Existing improvements are a tire and appliance store, a nursery school, and a residence. Two lots are vacant and construction of a 69 unit apartment building, which-will eventually contain 100 units, is nearly completed. The petition submitted had insufficient signatures for a majority but was accepted and considered for the following reasons: 1. Michigan and Thornhill Streets are dusty gravel streets presenting a health hazard to the nursery school whose owner signed the petition. 2. The pavement will be needed to serve the apartments and the builder is in favor of the paving and paying his portion of the cost. s OFFICIAL RECORD Page Six CITY ET. WORTH, TES 3. The pavement will complete the paving of Michigan Street and that part of Thornhill Street needed to provide a paved. outlet to Seminary Drive for northbound traffic in the area which is located just west of the North- South Freeway. 4. There are five different owners along these portions of Michigan and Thornhill Streets. Poll cards were sent to Oach owner, with instructions that if any card were not checked as against the pavementq and returned within 10 days it would be considered that the owner did not object. One owner's card was returned opposed to the pavementp and one was returned definitely in favor of the pavement. 54 All abutting property will benefit in an amount in excess of the amounts assessed.
