A construction contract was awarded to Austin Road Company in the amount of $119,054.60, and October 3, 1973, was set as the date for the Benefit Hearing. All adjacent property owners were notified of the hearing by certified mail on September 15, 1978. Project Description Roadway R.O.W. Street Limits Width-Feet Width-Feet Morrison Drive John T. White Road 40 60 to 1,435 Feet South Origin of Project This project was initiated in conjunction with Community Facilities Contract No. 9654 approved for the development of Cobblestone Square Addition on December 27, 1977 (M&C C-4034) . Morrison Drive is a border street to the development. Improvements This portion of Morrison Drive is a county--type roadway with penetration pave- ment and borrow ditches. Improvements will include construction of collector grade hot-mix asphaltic concrete pavement on a 40-foot wide roadway with concrete curb, gutter and driveway approaches. Storm drain improvements will consist of approximately 424 feet of reinforced culvert pipe and appurtenances. Assessments and Enhancements Most of the adjacent property is zoned residential and is being assessed $8.50 per front foot for pavement, curb and gutter and/or $4.25 per front foot where the back of the lot is adjacent to the street (rear lots), all in accordance with Standard City Policy. There was, however, some question as to enhancement of Lots 17 thru 21, Block 1, Burton Place Addition, which have two oil line easements crossing the lots at an angle. An independent land appraiser was retained to assist the staff in making recommendations about enhancement of above lots. The appraiser, Daniels, Highfield & Associates, has submitted his appraisal indicating that the property in question will be enhanced in value in an amount greater than the proposed assessment. The Public Works Director concurs with the appraiser's report. It also is the opinion of the Public Works Director that all the remaining properties will be f Y DATE REFERENCE SUBJECT: Benefit Hearing - Morrison Drive PAGE NUMBER Paving and Drainage Improvements (1976- 2 2 10/3/78 G-3951 °f 78 C.I.P. Pages G-3 a enhanced in value by an amount equal to or greater than the proposed assess- ment. The appraiser's report will be available for consideration at the Benefit Hearing. The assessment rolls have been prepared with the amount of enhancement indicated on Lots 17 thru 21, Block 1, Burton Place Addition, for the Council's information. Recommendation It is recommended that an ordinance be adopted closing the hearing and levying the assessments as proposed.
