COUNTY OF TARRANT $
WHEREAS, the City of Fort Worth (City) and HDR Engineering,
Inc. , (Engineer) made and entered into City Secretary Contract No.
34078, (the Contract) which was authorized by the City Council by
M&C C-21717 on the 26t' day of September 2006; and
WHEREAS, the Contract involves engineering services for the
following project:
Engineering Design Services: Street Reconstruction, Water and
Sewer Replacement on Hudson Street (Scott Ave to Bomar Ave) , South
Perkins Street (Panola Ave to Hawlet Ave) , Hazeline Road (Rampart
St to S. Ayers Ave) and Collard Street (Purington Ave to E.
Lancaster Ave) , 2004 CIP Contract Year 4 & 5, Contract 51, Project
No. 00453; DOE No. 5410
WHEREAS, it has become necessary to execute Amendment No. 1
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:

Article I of the Contract is amended to include the
additional engineering services specified in a proposal letter
dated March 29,2007 , a copy of which is attached hereto and
incorporated herein. The cost to City for the additional design
services to be performed by Engineer total $21,450.00 .
2 .
Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $154,783.00. qq rN.

All other provisions of the Contract which are not expressly amended
herein shall remain in full 'Lorca and effect.

Adding Professional Geotechnical Services to: 2004 CIP NEIGHBORHOOD
STREET PROJECT NO. 453, CONTRACT NO. 51
Dear Ms. Johnson:
This letter is in regard to the request for a fee proposal for adding geotechnical services to
the above referenced project.
Project Scone
Please see attached geotechnical scope of services. The Geotechnical study deliverables
are summarized as follows:
Geotechnical Engineering Report including the following:
Task I—Preparatory Phase
• Research utility locations; include: coordination with City.
• Arrange for DIGTES location of utilities;
• Identify and mark optimum bore locations.
Task H—Drilling and Sampling
• Mobilization of Drilling Equipment; -
• Traffic control devices at drilling bore locations.
• Obtain soil samples from specified bore locations
o Note: 10 bore locations anticipated
Task III—Laboratory Testing
• Perform laboratory Tests for New Roadway Design.
Task IV—Analysis/Reporting
• Analyze laboratory test results,
o Use traffic usage figures as provided by City.
• Report Analysis and recommendations.
o .Prepare Rigid Pavement design parameters
Praiect Schedule
The geotechnical study will be complete within 6 weeks from the time authorization is
received. The results of the study will be included in the preliminary engineering report
for the project.
Comaensation
HDR Engineering,Inc.. proposes to provide the above mentioned basic services for a
lump sum fee of$21,450.00
Sub-consultant Geotechnical Study Fee $19,500.00
HDR Markup (10%) - 1950.00
Total Fee: $21,450.00

RE: Proposal to Render Geotechnical Investigative Services
City of Fort Worth, 2004 CIP Neighborhood Street Project No. 451 Contract No. 51
Dear Mr. Stewart:
Pursuant to your request, we are herewith presenting our proposal to render Geotechnical
Investigation services for the following streets, located within the limits of the City of Fort Worth:
Hudson Street 750 t linear feet from Scott Avenue to Bomar Avenue
South Perkins Street 1,500 t linear feet from Panola to Hawlett Avenue
Hazeline Road 2,000 t linear feet from Rampart Street to South Ayers Avenue
Collard Street 1,000 t linear feet from Purlington Avenue to East Lancaster Avenue
The general scope of professional engineering services includes: Preparation; Drilling and
Sampling; Laboratory Testing; and Analysis and Reporting.
BASIC ENGINEERING SERVICES
Preparation
• Research utilities locations; include: coordinaton with City of Fort Worth;
• Coordinate with DIGTES for location of public utilities;
• Identify and mark optimum bore locations.
Drilling and Sampling
• Mobilization of Drilling equipment;
• Traffic Control— Place appropriate traffic control devices as required at drilling bore
locations;
• Obtain soil samples from specified bore locations—total of 10 bores:
o Hudson Street—2 bores
o South Perkins Street—3 bores
o Hazeline Road—3 bores
o Collard Street—2 bores

