AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
RISK MANAGEMENT FUND IN THE AMOUNT OF$42,886.00, FROM AVAILABLE FUND
BALANCE, FOR THE PURPOSE OF FUNDING THE CITY'S REQUIRED 10% COST
MATCH FOR THE FISCAL YEAR 2018 ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Risk
Management Fund in the amount of$42,886.00, from available fund balance, for the purpose of funding the
City's required 10%cost match for the fiscal year 2018 Assistance to Firefighters Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Application for and Authorize Acceptance of a Grant from the Department of Homeland Security-Federal Emergency Management Agency
Under the Fiscal Year 2018 Assistance to Firefighters Grant Program-Operations and Safety Grant,in the Amount of Up to$428,864.00,
Authorize Transfer in the Amount of$42,886.00,as Required,for the City's 10%Cost Match from the Risk Financing Fund to the Grants Operating
Federal Fund,and Adopt Appropriation Ordinances(ALL COUNCIL DISTRICTS)(Continued from a Previous Week)
RECOMMENDATION:
It is recommended that the City Council:
1.Ratify application for and authorize acceptance of a grant from the Department of Homeland Security-Federal Emergency Management
Agency under the Fiscal Year 2018 Assistance to Firefighters Grant Program-Operations and Safety Grant,in the amount of up to$428,864.00;
2.Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Risk Financing Fund in the amount of
$42,886.00,from the use of fund balance,for the transfer to the Grants Operating Federal Fund,for the City's cost match;and
3.Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of$471,750.00,subject to receipt of a grant from the Department of Homeland Security-Federal Emergency Management Agency.
DISCUSSION:
The Department of Homeland Security(DHS)-Federal Emergency Management Agency provides Fire Operations and Safety Grants as part of
the Assistance to Firefighters Grant(AFG)Program.These grants are intended to support projects that enhance the safety of the public and
firefighters from fire and related hazards.The DHS recently notified the Fort Worth Fire Department(FWFD)that its application for financial
assistance submitted under the Fiscal Year 2018 AFG Program had been approved in the amount of$428,864.00.As a condition of this award,
the City is required to contribute a 10%cost match in the amount of$42,886.00,for a total project cost of$471,750.00.
Recent studies indicate that firefighters developed 4 types of cancer more frequently than any other occupation.Further,to meet recommendations
of the National Fire Protection Agency(NFPA 1582),annual exams should provide additional screening for colon,prostate,lung,cervical,
testicular,bladder,and thyroid cancers.In response to this,the Fort Worth Fire Department has developed a comprehensive cancer reduction
strategy.This AFG grant will be used to fund enhanced,early cancer screening for all civil-service Fire Department personnel. The estimated
annual cost for this screening activity is$471,750.00.
Approval of this Mayor and Council Communication will ratify the application for the Fiscal Year 2018 Assistance to Firefighters Grant Program. In
addition to authorizing the acceptance of this award,approval will also authorize transfer of matching funds in the amount of$42,886.00 from
the Risk Financing Fund to the Grants Operating Federal Fund.
In line with the recently approved Risk Management funding(M&C 20-0043)of the Cancer Prevention Program,the matching funds will continue to
support the efforts to reduce firefighters'exposure to potential cancer causing elements and early detection.
Indirect costs are not applicable to this grant.
The performance period of this grant is anticipated to end September 2020.
This project will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:U.S.

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations,execution of the agreement and adoption of the attached
appropriation ordinances,funds will be available in the current operating budget,as appropriated,of the Grants Operating Federal Fund.The Fire
Department is responsible for the collection and deposit of funds due to the City.Upon receipt,these funds will be deposited into the Grants
Operating Federal Fund.This is a reimbursement grant.
