AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
INTERGOVERNMENTAL CONTRIBUTION FUND, IN THE AMOUNT UP TO $300,000.00,
FOR THE PURPOSE OF FUNDING THE ARCADIA TRAIL CONNECTION PROJECT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Intergovernmental Contribution Fund in the amount up to$300,000.00, subject to receipt of the grant, for the
purpose of funding the Arcadia Trail Connection Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Arcadia Trail Connection
Located 2 miles east of 1-35W and 1-112 miles north of 1-820 in north Fort Worth,
the Arcadia Trail Connection project will eliminate a 114 mile length gap in the 8-mile Arcadia
Trail Park trail system. The project will also provide a low-water bridge crossing over Whites
Branch creek and connect to 15 miles of trails and parks in Watauga and Haltom City.

Program)(COUNCIL DISTRICT 4)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of a Texas Parks and Wildlife Department Recreational Trails Program Grant in the amount of$131,264.00 with
City participation in the amount$32,816.00 for a total grant project cost of$164,080.00 for Arcadia Trail Connection project;
2. Authorize the transfer of$32,816 from the 2018 Bond Program Fund to the Grants Cap Projects Federal Fund as the City's grant matching
funds;
3. Authorize the acceptance of City of Watauga, Texas funds in an amount up to$50,000.00 for design cost sharing for the Arcadia Trail South
Extension project;
4. Authorize the execution of an Interlocal Agreement with the City of Watauga,Texas for construction cost sharing for the Arcadia Trail South
Extension project;
5. Authorize the acceptance of City of Watauga,Texas funds in an amount up to$250,000.00 for construction cost sharing for the Arcadia Trail
South Extension project;
6. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Cap Projects Federal Fund in
the amount of$131,264.00 for the Arcadia Trail South Extension project;and
7. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Intergovernmental Contribution Fund in
the amount up to$300,000.00 for the Arcadia Trail Connection project.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C)is to authorize the acceptance of Texas Parks&Wildlife Department(TPWD)
grant funds in the amount of$131,264.00,transfer the required match,authorize the acceptance of City of Watauga,Texas(Watauga)funds in an
amount up to$50,000.00 for design cost sharing, authorize the execution of an interlocal agreement(ILA)with Watauga for construction cost
sharing,and accept Watauga funds in an amount up to$250,000.00 for construction cost sharing for the Arcadia Trail South Extension project.
The City Council adopted Resolution No.4398-01-2015 on January 27,2015 authorizing the Park&Recreation Department(PARD)to apply for
a Recreational Trails Program Grant from TPWD for a trail extension at Arcadia Park.
The Texas Parks and Wildlife Commission awarded$131,264.00 in reimbursable funding with a required 20% local match for the project on
June 15,2015,subject to project approval by state and federal agency reviews.
During state and federal project review,the City executed a professional services agreement with Jacobs Inc. (City Secretary Contract No.
49735 on October 2,2017)to define trail and low-water bridge technical requirements,to analyze floodplain impact,to determine preferred trail
routing,and to evaluate overall project costs and cost-sharing.
Following TPWD notification that state and federal reviews had been completed,a grant agreement was executed between the City and TPWD
(City Secretary Contract No.51282 on September 14,2018).
The City and Watauga began formulation of an ILA for sharing of anticipated project design and construction costs. General terms of the
proposed agreement were being finalized when, on March 1, 2019, the Water Department notified the PARD of a proposed sewer main
replacement project that would impact the new trail/bridge project area and surrounding park land.
On August 16,2019,the City and Watauga executed a cost sharing ILA for design(City Secretary Contract No.52666). On the same date,the
City executed a professional services agreement with Jacobs, Inc. (City Secretary Contract No. 52667)to prepare construction documents for
trail and bridge improvements.
As sewer line surveying and schematic design proceeded, PARD and Water began evaluating cost and schedule impacts of continuing the
projects separately vs.combining both projects into one. Based on that evaluation, PARD and Water determined that combining projects will
reduce overall construction cost and construction schedule. Steps to combine the projects are currently underway. The combination is not
anticipated to negatively impact current project agreements.
The Arcadia Trail Connection project will include an ADA-accessible concrete-paved trail and low-water bridge over Whites Branch Creek.
When completed,the project will connect over eight(8)miles of trail system serving neighborhoods and parks in northeast Fort Worth with over
fifteen(15)miles of trail system serving neighborhoods and parks in Watauga and beyond.
This is a reimbursement grant with a 20%local match in the amount of$32,816.00. TPWD grant reimbursement payments to the City are based
on TPWD's approval of submitted eligible project expenditures incurred by the City. Project expenditures made by the City prior to the date of
grant agreement execution are not eligible for TPWD reimbursement.

Partial funding for this project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim
financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with
the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election(Ordinance No.
23209-05-2018).
This project is located in COUNCIL DISTRICT 4.
A Form 1295 is not required because: This contract will be with a governmental entity,state agency or public institution of higher education:Texas
Parks and Wildlife Department(TPWD)and City of Watauga,Texas
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, execution of the above agreement, and adoption of the
attached appropriation ordinances,funds will be available in the current capital budget,as appropriated,of the Grants Cap Projects Federal Fund
and Intergovernmental Contribution Fund. This is a reimbursement grant. The Park& Recreation Department is responsible for requesting all
reimbursements and will verify funding availability prior to incurring any expense.
