AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED
ELECTORS WHO OWN TAXABLE PROPERTY IN THE CITY OF FORT WORTH,
TEXAS, AND WHO HAVE DULY RTMDERED THE SAME FOR TAXATION FOR
THE PURPOSE OF DETERMINING UPON THE ISSUANCE OF REVENUE BONDS
IN THE SUM OF SEVENTEEN MILLION DOLLARS ($17,000,000.00), IN
ADDITION TO TWENTY-TWO MILLION, FOUR HUNDRED THOUSAND DOLLARS
($22,400,000.00) WORTH OF SAID BONDS HERETOFORE AUTHORIZED,
FOR THE PURPOSE OF IMPROVING AND EXTENDING THE WATERWORKS SYS-
TEM OF SAID CITY, SAID BONDS TO BE ISSUED AT ONE TIME OR IN
INSTALLMENTS FROM TIME TO TIME AS THE CITY COUNCIL SHALL DE-
TERMINE, THE BONDS OF EACH INSTALLMENT BEING PAYABLE SERIALLY
AS MAY BE DETERMINED BY THE CITY COUNCIL, SO THAT THE LAST
MATURING BONDS SHALL BECOME PAYABLE WITHIN FORTY (40) YEARS
FROM THE DATE THEREOF, AND BEARING INTEREST AT A RATE NOT TO
EXCEED FOUR AND ONE-HALF PER CENT (4-1/2%) PER ANNUM FROM THE
DATE THEREOF; AND TO DETERMINE UPON THE ISSUANCE OF REVENUE
BONDS IN THE SUM OF ONE MILLION DOLLARS ($1,000,000.00), IN
ADDITION TO TEN MILLION, SIX HUNDRED THOUSAND DOLLARS ($10,-
604,000.00) WORTH OF SAID BONDS HERETOFORE AUTHORIZED, FOR
THE PURPOSE OF IMPROVING AND EXTENDING THE EXISTING SEWER
SYSTEM OF SAID CITY, SAID BONDS TO BE ISSUED AT ONE TIME OR
IN INSTALLMENTS FROM TIME TO TIME AS THE CITY COUNCIL SHALL
DETERMINE, THE BONDS OF EACH INSTALLMENT BEING PAYABLE SERIAL-
LY AS MAY BE DETERMINED BY THE CITY COUNCIL, SO THAT THE LAST
MATURING BONDS SHALL BECOME PAYABLE WITHIN FORTY (40) YEARS
FROM THE DATE THEREOF, AND BEARING INTEREST AT A RATE NOT TO
EXCEED FOUR AND ONE-HALF PER CENT (4-1/2%) PER ANNUM FROM THE
DATE THEREOF; AUTHORIZING THE ISSUANCE OF THE BONDS SUPPORTED
BY A COMBINED PLEDGE OF THE REVENUES OF BOTH SYSTEMS; PLEDGING
THE REVENUES OF THE WATERWORKS SYSTEM AND THE SEWER SYSTEM
FOR THE PAYMENT THEREOF, IN ACCORDANCE WITH THE PROVISIONS OF
APPLICABLE STATUTES,. AND PARTICULARLY ARTICLES 1111-1118, BOTH
INCLUSIVE, OF THE REVISED CIVIL STATUTES OF TEXAS, 1925s AS
AMENDED, AND ARTICLES lllla-llllb OF VERNON'S CIVIL STATUTES
OF TEXAS, SAID ELECTION TO BE HELD IN THE CITY OF FORT WORTH,
TEXAS, ON TUESDAY, THE 31ST DAY OF JANUARY, A. D. 1956; AND
ORDAINING OTHER PROVISIONS RELATED TO THE SUBJECT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That a special election be held in the City of Fort Worth, Texas,
on Tuesday, the 31st day of January, A. D. 1956, at the polling places
hereinafter described, between the Lours of seven o'clock A. M., and seven
o'clock P. M., at which election the following propositions for the issu-
ance of bonds of the City of Fort Worth, Texas, each and all of which propo-
sitions contain a purpose clause that has been found and determined by the
City Council to be permanent public improvements and for a legitimate pub-
lic municipal purpose, shall be submitted to the qualified electors who own
taxable property in said City and who have duly rendered the same for taxa-

tion in accordance with the provisions of Section 3-A, Article 6 of
the Constitution of Texas as adopted at an election held on the 8th day
of November, A. D. 1932:
PROPOSITION NO. 1
Shall the City of Fort Worth, Texas, through its City Council, is-
sue its negotiable coupon bonds in the principal sum of Seventeen Million
Dollars ($17,000,000.00), in addition to bonds of the aggregate principal
amount of Twenty-two Million, Four Hundred Thousand Dollars ($22,400,-
000.00) heretofore authorized by the City1pursuant to propositions adopted
by a majority vote of the qualified electors of the City at special elec-
tions held on January 25, 1949, and January 26, 1954, respectively, for
the purpose of improving and extending the Waterworks System of said City,
said bonds to be issued at one time or in installments from time to time
as the City Council shall determine, the bonds of each installment being
payable serially as may be determined by the City Council, so that the
last maturing bonds shall become payable within forty (40) years from the
date thereof, and bearing interest at a rate not to exceed four and one-
half per cent (4-1/2%) per annun from the date thereof, payable semi-
annually, and to provide for the payment of principal and interest on
said bonds by pledging the net revenues from the operation of the Water-
works System of said City, or in the event that the City Council be.au-
thorized to issue Sewer System revenue bonds as submitted in Proposition
No. 2, to be secured additionally by a pledge of the net revenues from the
operation of said Sewer System?
