The purpose of this Informal Report is to inform the Mayor & Council of a new Administrative Regulation (AR)
to be implemented regarding air temperature control within conditioned spaces in City facilities.
Background
In 2001, in support of the Federal Clean Air Act, the 77`x` Texas State Legislature passed Senate Bill 5 (S135)
establishing the Texas Emission Reduction Plan. Currently, the plan sets a goal for Fort Worth and other Texas
cities to reduce electricity consumption by 5-percent each year for 6-years from a baseline of 2007. The State's
goal is in direct alignment with the City's 2008 Strategic Goal to Improve Mobility & Air Quality. To help
achieve these goals, the Facilities Management Group within the Department of Transportation & Public Works
collaborated with the City Management Office to create Administrative Regulation (AR) F -1 on Air
Temperature Regulation within Conditioned Spaces.
Highlights of the new Administrative Regulation
Overall, the attached AR F -1 has been issued to:
• Establish specific Policy, Practice & Procedures for Air Temperature Regulation
• Improve Environmental Air Quality within Conditioned Spaces
• Provide Sustainable Resource Conservation & Utility Cost Containment
• Establish & Maintain Acceptable Thermal Environment for Staff and the Public
• Provide a Framework for Staff to Express Concerns about Relative Human Comfort.
The core of the AR is the temperature range control based on building occupancy and heating/cooling mode.
During occupied hours, the standard temperature limit will be set for a maximum of 70 °F in the heating season
and a minimum of 73 °F in the cooling season. The City Manager may elect to set tighter limits of 68 °F
maximum (heating mode) and 76'F (cooling mode) when there are unusual budget constraints or other
mitigating factors. After normal business hours. the building temperature will be set back to a maximum of 68 °F
(heating mode) and a minimum of 85 °F (cooling mode).
This AR does not cover air temperature requirements necessary for proper function of process equipment, such
as server rooms. The AR contains provisions for requesting waivers to the standard temperature bounds, which
allows special use facilities such as fire stations to establish appropriate limits based on their unique work
envirion-ment.
