HomeMy WebLinkAboutOrdinance 17554-05-2007Ordinance No. 17554-05-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000, SUBJECT TO RECEIPT OF THE TEXAS DIABETES PROGRAM'S COMMUNITY DIABETES SERVICE PROJECTS GRANT FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES, CHRONIC DISEASE PREVENTION BRANCH, FOR THE PURPOSE OF FUNDING COMMUNITY- BASED DIABETES PREVENTION AND MANAGEMENT PROGRAMS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $100,000, subject to receipt of the Texas Diabetes Program's Community Diabetes Service Projects grant from the Texas Department of State Health Services, Chronic Disease Prevention Branch, for the purpose of funding community-based diabetes prevention and management programs. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to apply for and accept, if awarded, a grant contract with the Texas Department of State Health Services (DSHS), Chronic Disease Prevention Branch for the Texas Diabetes Program's Community Diabetes Service Projects (CDSP) for up to $100,000 to be used to provide community-based diabetes prevention and management programs from September 1, 2007, to August 31, 2008; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Grants Fund by up to $100,000; 3. Waive indirect costs of 17.59 percent of related salary and fringe benefits which are the most recent rates indicated by the Finance Department; and 4. Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the amount of $25,000 for the interim financing for this grant pending contract execution to secure program continuation from one grant funding period to the next. DISCUSSION: Diabetes is an epidemic and a public health crisis in Texas. During the 2003 City of Fort Worth Public Health Department Community Needs Assessment, 6 out of the 12 Neighborhood Police Districts surveyed ranked diabetes No. 1 as their greatest household health problem. Poor eating habits, being overweight and lack of physical activity attribute to 90 percent of diabetes diagnosis. More than 60 percent of American adults do not get enough physical activity and more than 25 percent are not active at all. The City of Fort Worth is no exception. According to the 2003 City of Fort Worth Public Health Community Needs Assessment 21.3 percent to 40 percent surveyed identified not exercising. Along with 82.5 percent to 90.8 percent surveyed identified eating fewer than five servings of fruits and vegetables a day. The City of Fort Worth Public Health Department Diabetes Program was awarded funding in September 2003 for afour-year program renewal to provide the following but not limited to: Logname: SODIABETES Page 1 of 2 . Organizational activities leading to changes in community systems, policy, andlor environments; o Organizational changes impacting community systems, policy, and/or environments in different community sectors (e.g., health care, worksitesJbusinesses, faith-based communities, neighborhoods, recreation, non-profits, food industry, etc.); . Lifestyle classes in English (e.g., CDC Diabetes self management program or other DSHS approved models) or similar activities; o Lifestyle classes in Spanish (e.g., CDC Diabetes self management program or other DSHS approved models) or similar activities physical activity ongoing groups and activity events; . Physical activity events and ongoing activity groups; . ~ Support groups -English; ® Support groups -Spanish; . A series of food and nutrition classes; . Provider Education (risk reduction, standards of care, etc.); ® Public health information activities (e.g., television, radio, print media, outdoor mobile advertising, websites, kiosks, displays, etc.); . Material distribution (e.g., brochures, posters, etc., from National Diabetes Education Program, Texas Diabetes CouncilJDSHS and other sources); and . Resources in Texas Information Referral Network (by Jan. 2006). The City of Fort Worth Public Health Department provides community-based diabetes programs targeting individuals with diabetes or those at risk and their families, those uninsured/underinsured and communities in Fort Worth with high prevalence and burdens of diabetes, including mortality. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund. Upon execution of the grant contract, the interim inter-fund loan will be returned to the General Fund.
