HomeMy WebLinkAboutIR 9031INFORMAL REPORT TO CITY COUNCIL MEMBERS To the Mayor and Members of the City Council SUBJECT: FY2009 VACATION BUYBACK RESULTS No. 9031 Date: April 7, 2009 Page 1 of 1 The purpose of this Informal Report is to provide City Council with background information regarding Mayor and Council Communication (M &C) reference No. G -16503 (Revised) on today's agenda. The M &C proposes to amend the FY09 Budget for salary savings related to the Vacation Buyback program. Background: • During FY09 Budget, the City Manager recommended and City Council authorized the reinstatement of the vacation buyback program. • The Budget Office worked with Human Resources to determine the maximum program cost based on employee eligibility. • Department budgets in the General Fund as well as other operating funds were budgeted at 75% of the program cost (allowing for past experience where less than 100% of eligible employees participated). • The vacation buyback program was offered in November and was completed in December. • Although a few departments had all their employees fully participate in the program, overall the expenditures equated to only 61 % of the total program costs. • For departments who exceeded their budgets, the amounts were small enough that no additional appropriations are being recommended. The actual vacation buyback participation was less than the amount budgeted. The savings in the General Fund departments is being combined and transferred to Non - Departmental. The savings will be available to cover any unanticipated cost in the current year or if unneeded, the amount will be added to the fund balance at the end of year. The General Fund savings is $780,261.00. For the other funds, it is not anticipated that those savings will be needed and therefore, those amounts will be transferred to the respective Fund Balances of those funds.
