereby expressly repealed. SECTION XL The holding or adjudication of any section, portion or part hereof to be invalid shall not affect the validity of ary other section or part of this ordiname, but all of such other sections, portions or parts hereof shall be and re- main valid.
