AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $110,000.00,
SUBJECT TO RECEIPT OF A GRANT FROM TEXAS PARKS AND WILDLIFE
DEPARTMENT URBAN OUTDOOR RECREATION GRANT PROGRAM, FOR THE
PURPOSE OF THE DESIGN AND CONSTRUCTION OF A NEW TRAILHEAD AT
TRINITY PARK; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $110,000.00, subject to receipt of a grant from Texas Parks and Wildlife Department
Urban Outdoor Recreation Grant Program, for the purpose of the design and construction of a new trailhead
at Trinity Park.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

SUBJECT:
Conduct a Public Hearing, Authorize Application for and Acceptance, if Awarded, of a Texas Parks and
Wildlife Department Urban Outdoor Recreation Grant in the Amount of $110,000.00 for a New Trailhead at
Trinity Park, Authorize Acceptance of a Donation from Streams & Valleys, Inc., in the Amount Up to
$10,000.00 and Donation from the Rotary Club of Fort Worth, Texas Inc., in the Amount Up to $100,000.00
for a New Trailhead at Trinity Park, Adopt Appropriation Ordinances and Adopt Resolution (COUNCIL
DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing to receive public comment on the City's application for a Texas Parks and
Wildlife Department Urban Outdoor Recreation Grant (Grant) in the amount of $110,000.00 for a new
trailhead at Trinity Park;
2. Authorize the application for and acceptance of the Grant, if awarded;
3. Authorize the acceptance of a donation from Streams & Valleys, Inc., in the amount up to $10,000.00
for a new trailhead at Trinity Park;
4. Authorize the acceptance of a donation from the Rotary Club of Fort Worth, Texas Inc., in the amount
up to $100,000.00 for a new trailhead at Trinity Park;
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $110,000.00, subject to receipt of donations from Streams & Valleys, Inc.,
and the Rotary Club of Fort Worth, Texas Inc.;
6. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $110,000.00, subject to receipt of the Grant; and
7. Adopt the attached resolution certifying the City's eligibility to apply for the Grant and designating
Assistant City Manager Susan Alanis as the official to act on behalf of the City of Fort Worth in dealing
with the Texas Parks and Wildlife Department.
DISCUSSION:
The Texas Parks and Wildlife Department, Recreation Grants Branch (TPWD) administers the Local Park
Grant Program, which includes the Urban Outdoor Recreation Grant. The TPWD assists local units of
government with the acquisition and /or development of public recreation areas and facilities throughout

the State of Texas. The Local Park Grant Program provides matching fund(s) reimbursement grants to
eligible local governments. Grants are awarded by the Parks and Wildlife Commission twice each year, as
funds are available. The application deadline for this program is July 31, 2012.
The City of Fort Worth Parks and Community Services Department is eligible to apply for a 2012 TPWD
Urban Outdoor Recreation Grant. Receipt of this grant is contingent upon the City's ability to provide the
required matching funds. Matching funds for this grant application will be provided by a $100,000.00
donation from the Rotary Club of Fort Worth, Texas Inc., and a $10,000.00 donation from Stream and
Valleys, Inc. The grant request amount of $110,000.00 combined with local funding in the amount of
$110,000.00 totals $220,000.00 for this proposed project. The project funding is shown in the table below:

Acceptance of any donations from Streams & Valleys, Inc., and the Rotary Club of Fort Worth, Texas Inc.,
are not contingent upon any award of the TPWD Grant.
A notice of the public hearing was posted and advertised in compliance with the Texas Open Meetings
Act.
As a condition of this grant application, the TPWD and the City of Fort Worth Parks and Community
Services Department are jointly committed to long -term program compliance. This commitment includes
compliance at sites assisted by the Local Park Grant Program as well as sites that were previously
assisted by grant funds from the Land and Water Conservation Fund and the Texas Local Parks,
Recreation and Open Space Fund. After all projects are completed and all grant funds have been
reimbursed, the joint commitments to the requirements of the programs will continue.
The new trailhead at Trinity Park will provide access to the Trinity River Trail System and serves the entire
City.
Trinity Park is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Grant Fund.
