The objective of the Project is to remove from tax foreclosed and City fee owned properties any substandard, fire damaged, vacant, or deteriorated Category I structures. Category I structures pose a threat to the public health and safety of City residents. Both residential and commercial structures are being identified for demolition under this Project. Any structure containing hazardous materials will be assessed and all hazardous materials will be abated and removed. The Code Compliance Department will oversee the Project. Staff recommends spending CDBG funds that have not been designated for a particular project and that are from the administrative budget of the Housing and Economic Development Department. This expenditure will support the City's goals of building strong neighborhoods, developing a sound economy, and providing a safe community by eliminating blight in neighborhoods. To comply with the federal regulations regarding the use of CDBG funds, a public comment period concerning the change in use of funds in the amount of $490,352.09 was held from July 9, 2009 to August 9, 2009. Any comments are maintained by the Housing and Economic Development Department in accordance with federal regulations. The Fort Worth Category I Demolition Project is available in ALL COUNCIL DISTRICTS. Staff recommends approval of the M&C set to be on the October 13, 2009, City Council agenda for consideration by City Council.
