Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, Janusary 28, 2020, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda There were no changes. b. Upcoming and Recent Events City Manager Cooke mentioned there will be a performance at 6:30 p.m. in the Council Chamber for the 3rd year in a row by the International Leadership of Texas Keller-Saginaw High School Choir lead by Joe Rine, Director of Strings/Choral from District 4. Organizational Updates and Employee Recognition(s) Cite Manager Cooke recognized Amethyst Sloane (Ranked 8) and Robert Sturns (Ranked 91) for receiving the 2019 Traeger Awards from Engaging Local Government Leaders (ELGL), an international organization dedicated to engaging the brightest minds in local government. ELGL recognized 100 individuals for their commitment to improving local government. Nominated by their peers for their impact on the organization, their influence in the community, their dedication to mentoring others, and their contributions as leaders in local government. The ELGL Traeger Awards are named after Chris Traeger, the city manager of the fictional city of Pawnee, Indiana from the television show Park and Recreation, who's known for his extreme energy and commitment to improving local government Robert was also recently awarded Executive Advocate of the Year by the DFW Minority Supplier Development Council. Council Member Bivens recognized all the city staff that participated in the Stop Six neighborhood update. d. Informal Reports 20-10360 Payroll Task Force Update - Brian Dickerson 20-10361 Update on Ongoing Efforts to Improve the City-Wide Accounts Payable Process - Reginald Zeno 2. Current Agenda Items - City Council Members Assistant Chief Robert Aldredge gave an update on the purchase process for a helicopter for the police department. Briefing on Results of 2019 100x25 Reading Program—Gleniece Robinson, City Manager's Office Dr. Glenice Robinson provided an update on the results of the 2019 100-25 Reading program. 5. Briefing on Fort Worth Independent School District's Racial Equity Program —Dr. Kent Scribner,Fort Worth Independent School District Dr. Kent Scribner, Superintendent of the Fort Worth Independent School District,kicked off the presentation and turned it over to Sherry Breed, FWISD Chief of Equity and Excellence to discuss the creation of their Systemic Racial Equity Transofrmation Program. 6. Briefing on Proposed Amendments to Human Relations Ordinance —Christina Brooks,Diversity and Inclusion Christina Brooks briefed the Council on proposed amendments to the Human Relations Ordinance. These amendments bring the ordinance in line with current practice and update the fines to the current federal levels. Update on Implementation of Recommendations from the Task Force on Race and Culture—Christina Brooks, Diversity and Inclusion Christina Brooks updated the Council on implementation of recommendations from the Task Force on Race and Culture as follows -New Police Monitor and Assistant Police Monitor hired; capacity building for minority owned businesses and MWBE Disparity Study clue for completion in April 2020; Chief Equity Officer and Director hired; Diversity training piloted and will be coming forward. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Byrd - who in the City has subpoena powers. Councit Member Jordan - Review of all Boards and Commissions - who are officers, how are they appointed etc.; and Update on the TRV bridges. Councit Member Bivens - presentation on demolitions and removing the slab as well as the house. Mayor Price - Family leave/leave study and nursing rooms. 9.
