SUBJECT: Proposed Amendments to the Subdivision Ordinance and the
Zoning Ordinance
The purpose of this report is to provide information on proposed amendments to the Subdivision
Ordinance and the Zoning Ordinance.
Subdivision Ordinance
The July 14, 2009 City Council agenda will contain an M &C adopting the following amendments:
• Include utility easements in the land area when calculating net acreage for large lots;
• Revise the way that block lengths are measured and change the block length measurement
regulations to match the new measurement technique;
• Indicate that oil and gas pipelines are regulated by the Texas Railroad Commission, not by the
City of Fort Worth; and
• Revise the language related to required setbacks from oil and gas wells to match the recently
adopted gas well ordinance.
The City Council previously received briefings on these amendments in 2008 and 2009.
Zoning Ordinance
In response to a recent City Council request and the work of the Sustainable Development Task
Force, staff is proposing amendments to the landscaping regulations in order to encourage the
use of native and adapted plants, promote water conservation, and mitigate storm water runoff.
Specifically, the amendments would do the following:
• Allow smaller native and adapted shrubs and tall grasses in clustered plantings;
• Allow temporary irrigation systems for native and adapted plants, rather than requiring
permanent systems;
• Reference the Water Department requirements for drip irrigation systems in certain areas; and
• Reference the City's Storm Water Manual for native and adapted plant lists.
Staff has briefed the Development Advisory Committee, the Commercial Board of Adjustment,
and the Zoning Commission, and all have informally endorsed the proposed amendments.
The public hearings for the Zoning Ordinance amendments are scheduled for July 8, 2009, at the
Zoning Commission meeting, and August 4, 2009, at the City Council meeting.
