HomeMy WebLinkAboutIR 9077INFORMAL REPORT TO CITY COUNCIL MEMBERS 94 00 a Fx�► To the Mayor and Members of the City Council No. 9077 June 23, 2009 Page 1 of 1 SUBJECT: CITY- INITIATED FULL - PURPOSE ANNEXATION OF 287 ZONE REMAINDER The August 4, 2009 City Council agenda will contain an M &C to initiate the full - purpose annexation of an enclave in the Far North sector. The City annexed the enclave for limited - purposes in 2003 as part of the larger "287 Zone" annexation. In 2005, the City entered into an agreement with the property owners to delay full - purpose annexation until after January 1, 2009. The adopted annexation program indicates that the City will consider annexation in 2009. Attached is a PowerPoint for reference. The enclave, Area 51 (AX -02 -009), contains 51.1 acres of land in the Willow Springs Ranch subdivision, north of US 287 at the intersection of Avondale Haslet and Willow Springs Roads, and will be an addition to Council District 7. Current land uses include single family residences and a few undeveloped residential lots. The City annexed the remainder of the subdivision in 2005. Staff has determined that the City will be able to provide full municipal services upon annexation, in accordance with the City's annexation policy. Staff prepared a service plan inventory and service plan in cooperation with other service providers, in accordance with state law. Staff met with the affected property owners over the past several years to keep them informed about the annexation process, and will notify them of the proposed annexation schedule. Staff prepared a fiscal impact analysis in accordance with the adopted annexation policy. The fiscal impact analysis is posted on the Planning and Development Department's website at: www. fortworthgov .org /planninq_anddevelopment. The analysis indicates that the annexation would have a long -term positive impact on the General Fund, and will require capital improvements to serve the area. Staff is recommending that the enclave be rezoned from A -5 One Family to A -43 One Family, consistent with the existing one -acre lot sizes and the current A -43 zoning for the remainder of the subdivision.
