AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$8,000.00, SUBJECT TO RECEIPT OF A GRANT FROM TARRANT COUNTY
COLLEGE, FOR THE PURPOSE OF FUNDING THE TEXAS STATE TECHNICAL
INSTITUTE FIREFIGHTER
APPRENTICESHIP PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $8,000.00, subject to receipt of a grant from Tarrant County College,
for the purpose of funding the Texas State Technical Institute Firefighter Apprenticeship Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of a Grant in the Amount of $8,000.00 from Tarrant County College for the Fire
Department, Educational and Support Services Division and Adopt Appropriation Ordinance (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of a grant in the amount of $8,000.00 from Tarrant County College; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund, Texas StateTechnical Institute Firefighter Apprenticeship Program in the amount of
$8,000.00 from available funds.
DISCUSSION:
The United States Department of Labor, Bureau of Apprenticeship and Training provides funds for local
apprenticeship training and on- the -job programs.
In Texas, the Firefighter Apprenticeship Program is funded through the Texas Higher Education
Coordinating Board and is administered locally by Tarrant County College. The intent of the program is to
teach a set of standardized skills to firefighters across the county. The Fire Department is an authorized
apprenticeship training facility and, therefore, part of the standard training that Fort Worth provides its
recruits allows the Department to receive these funds.
Funding is based on the number of enrollees in the program and contact hours received by each enrollee.
Approved expenditures of apprenticeship funds include instructors' salaries, instructional materials/
supplies, instructional equipment, rental, office supplies, postage and travel. The Fire Department will use
these funds mainly to purchase instructional equipment for use in delivering training programs.
The Fire Department enrolls all newly trained firefighters in the three -year program after their graduation
from the Fire Department Training Academy. Each participant is required to complete a written lesson and
become proficient in a particular firefighting skill each month of the three -year lesson cycle. The lessons
and skills are taught by each fire station officer and each participant is evaluated every six months by
Training Academy staff.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Special Trust Fund, Texas StateTechnical Institute Firefighter

Apprenticeship Program. The Fire Department is responsible for collecting the funds and for depositing
the funds.
