To the Mayor and Members of the City Council No. 9447 May 19, 2009 Page 1 of 3 SUBJECT: ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT In December 2007, the Energy Efficiency and Conservation Block Grant Program (EECBG) as authorized in Title V, Subtitle E of the Energy Independence and Security Act was established. As part of the American Recovery and Reinvestment Act (ARRA), the Stimulus, the Department of Energy is providing EECBG grants directly to U.S. local governments, states, territories, and Indian tribes to fund projects that reduce energy use, fossil fuel emissions, and improve energy efficiency. Congress appropriated approximately $3.2 billion for the EECBG Program, most of which will be distributed through formula grants to qualifying agencies, including the City of Fort Worth. The local allocation is based on two weighted factors that account for the energy use of the population. Fort Worth is scheduled to receive $6,738,300.00 as part of this program. The ARRA indicates that cities have latitude to devise programs for using EECBG money by the program must comply within one of the predetermined eligible activities, which include: 1. Development of an Energy Efficiency and Conservation Strategy 2. Technical Consultant Services 3. Residential and Commercial Building Energy Audits 4. Financial Incentive Programs 5. Energy Efficiency Retrofits 6. Energy Efficiency & Conservation Programs for Buildings and Facilities 7. Development and Implementation of Transportation Programs 8. Building Codes and Inspections 9. Energy Distribution 10. Material Conservation Programs 11. Reduction and Capture of Methane and Greenhouse Gases 12. Traffic Signals and Street Lighting 13. Renewable Energy Technologies on Government Buildings 14. Any Other Appropriate Activity To receive the formula funding, Fort Worth must submit applications to the Department of Energy by June 25, 2009 and file an Energy Efficiency and Conservation Strategy within 120 days of grant application. Fort Worth must obligate its formula funding within 18 months of the award and complete the projects and spend the money within 3 years (36 months). Any monies unspent at the end of the 3 year period will be lost. Fort Worth's strategy for using this funding is to spread is as far as possible address issues within city structure, the private sector, and the community.
