AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE FUNDS, IN THE
AMOUNT UP TO $650,000.00, FOR THE PURPOSE OF PAYMENTS TO THE POLICE
DEPARTMENT FROM THE STATE OF TEXAS LAW ENFORCEMENT OFFICER
STANDARDS AND EDUCATION ACCOUNT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund, subject to the receipt of funds, in the amount up to $650,000.00, for the purpose
payments to the Police Department from the State of Texas Law Enforcement Officer Standards and
Education Account.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Standards and Education Account(ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the
amount of$650,000.00 for the payment to the Police Department from the State of Texas Law Enforcement Officer Standards and Education
(LEOSE)account.
2.Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the
amount of$25,000.00 for the payment to the Municipal Court Department from the State of Texas Law Enforcement Officer Standards and
Education(LEOSE)account.
DISCUSSION:
The Law Enforcement Officer Standards and Education Fund(LEOSE)is an account in the State Treasury funded through court costs collected in
criminal cases.The Comptroller of Public Accounts is directed,under the Texas Occupations Code,Section 1701.157,to make allocations from
the LEOSE account to qualified law enforcement agencies.Under the Texas Occupations Code,20%of the appropriated amount is distributed to
all participating agencies in equal shares,and 80%is distributed based on the number of qualifying officers at each entity.Participating agencies
must use the funds to provide continuing education for law enforcement officers and supporting personnel in the agency.
This M&C will increase the Grants Operating Other Fund by$675,000.00 in allocations and an anticipated$675,000.00 in offsetting revenues for
expenses and revenues related to LEOSE payments.The estimated increase in allocations in LEOSE projects are$650,000.00 for the Police
Department and$25,000.00 for the Municipal Court Department.The Police Department's and the Municipal Courts Department's previous years'
respective allocations have averaged approximately$130,000.00 and$5,000.00,annually.The respective Department will be responsible for the
oversight and management of the funds received.
This funding serves ALL COUNCIL DISTRICTS.
This M&C does not request approval of a contract with a business entity.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas
Comptroller of Public Accounts
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that,upon approval of the above recommendations and receipt of the allocation,funds will be available in the
current operating budget,as appropriated,of the Grants Operating Other fund.The payments are received in advance of any related
expenditures.The Police Department and the Municipal Courts Department are responsible for their respective deposits of LEOSE funding and
notifying the Performance and Budget Office when received.Prior to an expenditure being incurred,the Police Department and the Municipal
Courts Department have the responsibility to validate the availability of funds.
