SUBJECT: City of Fort Worth Emergency Repair Program

On March 3, 2009 staff gave a presentation at the Housing and Economic Development
Committee meeting which included a list of pending projects that would be brought to
City Council with recommendations for funding from unprogrammed or reprogrammed
CDBG funds. The estimated amount available for reprogramming is $2,105,815.00.
Projects included on that list are as follows:
Terrell Heights Lights 600,000
Lancaster NPO 700,000
Balance needed for Poly United Center 301,000
Demolition of Dangerous Structures 500.000
Total $2,101,000
Recently staff determined that the popular and extremely valuable Emergency Repair
Program (ERP) will exhaust all funds in the program before the end of April. The ERP
provides up to $5,000.00 to homeowners earning no more than 35% of the area median
income and live in units with deficiencies that pose an immediate threat to their health
and safety. The appropriation for the program at the beginning of the year (June 1,
2008) was $623,685.00. Through March 10, 2009, $557,432.00 had been expended
leaving a balance of $66,253.00. These expenditures have assisted 180 very low
income homeowners during slightly more than nine months. The average expenditure
rate during this period has been $59,746.00 per month; however, over the last three
months the average rate has been $76,850.00.
Staff is recommending that an additional $125,000.00 be appropriated for the program to
sustain it to the end of the program year. The recommendation is to reduce the planned
request for demolition of dangerous structures funding outlined above from $500,000.00
to $375,000.00. Additional funding will be available in the next grant year and potentially
from stimulus package funding to replace or increase funds designated for demolition. An
M &C requesting the appropriation of this funding will be placed on the May 12, 2009 City
Co cil age r consideration.
