AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE LIBRARY IMPROVEMENTS FUND IN THE
AMOUNT OF $6,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
EXECUTING A DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES
CONTRACT WITH KOMATSU/RANGEL, INC. ARCHITECTURE FOR THE
NORTHWEST BRANCH LIBRARY; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Library Improvements Fund in the amount of $6,000 from available funds for
the purpose of executing a design and construction administration services contract with
Komatsu/Rangel, Inc. Architecture for the Northwest Branch Library.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of Architectural Design Agreement With Komatsu/Range/, Inc., for Design and
Construction Administration Services for the Northwest Branch Library and Adopt Appropriation
Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $6,000.00 from the Park Improvement Fund to the Library Improvement Fund;
2. Authorize the City Manager to execute a $368,340.57 design and construction administration services
contract with Komatsu/Range/, Inc., for the construction of the Northwest Branch Library; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Library Improvement Fund in the amount of $6,000.00 from available funds.
DISCUSSION:
The library site is located on Cromwell Marine Creek Road which is on a portion of the parkland that was
received under the parkland dedication requirement from the developer to the Parks and Community
Services Department (PACs). Therefore, $6,000 will be used as part of the developer contribution fees for
this project. PACs is also purchasing additional adjacent land for a community park. The Architect's scope
of work will also include $6,000 for the preliminary master plan design for the community park.
Eagle Mountain-Saginaw Independent School District is currently designing an elementary school adjacent
to the library site and is scheduled to open for the school year 2008. City staff will recommend a
Community Facilities Agreement (CFA) with the school district to have its architect design and contractor
build and expand the roads related to both projects at the same time.
The Request for Qualifications from architectural design firms was advertised in the Commercial Recorder
on October 20, 2005. Thirteen firms provided submittals. City staff ranked the submittals, interviewed the
top five firms in February 2006, and selected Komatsu/Range/, Inc., as the best qualified firm.
The estimated overall cost of the project is:
Design $368,341.00

Komatsu/Rangel, Inc., is in compliance with the City's M/WBE Ordinance by committing to 17 percent
M/WBE participation. The City's goal for this project is 17 percent. Komatsu/Rangel, Inc., is utilizing the
same civil engineering consultants being used by the school district for the elementary school.
The project is physically located in COUNCIL DISTRICT 7 but will serve Fort Worth residents in all
COUNCIL DISTRICTS.
The completion of the branch library will add 13,000 square feet to the City's facility inventory and add
approximately $5,000 per year in the facility maintenance and repair requirements.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval and completion of recommendation one and adoption of
the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated,
of the Library Improvement Fund.