PROPOSITION NO. 2
Shall the City of Fort Worth, Texas, through 'its City Council, issue
its negotiable coupon bonds in the principal sum of One Million Dollars
($1,000,000.00)" in addition to bonds of the aggregate principal amount
of Ten Million, Six Hundred Thousand Dollars ($10,600,000.00) heretofore
authorized by the City pursuant to propositions adopted by a majority vote
of the qualified electors of the City at special elections held on Jan-
uary 25, 1949, and January 26, 1954, respectively, for the purpose of im-
proving and extending the existing Sewer System of said City, said bonds
to be issued at one time or in installments from time to time as the
City Council shall determine, the bonds of each installment being pay-
able serially as may be determined by the City Council, so that the last
maturing bonds shall become payable within forty (40) years from the date
thereof, and bearing interest at a rate not to exceed four and one half
per cent (4-1/2'%) per annum from the date thereof, payable semi-annually,
and to provide for the payment of principal and interest on said bonds
by pledging the net revenues from the operation of the Sewer System of
said City, or in the event that the City Council be authorized to issue
Waterworks System revenue bonds as submitted in Proposition No. 1, to be
secured additionally by a pledge of the net revenues from the operation
of said Waterworks System?
SECTION 2.
That said election shall be held at the following places with the
following named persons appointed presiding judge of said election, to
wit:
SECTION 3.
That said election shall be held under the provisions of the Consti-
tution and laws of the State and, insofar as the same may be applicable,
the provisions of the Charter of the City of Fort Worth, Texas, and quali-
fied voters who own taxable property in said City and who have duly ren-
dered the same for taxation shall be allowed to vote upon said proposi-
tions, and all electors shall vote in the election precinct of their resi-
dence.
SECTION 4.
Each proposition for the issuance of said bonds shall be separate
and distinct so that the voters ahall pass upon each one separately and
apart from the others.
All voters who favor the proposition to issue the Waterworks System
revenue bonds shall have written or printed upon their ballots the words:
"FOR the issuance of Waterworks System Revenue Bonds,"
and those opposed shall have written or printed upon their ballots the
words:
"AGAINST the issuance of Waterworks System Revenue Bonds."
All voters who favor the proposition to issue the Sewer System reve-
nue bonds shall have written or printed upon their ballots the words:
"FOR the issuance of Sewer System Revenue Bonds,"
and those opposed shall have written or printed upon their ballots the
words:
"AGAINST the issuance of Sewer System Revenue Bonds."
SECTION 5.
The City Secretary is hereby ordered and directed to prepare and is-
sue ballots and stamp same "Official Ballot," on which ballots shall be
printed the propositions as set forth above.
SECTION 6.
In the event the said revenue bonds are authorized to be issued by
a majority vote of the qualified electors of said City voting at said elec-
tion, and the same are issued and sold, the holder or holders of such reve-

nue bonds shall never have the right to demand payment thereof out of any
funds raised or to be raised by taxation, and each bond issued or executed
in pursuance of such election shall contain this clause:
"The holder hereof shall never have the right to demand
payment of this obligation out of any funds raised, or
to be raised, by taxation."
SECTION 7.
The City of Fort Worth expressly reserves the right to issue and
sell the total authorization of Eighteen Million Dollars ($18y000,000.00)
in bonds if both propositions are approved by the qualified voters, in
one or more installments, and in the event the bonds, as authorized, are
not sold as one issue, then the remaining bonds, when subsequently sold,
shall be secured by the same character of lien and pledge as the first
installment, so that each and every bond of the whole authorization, when
sold, shall be of equal dignity and parity with each other bond herein
issued and with each outstanding bond issued for the purpose of improving
and extending the Waterworks System and the Sewer System of said City;pur-
suant to the propositions adopted by a majority vote of the qualified
electors of the City at special elections held on January 25, 1949, and
January 26, 1954, respectively. All of said bonds shall be issued in ac-
cordance with and secured in the manner provided in Articles 1111 to 1118,
both inclusive, of the Revised Civil Statutes of Texas, 1925, as amended,
and Articles lllla-1111b of Vernon's Civil Statutes of Texas.
SECTION 8.
The City Secretary shall furnish election officials said ballots,
together with any other forms or blanks, in accordance with the Charter
of the City of Fort Worth, Texas, and the laws of the State of Texas inso-
far as same are applicable.
SECTION 9.
This ordinance shall constitute the election order for such special
election, a substantial copy of which shall serve as the notice of elec-
tion under Article 704 of the Revised Civil Statutes of Texas.
SECTION 10.
The City Secretary is hereby authorized and directed to cause notice
of said election to be given by posting a substantial copy of the election
order in each of the election precincts of said City, and also at the
City Hall. The notice of said election shall also be published on the
same day in each of two successive weeks in a newspaper of general circu-
lation published within said City, the date of the first publication to
be not less than fourteen (14) days prior to the date set for said elec-
tion, and the City Secretary shall see that proper publication is made
and proper notice of this election is given, in full conformity with the
Charter of the City of Fort Worth, Texas, and the general laws of the
State of Texas applicable thereto.
SECTION 11.
This ordinance shall take effect and be in full force and effect
from and after the date of its passage, and it is so ordained.
