AN ORDINANCE AMENDING CHAPTER 29 OF THE FORT
WORTH CITY CODE (1964), WHICH CHAPTER REGULATES
PLUMBING IN THE CITY, BY REQUIRING PERSONS ENGAGED
IN PLUMBING TO AFFIX OR PAINT HIS NAME AND STATE
LICENSE NUMBER TO VEHICLES; SPECIFYING ADDITIONAL
MATERIALS FOR WATER SERVICE SUPPLY PIPES AND FIT-
TINGS; AMENDING SPECIFICATIONS FOR GAS PIPE AND
FITTINGS; MAKING SPECIFICATION FOR WATER SUPPLY
TO FIXTURES APPLICABLE TO KITCHEN SINKS; AMENDING
SPECIFICATIONS FOR TRENCHES; PROVIDING PENALTIES;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINAN-
CES; PROVIDING A SEVERABILITY CLAUSE; DECLARING
THE ENFORCEMENT OF SAID CHAPTER 29 TO BE GOVERN-
MENTAL; PROVIDING FOR INJUNCTIONS; AND PROVIDING
THAT THIS ORDINANCE SHALL TAKE EFFECT FROM AND
AFTER ITS PASSAGE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That Section 29-11 of Chapter 29 of the Fort Worth City Code (1964) is here-
by amended and after having been so amended shall read as follows:
"Sec. 29-11. Plumbers to register name, address, etc.; marking
vehicles used by plumbers.
"No person shall engage in, carry on or work at the busi-
ness of plumbing in the City of Fort Worth unless his name, address,
telephone and license number issued by the Texas State Board of Plumb-
ing Examiners has been registered with the Chief Plumbing Inspector.
Vehicles used ccmmercia]1y in carrying on the business of plumbing in
accordance with this Code shall have the name of the plumbing con-
tractor and the license number issued by the Texas State Board of
Plumbing Examiners to the master plumber doing the work affixed or
painted on both sides of the vehicle so as to be in full view at all
times and in letters not less than two and one-half inches high."
SECTION 2.
That Section 29-46 of Chapter 29 of the Fort Worth City Code (1964) is here-
by amended and after having been so amended shall read as follows:
"Sec. 29-46. Water service supply pipes and fittings.
"All water pipes from water meters to and through the
building, used for supplying plumbing fixtures and water systems,
shall be wrought iron galvanized, merchant steel galvanized, brass
pipe (iron pipe size and weight), lead pipe of weight known to the
trade as 'extra strong', block tin, cast iron, tin lined tubing or
copper water tubing made from dioxidized copper ninety-nine and ninety-
nine hundredths per cent pure in accordance with A.S.T.M. specifications,
types 'K' and 'L'. All copper water tubing installed under a concrete
slab shall be Type OKI and the fittingsshall be of the wrought
pattern. No other piping material shall be permitted under a
concrete slab. All joints which occur under a concrete slab
shall be made with high temperature solder equal to silfos. A�1
copper water tubing used above ground shall be hard tempered cop-
per, except, that soft copper may be used by special permission
of the plumbing inspector or as permitted in Section 29-59-
"A water pipe installation in a building shall either
be of copper or galvanized in its entirety.
"All fittings used in the water supply system shall
be galvanized malleable fittings, galvanized cast iron fittings,
brass fittings, copper or cast brass sweat fittings, or cast
brass flared-type fittings for copper tubes. Pipes or fittings
that have been used for any other purpose shall not be used in
water supply systems.
"When dissimilar materials are used in any system of water
piping, all connections between such materials shall be made with
isolation type fittings (dielectric fittings).
"Asbestos cement pressure pipe consisting of a core pipe
and casing pipe, with an epoxy lining inside the core and casing
and polyurethane foam between the core and casing with a IKt factor
of 0.15 to 0.20 density of 2.25 - 3.00/ft and % closed cell 90 - 95%,
may be used in underground outside distribution in heating and air
conditioning systems to carry chilled water and/or low temperature
hot water (Max. 1800F) under pressure provided that the core and
casing pipe meets the following specifications:
Core Pipe: ASTM C - 296 - 63T
Federal specifications SS-P-351a
AWwA c - 400 -64T
Casing Pipe: ASTM e - 428 - 63T
"All fittings shall be of cast iron and joints of the ccm-
pression type."
SECTION 3.
That Section 29.51 of Chapter 29 of the Fort Worth City Code (1964) is here-
by amended and after having been so amended shall hereafter read as follows:
"Sec. 29-51.,;Gas pipe and fittings.
