With a quorum of the City Council Members present, Mayor Price called the Fort Worth
City Council Work Session to order at 3:03 p.m. on Tuesday, February 18, 2020, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Changes to the City Council Agenda
City Manager Cooke will withdraw and continue M&C 20-0084 and 20-0085 to March
24, 2020, and will withdraw and continue M&C 20-0090 to March 3, 2020.
b. Upcoming and Recent Events
City Manager Cooke recognized Manya Shorr, Library Director to give an update on
Amplify 817. Amplify 817 delivers commercial free, curated music from Fort Worth
artists.

City Manager Cooke also recognized Michelle Gutt, Communications and Public
Engagement, to announce the Mayor's Community Engagement Workshops and 2019
Neighborhood Awards on February 22, 2020.
c. Organizational Updates and Employee Recognition(s)
Assistant City Manager Valerie Washington updated the Council on Warrant
Forgiveness month and recognized the employees of the Municipal Court and
Marshal's Office for their efforts.

2. Current Agenda Items - City Council Members
Mike Crum, Public Events, introduced Brad Barnes, President of the Fort Worth Stock
Show and Rodeo to discuss M&C 20-0089 and the partnership between the City and the
FWSSR.
M&C 20-0069 will be continued to March 3, 2020, to match up with its companion
Zoning case.

Property Located at 3712 Avenue I, Near the Stop Six-Poly Oversight Neighborhood

4. Briefing on Progress of Trinity River Vision Bridges—David Cooke, City
Manager, Michael Morris,North Central Texas Council of Governments and
Loyl Bussell, Texas Department of Transportation
City Manager David Cooke, Loyl Bussell, Texas Department of Transportation, and
Michael Morris, North Central Texas Council of Governments updated the Council on
the Trinity River Vision Bridges. The update included timelines for completion and the
future of the project.
5. Briefing on Results of Biennial Community Survey - Chris Tatham, ETC
Institute
The Council received a briefing on the results of the Community Survey.
6. Update on the New Library Facilities Master Plan—Manya Shorr and Michele
Gorman, Library and Jill Eyres, Group 4 Architecture Research +Planning, Inc.
Manya Shorr, Library Director; Michelle Gorman, Assistant Library Director; and Jill
Eyres, Group 4 Architecture Research + Planning, Inc. provided an update on the
Library Master Plan objectives and process going forward.
7. Briefing on Aquatics Update & Drowning Prevention Efforts -Richard Zavala,
Park and Recreation
Richard Zavala, Park and Recreation Director and Kelli Picard provided and update on
the Aquatics Master Plan and Drowning Prevention efforts.
8. Cite Council Requests for Future Agenda Items and/or Reports
Mayor Price - final financial impact of the 2020 Fort Worth Stock Show and Rodeo
Council Member Flores - change the title of"Citizen Presentations" to "Public
Presentations"
Council Member Allen Gray - What can be done about parking in front of mailboxes
when it prevents individuals from receiving their mail
Council Member Jordan and Mayor Price - overall update on traffic and are we in sync
with NCTCOG's Master Transportation Plan
