AN ORDINANCE APPROPRIATING REVENUE OF THE
CITY OF THE SUM OF $297,614 NECESSARY TO
FINANCE THE ENGINEERING, PROCUREMENT AND
INSTALLATION OF 32 WARNING SIRENS AND RE-
LOCATION OF 11 CURRENT SIREN LOCATIONS;
PROVIDING A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR APPRO-
PRIATION ORDINANCES; REPEALING ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS.
SECTION I.
That the City Manager of the City of Fort Worth shall be
provided with such revenue as may be secured from various sources
included in Ordinance No. 7598 and in the Budget of the City
Manager; and in addition thereto there is hereby appropriated a
sum of $297,614 from the General Fund balance for the purpose
of Engineering, procurement and installation of 32 warning sirens
and relocation of 11 current siren locations, which said appro-
priated sum the City Manager shall be authorized to transfer to
the Civil Defense activity acount No. 37-10-00.
SECTION 2.
Should any part, portion, section or part of a section of
this ordinance be declared invalid or inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion
or judgment shall in no way affect the remaining portions, parts
sections or parts of sections of this ordinance, which provisions
shall be, remain and continue to be in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 7598,
but all other ordinances and appropriations for which provision has
been heretofore made are hereby expressly repealed if in conflict
with the provisions of this ordinance.
SECTION 4.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage, and it is so
ordained.

The Emergency Operation Simulation Test (EOST) conducted by the Fort
Worth/Tarrant County Office of Civil Defense on November 18, 1977, simulated a
tornado strike and several tornado warnings. The tests reinforced the opinion
that the Emergency Warning System for Fort Worth is inadequate in several
sections of the City. The present siren warning system was installed in 1953 and
expanded in 1955. The City' s growth and expansion since 1955 has created gaps in
the warning capabilities of the system. The Fort Worth/Tarrant County Office of
Civil Defense developed a program, whereby certain sirens would be relocated to
improve coverage; while other areas would receive new sirens.
Background
City Council Informal Report No. 3061, January 6, 1978, outlined the proposed
siren placement program and received tentative approval of the program. Cost
estimates were placed at $389,000 for the total program with acknowledgment that
50% participation from the Federal Government was available. The City of Fort
Worth is required to absorb initial development costs, but would receive
reimbursement upon final installation and inspection.
An application to the Defense Civil Preparedness Agency for 50% matching funds
was approved in the amount of $131,734 from FY 1977-78 Funds. The Office of
Civil Defense was assured that additional funds for the completion of the siren
placement program would become available in the future.
It is proposed that the engineering and procurement of sirens and materials be
initiated immediately. Costs exceeding the approved Federal participation level
would not be encumbered until final notification is received by the City.

Items in 2a and 2b above will be submitted for bids.
Items in 2c, 2d and 3 are City's estimated costs, i.e. , poles, wire, conduits,
etc. , and will be procured as usual through the "Bonded Light Stores Account",
and City crew equipment costs.
Financing
The reimbursement of $148,807 from federal funds is not expected to be received
until early spring of 1979. Therefore it would be necessary for the General Fund
to initially pay the full $297,614 cost of this project. As such funds are not
included in the present operating budget, the only available source of financing
is to appropriate the total amount of funds from the General Fund Balance. When
the reimbursement from the Federal Government is received in the next fiscal
year, approximately fifty percent of the funds would be returned to the General
Fund Balance.
Recommendation
It is recommended that the City Council:
1. Authorize the expenditure of $297,614 for the engineering, procurement
and installation of 32 warning sirens and relocation of 11 current
siren locations;
2. Adopt an appropriation ordinance appropriating $297,614 from the
General Fund Balance to the Civil Defense Activity Account 37-10-00.
3. Authorize the City Manager to secure complete 50% Federal participa—
tion as outlined in program narrative.