"All gas pipe and fittings installed underground shall
have not less than 12 inches of cover. Gas yard line shall have 12
inches of cover at meter riser and 24 inches of cover below finish
grade at curb line and/or at alley line. Pipe shall be black merchant
heel pipe or wrought iron pipe and shall be machine-wrapped with
either a coal tar enamel coating (see specification Section 1-A) or
a pressure sensitive plastic tape (see specification Section 1-B). Steel
pipe with an extruded plastic coating may also be used (see specifica-
tion Section 1-0. All wrapping on pipe shall extend 6 inches above
grade riser.
"All fittings shall be beaded malleable fittings except
welded fittings and all couplings shall be recess-type or line
couplings. All fittings and couplings shall be coated with plastic
tape when placed underground. When gas pipe is run on outside of
building above ground and strapped to wall, it shall be galvanized
pipe, and all fittings must be galvanized. Gas pipe shall not be
installed on the roof of a building. All gas stopcocks used in gas
piping shall be iron body with brass core or lubricated plug stops.
Gas service 1-1/4 and 1-1/2 inch may be welded. All gas services
2 inches and larger shall be welded and swing joints will not be re-
quired.
"Section 1-A. COAL, TAR COATING SPECIFICATION (Minimum Mill Coating)
1. Cleaning - Pipe shall be mechanically cleaned by sand blasting,
shot blasting, or knife and cutter mechanical cleaning machine,
to a bright metal.
2. A coal tar primer shall be applied by brush, mop or spray. Primer
shall be compatible to a particular coal tar coating to be later
applied. Primer shall not be tacky or dead when hat coal tar is
applied.
3. Flood coat of a semi-plasticized coal tar to an average thickness
of 3/32 inches.
4. Spirally apply a 15 pound asbestos coal tar pipeline felt.
5. Spirally apply a 30 pound kraft paper.
6. Add Electrical Holiday inspection, five thousand to twelve thousand
volts.
"Section 1-B. PLASTIC TAPE COATING SPECIFICATION (minimum)
1. Pipe shall be cleaned free of rust, grease, dirt, moisture, oil and
dust.
2. The plastic tape shall be spirally applied by a tape wrapping machine
with two (2) separate layers of tape and to give each layer a minimum
of 1/4 inch overlap with no wrinkles or voids in the material so that
the pipe will withstand an electrical holiday inspection of a minimum.

3. Fitting surfaces after installation shall be cleaned free of grease,
pipe, dope, soap, moisture, dust, rust or dirt, and spirally wrapped
with two (2) layers with 1/2 inch lap of pressure sensitive plastic
tape. This application shall be free of puckers, voids and wrinkles.
When fittings are used in conjunction with coal tar coated pipe, the
kraft paper shall be peeled back 6 inches from the end of the coating,
exposing the pipeline felt. Tape shall then be spirally applied over
the coal tar coating and the fittings in the same manner as described
above.
"Section 1-C. EXTRUDED PLASTIC COATING SPECIFICATION
1. A steel pipe with an extruded plastic coating 30 mils thick
and a butyl rubber bonding adhesive between the pipe and the
plastic jacket as produced by the major steel companies may be
used.
"When coated pipe of any of the above mentioned specifi-
cations is placed in the ditch, care shall be taken that no rock,
debris from construction or any extraneous material shall be used
in the backfill of the ditch.
"All wrapped or insulated pipe shall be subject to an
electric holiday test of 5,000 to 12,000 volts before the pipe is
covered with dirt. The ditch shall be of sufficient width to permit
holiday test to be applied, or pipe shall be supported above trench
for holiday inspection.
"GAS BROILERS-May be connected with twenty-five (25) feet
to 3/8 copper tubing. Longer lengths shall be in accordance with
established pipe sizing for gas pipe.
""The above mentioned wrapping does not apply to copper
tubing in gas lights covered in Paragraph 13-6A or yard broilers
installations."
SECTION 4.
That Section 29-57 of Chapter 29 of the Fort Worth City Code (1964) is here-
by amended and after being so amended shall hereafter read as follows:
"Sec. 29-57. Water supply to fixtures.
"All plumbing fixtures shall be provided with a suffi-
cient supply of water for flushing to keep them in a sanitary con-
dition. Every water closet or urinal shall be flushed by means of
an approved tank or flush valve of at least four gallons flushing
capacity for water closets, and at least one gallon for urinals,
and shall be adjusted to prevent the waste of water. The flush pipe for
water closet flush tanks shall not be less than one and one-fourth
inches in diameter, and the water from flush tanks shall not be used
for other purposes. The fixture supply pipe to all closets, l.abatories
and kitchen sinks shall be provided with separate stopcocks with re-
newal discs. Slip joints shall not be permitted on any supply line up
to valve."
