SUBJECT: 2009 NCTCOG SUSTAINABLE DEVELOPMENT PROGRAM
The purpose of this report is to provide the City Council with information about the North Central
Texas Council of Governments' ( NCTCOG) 2009 Call for Projects to be funded through the
Sustainable Development Program and about the process by which City staff and the City Plan
Commission will request, evaluate, and recommend projects for City Council nomination to
receive grants through this program.
The NCTCOG Sustainable Development Funding Program was created by the Regional
Transportation Council to encourage public/private partnerships that positively address existing
transportation system capacity, rail access, air quality concerns, and/or mixed land uses. By
allocating transportation funds to land use projects promoting alternative transportation modes or
reduced automobile use, NCTCOG and its regional partners are working to address air quality,
congestion and quality of life issues. City of Fort Worth projects that have previously received
Sustainable Development funds include Museum Place, Trinity Bluff, West Berry Streetscape,
Magnolia Village Pedestrian Enhancements, and the Evans & Rosedale Planning Project.
On April 1, 2009, NCTCOG released a call for projects to be considered for funding through its
Sustainable Development Program. NCTCOG has allocated $12.4 million out of $41 million in
available Sustainable Development Funds to the western subregion, which includes Johnson,
Parker, and Tarrant counties. Qualifying projects must be located at or near existing or proposed
transit stations, contain a vertical, mixed -use component, and/or be located in historic or low -
income urban infill areas. Individual projects require a 20 percent local private match and may be
awarded up to $3 million each. The total of all projects submitted by the City may not exceed the
$12.4 million set aside for the western subregion. Projects must be evaluated and ranked
according to their contribution to future sustainability, job creation, transportation connections,
environmental and social justice, housing/workforce balance, and economic revitalization.
Because project applications must be sponsored and submitted by a city or county, City staff has
prepared a Request for Proposals (RFP) to solicit projects from private developers for
consideration by the Regional Transportation Council. Based upon NCTCOG's criteria for
evaluation of proposals, City staff will work with City Plan Commission members to recommend
projects for consideration by the City Council. The City must nominate projects in rank order by
the October 2 deadline. The proposed schedule is provided below.
June 3 Staff issues RFP to developers, urban village stakeholders, and other
interested parties.
June 18 Staff conducts pre - submittal conference.
August 6 City deadline for RFP responses.
August 26 City Plan Commission recommends projects to nominate for funding.
September 8 City Council nominates projects in rank order for NCTCOG's Sustainable
Devek,lxnent Program.
October 2 NCTCOG deadline for project nominations.
