J ,�,� An Ordinance declaring all delinquent taxes, I all cost and penalty thereon, levied on account of and for the benefit of the General Fund for the City of Fort Worth for the year 1913 and all years prior theretq,a surplus fund, and designating s and fixing the purpose n for which said fund is created and the application to be made thereof. BB IT ORDAINED BY THE BOARD OF COMLISSIONIMS OF THE CITY OF FORT WORTH: SEC. I. All delinquent taxes due the City of Fort Worth and levied on account of and for the benefit of the general fund for said City for the year 1913 and all prior years there- to, be and the same is hereby declared to be a surplus fund, which as the same are collected shall be by the Tre-.surer of the City of Fort Worth kept in a separate fund in the manner and for the purpose hereinafter design-ted. • s SEC. 2. All costt,and penalties now accrued and to accrue on deliiquen t taxes for the year 1913 and all years prior thereto, be and the same is hereby declared to be a surplus farad, and when collected shall be by the Collector of the City of Fort Worth deposited in the fund herein provided for and shall be expended only for the pur- poses herein stated. taxes SEC. 3. From the proceeds of delinquent/cost s end penalties provided in sections one and two hereof, there is hereby-created a fund d"lared to be ^ surplus, and when such funds are collected and turned over to the Treasurer for the City of Fort Worth, the same shall be kept separate from all other funds , and shall be designated as the "Conduit Line Fund. " SEC. 4. The money and funds hereW created and set aside shall be appropriated exclusively to the following purposesto-wit: Whereas, the question of supplying adequR to M water supply for the City of Fort ``forth for domestic and for fire figlting purposes, is of vital importance q.nd imperatively necessary for the public peace, health and safety of the citizens of the City of Fort Worth; and whereas the said City is now threathe:fed with a serious shortage in the water supply for said City for all purposes, and whereas, the-City has ^t this time n, completed Lake and large Reservoir wherein is impounded a, large volume a. of water a.vaila.ble for/water supply for said City, and whereas, there is an uncompleted p-rt of a conduit line feet in length necessary in order to bring the water from s,^il. Reservoir to the Filter. Plant end Pumping; Station in the City of Fort Worth, and whereas without the completion of said conduit line, the said City is in imminent and serious dancer of a. water famine and a consequent loss of property and a. general impairment of the health of the citizens of the City of Fort 'orth, it is therefore, expressly ordered that the fund hereby created shall be y the Board of Commissioners appropri-ted and used for the completion of said conduit 3 line, to the end and for the purpose nnd. for the reasons her inbefore stated, and the City Auditor is 'iereby di- rected -o draw warrants on said fund, and the City Tre,-surer is directed o pay such warrants, only and for the sole purpose of paying for the uncompleted portion of said conduit line, and such warrants to be drawn and �^ paid only hen estim-tes are made and approved for such improvement by the Board of Commissioners of the City of Fort Sec. 5. This Ordinance is hereby declared to be an urgency measure necessary in the ordinary course of the ^,ity's affairs, and measure imperatively necessary for the iirnnedi^te preservation of the public peace, health and safety of the citizens oC the City of Fort Worth, and shall be in force and effect from and aftt-i its pass ge, and all ordinances in conflict ,erewith are hereby repealed.
