HomeMy WebLinkAboutOrdinance 1209 ORDINANCE NO. 2 Q� AN ORDINANCE Ri;GULATING AND LIMITING THE TIME WHICH VEHICLES MAY BE PARKED ON LAMAR STREET FROM THE SOUTH SIDE OF WEST FOURTH STREET TO THE NORTH SIDE OF WEST TENTH STREET, TAYLOR STREET FROM BELKNAP STREET TO THE NORTH SIDE OF WEST TENTH STREET, THROCKMORTON STREET FROM BELKNAP STREET TO THE NORTH SIDE OF WEST TWELFTH STREET, MONROE STREET FROM EIGHTH STREET TO THE SOUTH SIDE OF THIRTEENTH STREET, JENNINGS AVENUE FROM TENTH STREET TO THE SOUTH SIDE OF THIRTEENTH STREET,COM- MERLE STREET FROM BELKNAP STREET TO THE SOUTH SIDE OF EAST FRONT STREET, WEATHERFORD STREET FROM TAYLOR STR�;ET TO CALHOUN STREET, FIRST, SECOND AND THIRD STREETS FROM TAYLOR STREET TO CALHOUN STREET,FOURTH FIFTH AND SIXTH STREETS PROM LAMAR STREET TO CALHOUN STREET, SEVENTH STREET FROM CHERRY STREET TO CALHOUN STREET, EIGHTH STREET FROM THROCKMORTON STREET TO AALHOUN STREET, NINTH STREET FROM HOUSTON STREET TO CALHOUN STREET TENTH STREET FROM LAMAR STREET TO COMMERCE STREET, ELEVENTH STREET FROM MONROE STREET TO CALHOUN STREET, TWELFTH STREET FROM JENNINGS AVE- NUE TO CALHOUN STREET, THIRTEENTH STREET FROM HOUS- TON TO CALHOUN STREET, EAST FRONT STREET FROM MAIN STREET TO CALHOUN STREET, 'AS HEREINAFTER SET FORTH AND DEFINED; AND PROHIBITING PARKING IN CERTAIN DESIGNATED SECTIONS OF SAID STREETS; AND PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE WITH ALL OTHER TRAFFIC ORDINANCES, EXCEPT WHERE IN DIRECT- CONFLICT WITH THE. PROVISIONS HEREOF, AND PROVIDING THAT IN THE EVENT OF SUCH CONFLICT THAT ALL PRIM CONFLICTING SECTIONS OR PORTIONS OF ORDINANCES SHALL BE AND ARE HEREBY REPEALED IN SO FAR AS SUCH CONFLICT EXISTS; AND PROVIDING A PENALTY FOR VIOLATION HEREOF; AND PROVIDING THAT THE HOLDING OF ANY PORTION HEREOF TO BE INVALID SHALL NOT AFFECT THE VALIDITY OF ANY OTHER PORTION OR PROVISIONS; AND PROVIDING THAT THIS ORDINANCE SHALL BECOME EFFECTIVE RROM AND AFTER THE DATE OF ITS PASSAGE AND PUBLICATION AS REQUIRED BY LAW. WHEREAS, the constant increase of veh%oular and ped- estrian traffic in the City of Fort Worth has made traffic conditions so congested in the downtown business district of said City, and particularly on the streets hereinafter enumer- ated, that it has become imperative as a police regulation to protect the life, safety and convenience of its citizens, to enact and limit and regulate parking of vehicles within the area hereinafter described, according to the terms and provi- sions of the following ordinance: NOW) THEREFORE; BE IT ORDAINED BY THE, CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION I. DEFINITIONS: Unless it appears from the context that a different meaning is intended, the following words shall have the meaning attached and applied to them by this sections (a) The term "curb" shall mean the edge of a ioadway or street, makked, designated or otherwise commonly understood to be such. (b) The term "vehicle" shall mean and include any auto- mobile, truck, wagon, cart or conveyance of any kind or character, motorcycle or motor vehicle, and shall also include a horse. (c) The term "to parr" as herein used, means to stop stand, remain or occupy a certain posftion on any portion of the street designated. SECTION II. It shall be unlawful for the caner or driver of any vAicle to' park said vehicle or to permit the same to be parked, `stand or remain for a period in excess of one hour on Houston Street between its intersection with Belknap Street on the north and Vest Front Street on the south, between the hours of 9:00 A.M.. and 6:30 P-M., except on Sunday, in any place where the parking of vehicles is otherwise permitted under the ordinances of this City. SECTION III. It shall be unlawful for the driver or owner of any vehicle to park said vehicle of to permit the same to be parked, stand or remain for a period in excess of one hour on Main Street between its intersection with Weatherford Street on the north and Front Street on the south, between ,the hours of 9:00 A.M. and 6:30 P.M., except on Sunday, in any place where the parking of vehicles is otherwise permitted under the ordinances of this City. SECTION IV. It shall be unlawful for the driver or evn.er of any vehicle to park said vehicle or to permit the same to be parked, stand or remain for a period in excess of one hour on any of 'the f@llowing named streets running north and south and as to the sections thereof defined, where parking of vehicles is permitted under the terms of this ordinance; and such time limit shall apply between the hours of 8:00 A.B . and 6:30 P.M., except on Sunday; (1) Lamar Street from the South Side of West Fourth Street to the north side of West Tenth Street, (2) Taylor Street from Belknap Street to the north side of west Tenth Street. (3) Throckmorton Street from Belknap Street to the north side of best Twelfth Street, except that all parking is pro— hibited on Throckmorton Street from Seventh Street to West Eleventh Street on b6kh sides of the said street, except ten minutes parking shall be permitted in front of the City Hall Building on the west side of Throckmorton Street. (4) Monroe Street from West Eighth Street to West Thirteenth Street. (5) Jennings Avenue