HomeMy WebLinkAboutOrdinance 6902 ORDINANCE N0. _-!Z D3j An Ordinance establishing a schedule of rates and fares to be charged by SURTRAN Taxicab, Inc., for the operation of taxicabs to furnish ground trans- portation service to and from the D/FW Airport; providing for concession fees and providing an effective date. ---0--- WHEREAS, the Cities of Dallas and Fort Worth have heretofore entered into an agreement to provide ground transportation service to and from the D/FW Airport by means of a D/FW SURTRAN System jointly owned by said Cities; and WHEREAS, the Cities of Dallas and Fort Worth have heretofore entered into an agreement with the Dallas/Fort Worth Regional Airport Board for furnish- ing said ground transportation service by means of taxicabs, and said agreement provides that the initial service shall be filed with the Dallas/Fort Worth Regional Airport Board at least 90 days prior to the date the Airport becomes operational ; and WHEREAS, the General Manager of the Dallas Transit System, who is also the Executive Manager of the D/FW SURTRAN System, has recommended a schedule of rates to the Dallas Public Transit Board for approval for the operation of taxicabs to furnish ground transportation service to and from the Airport as hereinafter set forth; and WHEREAS, the Dallas Public Transit Board has heretofore approved the initial schedule of rates to be charged for such ground transportation service for the operation of taxicabs and has heretofore recommended to the respective governing bodies of Dallas and Fort Worth that each city enact an ordinance approving and adopting such schedule of rates; Now, Therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH: SECTION 1. That the D/FW SURTRAN Taxicabs, Inc., operator of the taxicab service from the D/FW Airport to the passenger's destination is hereby authorized and directed to charge the following schedule of rates for the transportation of passengers in taxicabs owned by the SURTRAN Taxicabs, Inc., as follows: D/FW SURTRAN Taxicab Service (from the D/FW Airport to passenger's destination) $1.50 for the first one-third (1/3) of a mile or fraction thereof 20 cents for each additional one-third (1/3) of a mile or fraction thereof $6.00 per hour waiting time at passenger's request These fares apply to one passenger. For additional passengers above one, travelling to the same destination, there will be an added charge of 50 cents per passenger. SECTION 2. That SURTRAN Taxicabs, Inc., shall pay to D/FW SURTRAN System jointly owned by the Cities of Dallas and Fort Worth for the privilege of serving the D/FW Airport the following: CONCESSION FEE (1) For each taxi trip originated by Operator at the airport, Operator will pay System $.75, which shall be paid out of the fares collected. The $.75 per load shall be remitted to System monthly. (2) In addition to receiving all of the loading fee, System will share in the profits of SURTRAN Taxicabs, Inc. that is based upon a 50 percent take of all profit over and above a 5 per cent operating profit, said operating profit being defined as net profit after all operating expenses, interest and depreciation, but be- fore corporate income taxes and principal debit retirement. SECTION 3. That the above rates for the operation of taxicabs to furnish ground transportation to and from the D/FW Airport to be subject to review and change as provided in the contract by the Cities of Dallas and Fort Worth and the D/FW SURTRAN System and the SURTRAN Taxicabs, Inc. SECTION 5. That this Ordinance shall take effect from and after its passage and it is accordingly so ordained. APPROVED AS TO FORM: ��' 6:7 S. G. JOWNDROE, City Attorney City of Fort Worth -2- City of Fort Worth, Texas LINE Mayor and Council Communication GRAFtAt1 DATE REFERENCE SUBJECT: Proposed 1973-74 SURTRAN Budget PAGE NUMBER and Rates for Taxi and Bus Service 'at 1 or 2 NANCOCK 8/27/73 C-2600 Re Tonal Airport ROMAN The agreement between the Cities of Fort Worth and Dallas and the Regional Airport Board for furnishing ground transportation service to the Airport provides that the initial schedule of all rates to be charged for ground transportation shall be filed with the Dallas/Fort Worth Regional Airport Board at least 90 days prior to the date the Airport becomes operational. The staffs of the City of Fort Worth, the City of Dallas, and the Dallas Transit System have negotiated proposed fares to be charged for taxi and bus service at the Regional Airport. The proposed rates for the taxi service have also been discussed with the subcontract taxi operators for SURTRAN (SURTRAN Taxi, Inc,). SURTRAN Taxi, Inc. agrees with the taxi fares as proposed. Subsequently, the proposed rates were submitted to the Dallas Transit System Board on August 21, 1973 for consideration and recommendation to the City Councils. The Board approved the proposed rates an recommended that the City Councils of Fort Worth and Dallas approve the rates as noted below: D/FW SURTRAN System Bus Service (to and from the D/FW Airport to and from the boarding areas in the cities of Dallas and Fort Worth-) One way fare - air passengers $2.50 One way fare - D/FW Airport Employees $1.00 D/FW SURTRAN Taxi Cab Service (from the V/FW Airport to passenger's destination)* $1.50 for the first one-third (1/3) of a mile or fraction thereof, from which 75p concession fee will be paid, with no "add-on", 20 cents for each additional one-third (1/3) of a mile or fraction thereof $6.00 per hour waiting time at passenger's request *These fares apply to one passenger, For additional passengers traveling to the same destination, there will be an added charge of 50 cents per passenger. D/FWs SURTRAN. stem Loading Fee (for pre-arranged pick-up e by limousines and foreign- motor carriers. $5.00 per limousine $10.00 per bus DATE REFERENCE SUBJECT: Proposed 1973-74 SURTRAN Budget PAGE NUMBER and Rates for Taxi and Bus Service at 2 Of 2 8/2 /73 C-2600 Regional Airport SURTRAN Budget 1973-74 The SURTRAN Budget which has been presented for City Council approval indicates that the proposed rates will result in a total net operating deficit of $132,000 for SURTRAN System for the fiscal year 1973-74. Fort Worth's share of this deficit will be approximately 15 percent or $19,800. Staff review of the proposed budget indicates that the proposed expen- ditures are reasonable. After discussing the budget with SURTRAN and Dallas officials, it was the staff's opinion that funds for the rental of terminals should come from the $150,000 reserve proposed to be established in the budget rather than including additional funds in the budget and increasing the deficit. At the present time, without any previous operating experience it is extremely difficult for the staff to project revenues for SURTRAN for the 1973-74 fiscal year. However, SURTRAN officials have assured the staff that the proposed revenues contained in the budget are based upon the latest passenger projections available and are as accurate as possible under the existing circumstances. Financing Proposed Deficit Fort Worth's share of the proposed deficit can be financed from $225,000 which was budgeted for SURTRAN in the 1972-73 budget. At the present time, it is anticipated that only $205,000 of the $225,000 will be used to purchase SURTRAN buses. This will result in a balance of approximately $20,000 which can be carried over to the 1973-74 fiscal year to finance the operating deficit if required.
