HomeMy WebLinkAboutIR 91141�1 1� �jjr a T To the Mayor and Members of the City Council • SUBJECT: REGIONAL TAXICAB TASK FORCE UPDATE 14VIS •zl• - The purpose of this informal report is to provide background on a resolution to be brought before the City Council on September 29, 2009 whereby the Council would express its support for the current insurance and vehicle age requirements for taxi cabs in this region. On June 9, 2009, the City Council approved Resolution No. 3745 appointing representatives to serve on the Regional Taxicab Task Force. The Task Force was formed to address a request for modifications to the insurance and vehicle age limit requirements for taxis raised with the Dallas City Council by the Association of United Taxicab Operators (AUTO) and to continue efforts to develop a regional approach to the regulation of vehicle-for-hire transportation services. The City of Dallas requested the City of Fort Worth's participation on the Task Force. The Task Force consists of a Policy Group and a Working Group. The Policy Group is made up of elected representatives from Fort Worth and Dallas and board members from DFW Airport and the NCTCOG. The Working Group is made up of representatives from taxicab companies, driver associations, the hospitality industry, and staff from the cities • Fort Worth and Dallas, DFW Airport and the NCTCOG. In March 2009, representatives for AUTO presented a proposal to the Dallas City Council requesting a reduction of the Minimum Liability Insurance requirements for taxicabs from $500,000 Combined Single Limit (CSL) to $50,000 CSL and an increase in the vehicle age limit to eight years from the current five years. On June 8, 200• , City of Dallas staff briefed their Transportation and Environmental Committee on a modified proposal that included reducing the Minimum Liability Insurance requirement for taxicabs to $100,000 CSL from the current $500,000 for a period of one year, and providing a one-year increase in the vehicle age limit from five years to six years for all vehicles in the taxicab fleet. The Committee asked staff to brief the Task Force on the proposal, obtain consensus and return to the Committee within •0 days. Current City of Fort Worth Code establishes a Minimum Liability Insurance requirement of $500,000 and an age limit of five years (seven years for low emission vehicles) for all taxis. After discussion, the Committee agreed to ask the City Council to adopt a resolution maintaining the City's current insurance and vehicle age limit requirements for taxis.