SECTION 5.
That Section 29-77 of Chapter 29 of the Fort Worth City Code (1964) is here-
by amended and after having been so amended shall hereafter read as follows:
"Sec. L*77. Minimum depth of trenches; trench bottoms; requirement
relative to laying pipes in trenches, inspecting, back-
filling, etc.
"In the construction of building sewers other than
cast iron or soil pipe, the trench shall be excavated to a
minimum depth of 3 inches below the botton of the barrel of
the pipe and a uniform cushion composed of not less than 3
inches of 'sandy gravel material' as herein specified shall
be provided. After the cushion has been graded, the pipe
shall be laid fran the main tothe building drain with the
bells of the pipe pointed upstream. Pipe shall be laid and
joints made in accordance with the manufacturer's instruc-
tions and with the specifications herein contained. After
the laying of the pipe has been completed, the trench shall
be left open with pipe and cushion exposed until after the
work has been inspected, tested, and approved by the Plumbing
Inspector.
"After approval by the Plumbing Inspector, the
pipe shall be blinded with 'sandy gravel material' as here-
in specified to a level at least six inches above the top
of the barrel of the installed pipe. The blinding material
shall be worked or shovel tamped around the baael of the
pipe in such a manner that the entire pipe is enclosed and
supported.
"In the construction of building sewers of cast
iron or soil pipe, the trench shall be excavated to a depth
below the botton of the barrel of the pipe sufficient to
permit the bells of the pipe to rest on the botton of the
trench, except where the bottom of the trench is in rock.
Where the bottom of the trench is in rock, such rock shall
be removed to a depth of at least 3 inches below the bottom
of the barrel of the pipe and a uniform cushion composed
of not less than 3 inches of 'sandy gravel material' as here-
in specified shall be provided. After the trench has been
appropriately prepared, pipe shall be laid and ,joints made
in accordance with the manufacturer's instructions and with
the specifications herein contained. After the laying of
the pipe and cushion, if any, exposed until after the work
has been inspected, tested, and approved by the Plumbing
Inspector.
"In all cases, after the blinding operation has been
completed, the trench shall be backfilled. No rock larger
than three inches in its greatest diameter, no organic matter
and no large lumps of clay shall be permitted in the backfill.
Where the trench excavation is in rock and the material re-
moved from such excavation is not acceptable for backfill, it
shall be hauled away and the trench shall be backfilled to
ground surface or subgrade with sandy gravel material."
sECTIoN 6.
Any person, firm, corporation or any agent or employee thereof who
violates any of the provisions of this ordinance shall be guilty of a
misdemeanor and, upon conviction thereof, shall be fined not to exceed
Two Hundred and No/100 Dollars ($200.00) for each offense. Each day
that a violation is permitted to exist shall constitute a separate offense.
SECTION 7.
This ordinance shall be and is hereby declared to be cumulative of
all other ordinances of the City of Fort Worth providing for the regula-
tion of plumbing in the City of Fort Worth, and this ordinance shall not
operate to repeal or affect any of such other ordinances except insofar
as the provisions thereof might be inconsistent or in conflict with the
provisions of this ordinance, in which event such conflicting provisions,
if any, in such other ordinance or ordinances are hereby repealed.
SCION 8.
If any section, subsection, sentence, clause or phrase of this
ordinance is for any reason held to be unconstitutional, such holding
shall not affect the validity of the remaining portions of this ordinance,
and all of the remainder of this ordinance not so held to be unconstitu-
tional shall continue to be in full force and effect.
SECTION 9.
All of the regulations provided in this ordinance are hereby de-
clared to be governmental and for the health, safety and welfare of the
general public. Any member of the City Council, any City official or
employee charged with the enforcement of this ordinance, acting for the
City of Fort Worth in the discharge of his duties, shall not thereby
render himself personally liable, and he is hereby relieved from all
personal liability, for any damage that might accrue to persons or
property as a result of any act required or permitted in the discharge
of his said duties.
SECTION 10.
Any violation of this ordinance can be enjoined by a suit filed in
the name of the City of Fort Worth in a Court of competent jurisdiction,
and this remedy shall be in addition to any penal provision in this ordi-
nance or in the Fort Worth City Code.
SECTION 11.
This ordinance shall take effect and be in full force from and
after its passage and publication as required by law.