Laboratory Testing
• Perform Laboratory Tests for new Roadway Design
o Atterberg limits (liquid and plastic limits, 10 tests maximum)
o Percent passing No. 200 sieve (10 tests maximum)
o Moisture content (30 tests maximum)
o Swell at overburden (4 tests maximum)
o Optimum lime content (Eades & Grim) (4 tests maxinum)
Analysis /Reporting
• Analyze laboratory test results
Use roadway traffic usage figures, as provided by Client
• Report Analysis and recommendations to Clientto contain:
o Plan of borings illustrating the approximate locating of each boring and scale to
which the drawing is made,
o Log of each boring indicating the boring number, depth of each stratum soil
classification and description, and groundwater information;
o Summary of laboratory tests result$
o Discussion of subsurface soil and groundwater conditions;
o Calculate Potential Vertical Rise (PVR);
o Calculate California Bearing Ratio (CBR);
o Calculate pavement thickness in accordance with City of Fort Pavement Design
Standards Manual 2005;
o Recommendations for subgrade modification/stabilization as appropriatq
o Recommendations regarding earthwork operations, site grading, drainage and
other aspects of construction that impact expansive soil and/or pavement system
performance;
o Four bound copies of the report and
o Rigid Pavement Design parameters.
ADDITIONAL ENGINEERING SERVICES
We advise that specific tasks not covered and/or authorized under the professional services fee for
'Basic Engineering Services"may be deemed necessary to complete the Client's requirements.
Therefore, such task items may be included under "Additional Engineering Services".
The task items that are excluded from the scope of services under Basic Engineering Services';
are, but not limited to the following items:
• changes in the scope of services under"Basic Engineering Services';
• permit/filing fees imposed by local, State, and/or Federal regulatory agencies;
• providing on-site construction observations and reporting;
• pre-construction conferences;
• construction management services;
• providing "as-built" plans;

• providing reproductions of project/construction documents;
• deliveries of project related documents.
Other unspecified project related activities, not contained in the aforementioned "Basic Engineering
Services'; may be accomplished under the attached hourly "Rate Schedule."
We advise that no proiect work items and/or tasks shall proceed under Additional Engineerin_
Services without Client's authorization of the same.
The aforementioned tasks encompass our scope of services, considered as "Basic Engineering
Services." The Consultant shall perform said tasks and the Client shall pay the Consultant for
rendering said "Basic Engineering Services"in accordance with the payment schedule listed below:
COMPENSATION
JEA/HydroTech Engineering, Inc. proposes to perform the Basic Engineering Services for a lump
sum fee of Nineteen Thousand Five Hundred and No Hundredths Dollars ($19,500.00)
NOTE.Basic Engineering Services fee includes the City of Fort Worth's"roadway work"permit fee
that is estimated at approximately$100.00.
The Consultant will bill the Client monthlyfor any and all cost incurred during a particular month.The
Consultant will bill the Client for "Basic Engineering Services"and/or "Additional Engineering
Services"rendered within a given month amounting to no less than a proportionate share of the
amount of work performed for lump sum items and in accordance with our established rate schedule
for reimbursable items. The Client shall promptly process any and all invoices/bills, received from
Consultant,for payment to the Consultant. Payment to the Consultant shall not be delayed for more
than thirty (30) days from the date Client receives said invoices/bills and/or from the date that
Documents were submitted from the last complete or partially complete Phase(s) of the project's
design schedule under "Basic Engineering Services". If payment to the Consultant is received
after a period of thirty (30) days, the Client shall pay the Consultant interest charges for late
payments. The interest charge for late payment shall be one and one-half percent per month (1-
1/2%/month),and shall apply to any unpaid amount shown on any invoice which is not paid within
thirty(30)days of receipt.Subsequent invoices/bills submitted to the Client shall show such interest
charged to the Client until such time that the amount due is paid in full.
ANTICIPATED SCHEDULE
We anticipate completing the scope of working under"Basic Engineering Services"within forty-five
(45)working days from the date of acceptance of this proposal; Site Plans;the Consultants receipt
of existing Roadway surveys; and the City of Fort Worth's issuance of permit; and/or related
documents.
The anticipated "time of completion" shall be defined as the "Design Period". We advise that the
required review time, by city/town officials and/or authorized project personnel, is not included in the
"Design Period".Additional time to coordinate review comments will exceed the mentioned"Design
Period".

NOTE:JEA/HydroTe,ch reserves the right to withdraw and/or rescind this proposal if Client does not
accept proposal within ninety (90) calendar days from the last date signed by Consultant.
