Authorize the City Manager to apply for a grant and to execute a contract with the Texas Department of Transportation (TxDOT) to operate the Click It or Ticket (CIOT) Selective Traffic Enforcement Program (STEP) from May 1, 2007 to June 30, 2007; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $50,000 upon receipt of the grant. DISCUSSION: Since passage of the safety belt and child safety seat laws, the most effective method to improve safety belt usage rates in Texas has been increased enforcement at the state and local level. This project is designed to increase safety belt usage during the 2007 Memorial Day holiday. Enforcement will be supported by public information and education efforts. Grant funds of $49,294 will pay for 948 enforcement hours of officer overtime and fringe benefits during the Memorial Day enforcement blitzes and media campaign. Additionally, $706 of grant funds will fund overtime related to the administration of the grant. There is no requirement for matching funds. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, adoption of the attached appropriation ordinance and receipt of the grant, funds will be available in the current operating budget, as appropriated, of the Grant Fund.