from West Tenth Street to West Fifteenth Street all parking is hereby prohibited on both sides of the street, except ten minutes parking shall-be permitted from West Eleventh Street to Texas Street, on the west side of said street, and on the east side of said street from West Eleventh Street to West Twelfth Street. (6) Commerce Street from Belknap Street to East Front Street. SECTION V. It shall be unlawful for the driver or owner of any vehicle to par7j or permit the same to be parked, stand or remain for a period in excess of one hour on any of the following named streets running east and west as to the sections herein defined, where parking of vehicles is permitted under the terms of this ordinance, between the hours of 5:00 A.M. and 6:30 P. S., except on Sunday: (1) Weatherford Street from Taylor Street to Calhoun Street, except that all parking if hereby prohibited on the north side of Weatherford Street from Houston Street to Commerce Street. (2) First Street from Taylor Street to Calhoun Street. (3) Second Street from Taylor Street to Calhoun Street. (4) Third Street from Taylor Street to Calhoun Street. (5) Fourth Street from Lamar Street to Calhoun Street. (6)Fifth Street from Lamar Street to Calhoun Street. (1) Sixth Street from Lamar Street to Calhoun Street. (S) All parking is hereby prohibited on Seventh Street from Cherry Street to Calhoun reet.,49th sides of the street,ex— cept there shall be permitted r parking of vehicles on the , /� north side of Seventh Street between Commerce Street and �n �"+ 0OZ4 Street. (9) Eighth Street from Throckmorton Street to Calhoun Street, except that all parking is prohibited on the 'south side of Eighth Street between Throckmorton Street and Houston Street. (10) Ninth Street from Houston Street to Calhoun street on the narth side of Ninth Street only, and all parking is hereby prohibited on the south side of Ninth Street from Throckmorton Street to Jones Street, and all parking is prohibited on the north side of Ninth Street drom Throckmorton Street to Houston Street. (11) Tenth Street from Lamat Street to Commerce Street, except that all parking is prohibited on the north side of Tenth Street from Monroe Street to Throckmorton Street, and all parking it prohibited on the south side of Tenth Street from Throckmorton Street to Houston Street, and all parking is prohibited on the south side of Tenth Street from the alleyway midway between Main Street and Commerce Street to Commerce Street. (12) Eleventh Street from Monroe Street to CalhouOL Street, except that all parking is prohibited on both sides of Eleventh Street from Jennings Avenue to Throckmorton Street, and ten minute parking phall be permittedfrom Jennings Avenue to Monroe Street oyv (13) Twelfth Street from Jennings Avenue to Calhoun Street. (14) Thirteenth Street from Houston Street to Calhoun Street. (15) All parking is hereby prohibited on Front Street on the south side of said street from Main Street to Calhoun Street. -� SECTICN VI. It shall be unlawful for the driver or owner of any vehicle to park or permit the same to be parked, stand or remain for any period upon any paved street or throughfare within the corporate limits of the City of Fort Worth between the hours of 2:00 A.M. and 5:00 A.M. SECTION VII. And provided that, in determining a violation of this ordinance as to any of the time limits hereinbefore prescribed, that any vehicle which stands on any streets hereinabtwe described for for the time allowed for parking on that street, or/any lesser time, and is thereupon removed and returned to the same block within twenty minutes, the time which it stands after returning shall be added to the time which it previously stood, in determining a vio— lation of this ordinance. SECTION VIII. A violation of this ordinance shall consist of parking any vehicle on any of the designated streets for any period in excess of the time provided, limiting parking as hereinbefore set out, or for parking a vehicle at all in any of the sections of the streets as above defined, where parking is prohibited by the terms hereof. SECTION IX. Any person who shall violate any of the provisions of this ordinance shall be deemed guilty of a misdeamanor and, upon conviction thereof, shall be punished by fine of not exceeding One Hundred Dollars ($100.00). SECTION X. This Ordinance shall be cumulative with all pre— vious ordinances, except in so far as such previous ordinance or sections thereof shall be in direct conflict with this ordinance, and as to such portions, sections or ordinances which are in di— rect conflict, the same are hereby repdaled in so far as such con— flict exists. SECTION XI. Should any section or part of a section of this ordinance be declared to be Pvalid by any eourt of competent jurisdiction, such decision or judgement shall not affect the remaining sections or parts of sections, but the remaining por- tions, parts or sections shall continue to be in full force and effect. SECTION XII. This ordinance shall become effective as to all of the streets and portioms of streets, regulations and penalty here- in recited, from and after the date of its passage and five days publication as regilkred by• law.
